Lakeside Wuxi highlights its natural charms, rich culture By Chen Yingqun and Zhou Furong Known as the pearl of East China’s Taihu Lake, Wuxi city is undergoing a series of renovations to attract international visitors and business opportunities.迷你倉 Located in South Jiangsu province, Wuxi is a city built along the Taihu Lake, and it has many waterways running through it, providing a convenient transportation system to complement its other advantages, like rich natural resources. Since the Ming Dynasty (1368-1644), it has been a large marketplace for rice, clothes and silks. At one point, it was the richest city in the ancient China. Wuxi has been recognized as the most livable city on the Chinese mainland, according to a report released by the Chinese Academy of Social Sciences. With an extensive transportation system and close proximity to cities like Shanghai, Nanjing and Suzhou, the city manages to maintain a robust economy, making it an ideal home for many medium and small enterprises. In 2012, the city’s total output value reached nearly 756.8 billion yuan ($124 billion) and its GDP per capita $18,700, ranking first in Jiangsu province, according to the provincial government. Many major multinationals have also set up factories or regional headquarters in the city. Now the city is planning to build on its strengths as a livable city to attract people and keep them there. The plan involves three big projects to be completed in the next few years. “We will make great efforts to build a new city that will be a center for high-tech and emerging industries, a tourism island that has world-class ecology and scenery and a cultural belt that will allow people to enjoy the unique traditional local culture,” said Huang Lixin, Party chief of Wuxi. Taihu New City, which will be located in the south part of Wuxi city, has an area of 150 square kilometers. It will become an ecological modern city capable of accommodating one million people. The new city is divided into three parts. On the east side will be the Taihu International Technology Park, a cluster of high-tech and emerging industries and also an innovation incubator. The west part will be a leisure zone for holidaymakers and also a center for creative industries and tourism. The central part will be the financial hub and serve as a residential area. One-third of the new city will be green space, including forests, wetlands and scenic spots, said Zhang Mingchun, president of the Taihu New City Development Company. There are about 300 streams crossing the area, with “wild ducks and egrets floating in the water”. At present, there are more than 200 kinds of birds in the new city. “When people walk out of their apartments, they can see beautiful mountains and water, breathe fresh and clean air. This should be the definition of a livable city,” Zhang said. “I think the new city will not only become the most popular region in Wuxi but also the center of emerging industries.” The new city project started construction in 2007, now half of the new city has been built and many facilities will start construction soon, such as the exhibition center, art center and financial streets. While the new city is more about business opportunities, Mashan International Tourist Resort offers more to attract visitors. In 1992, the State Council approved the establishment of Mashan Taihu Lake National Tourist Resort in Wuxi to promote Buddhist culture and local Wu culture, which are also the two highlights of the tourist resort. The resort has more than 460 kinds of plants and about 56 tourist spots. Air and water in that region have been tested as high quality by the Research Center for Eco-Environmental Sciences of Chinese Academy of Sciences. Lingshan Giant Buddha — an 88-meter tall statue of Sakyamuni that located in tself storagee resort — is a symbol of Wuxi. There were also several forums and seminars on Buddhism, attracting visitors from around the world. The remains of Helv city is also in the region. Helv is the first city recognized by historians as the capital of Wu kingdom in the Spring and Autumn Period (770-476 BC). The Ancient City of Helv is a heritage unit qualified and preserved by the provincial government. The municipal government will invest 30 billion yuan in three years to improve the region’s facilities. The investment is aimed at sharpening the whole region’s competitive edge while raising its profile as a tourist destination. When the resort project is totally completed, the local government hopes to achieve the capacity to accommodate 10 million tourists a year, of which more than 200,000 will be overseas visitors, according to official targets. The whole industry’s annual income is expected to reach some 5 billion yuan. Lingshan Mountain, a scenic area with beautiful mountains and water, will be built into a Buddhist resort. Mashan town will host many top performances and international events, such as exhibitions and car racing. The ancient town of Wuyun will showcase the historic heritage of Wu culture and also local folk arts. Zhang Zainan, vice director of Taihu Lake National Tourist Resort, said that ecological environment will be the most valuable resources of the 65 sq km region. “In the future, Mashan will be an ideal place to spend holidays and experience various cultures and activities,” Zhang said. The cultural belt has been built along the Ancient Canal that runs through the city, whose route looks like a big Chinese knot. In ancient times, there was a tradition of sitting on boats and watching performances on the platforms like local operas, along the canal. This kind of entertainment experience will be recreated soon. Along the 10-kilometer canal is a delicately built trail, where citizens could walk and enjoy the view of the canal. There are also two 1,000-meter historic streets along the canal, where ancient buildings built in Qing Dynasty (1644-1911) are still well preserved. These buildings will keep their ancient exteriors while the insides will be renovated to become shops facing the street. In addition to that, there are also ancient temple towers, bridges, stones sculptures, which formed beautiful scenery with the backdrop of the river. Qingming Bridge, the stone arch bridge, with a history of more than 400 years, is another landmark. At present, designs have been finished for an 18-meter greenbelt along the canal, said Huang Xin, president of Wuxi Municipal Developmnet Group Co Ltd. The Ancient Canal is also preparing its application for recognition as a world heritage. Zhang Qihai, deputy general manager of the company, said that canal travel will be an important part of local tourism, and they plan to develop the canal area into a 4A-class scenic spot. Then she hops up some stairs and gives her 7-minute campaign speech, laying out her personal story -- fourth-generation Wisconsinite, businesswoman, public servant -- and what she brings to the race for governor."When we come together, that's how we do our best work, that's how we overcome our challenges," she says. "I call it the Wisconsin Way. I know how to create jobs. I know how to improve education. And that's how we're going to get Wisconsin on the path to prosperity."In the marathon campaign for governor, Burke is already at a sprint.Since announcing her candidacy in October, Burke has visited more than 30 counties, logged nearly 10,000 miles in her four-wheel drive Ford Escape and sat for more than 50 media interviews as she seeks to introduce herself to voters."We just knew we had to hit the ground running, get Mary out there to build a team and a statewide organization for next November," says campaign manager Maggie Brickerman. To some on the left, the rap against her is that she appears to be the handpicked candidate of the party elite, chosen because she has the funds to wage the race.In an October article, Ruth Conniff, editor of The Progressive, summarized conventional wisdom on why Burke is either the perfect candidate, or an imperfect one. "Not having been a candidate before, I don't have my big donor list, I don't have all my email lists. And to accomplish what we have accomplished in nine weeks is pretty amazing. I feel pretty confident that I'm going to be able to raise the sums that are going to be necessary to get the message out. Will I be out-fundraised? Yes. When Scott Walker raises nearly 70% of his money from out of state, that's going to be hard to beat. But what I feel is I'll be able to raise what I need to get the message out. My money is going to come largely from the people of Wisconsin."Wisconsin's campaigns can be rugged, especially with the rise of negative advertising."I'm prepared for what they will throw at me," she says. "They have been doing it since June. It will get a lot tougher, a lot meaner, but it actually strengthens me. I get more resolved because I just feel that's not the type of leadership we need in this state."She says her family is also prepared for the campaign, especially with Waterloo-based Trek Bicycle sure to come under a microscope. Burke's brother John is the firm's CEO. In November, the U.S. Department of Labor ruled that up to 20 Trek employees lost jobs to foreign-related layoffs. Liberal activists criticized the company."My brother has a pretty strong backbone himself," she says. "I, of course, believe the attacks on Trek are just completely unfounded. Trek is a great company, does great stuff for Wisconsin, has great people and treats its people really well. The largest single shareholder in Trek is the employee stock option group. It does so much for the community and it doesn't toot its horn very much. So, yes, it's not pleasant and it's not fair but it will happen, and before I got into this I made sure that my family was on board. I would not have gotten into it without their support."Watching Burke at two small fundraisers, it's clear that she connects with her audience. They laugh at her punch lines and nod their heads in agreement when she discusses issues such as mining, women's health and Act 10, which put strict limits on collective bargaining for public workers."Talking to her makes me realize this is not a single-issue race," says Josh Ebert, a lead documentation specialist at the University of Wisconsin-Milwaukee. "It's about a perspective on how Wisconsin can do better. Politics is more than sound bites and a compelling narrative. It's instilling hope."Deb Stover, who opened her Suamico home to a small fundraiser for Burke, says the candidate impresses activists with her hard work."You can tell talking to her in less than five minutes how much more she knows about job creation than our current governor," Stover says.In the months leading up to her campaign announcement, Burke says she consulted with hundreds of people around the state, including Brown County Democrats like Stover and Nancy Schleis."Every single question we asked, she answered," Schleis says. As an adult, he began losing vision in the same eye from retina damage.But today, the Miami journalist is able to host TV and radio news shows, thanks to Lucentis, an injectable drug that has helped combat his macular degeneration. Haza considers the ophthalmologist who regularly sticks a needle into his left eye -- Salomon Melgen -- a miracle worker."He's not a conservative eye doctor," said the 61-year-old Haza. "He's always been on the cutting edge."That's not exactly how the FBI and the Department of Health and Human Services view the West Palm Beach ophthalmologist. Melgen, 59, has been under a federal grand jury investigation for alleged Medicare fraud for more than a year.Perhaps best known for his close friendship with U.S. Sen. Bob Menendez, D-N.J., Melgen has seen his four clinics in Palm Beach and St. Lucie counties raided twice since January, as federal agents strive to build their criminal case against him.Investigators believe he provided treatments for patients with "wet" macular degeneration -- leaky blood vessels that damage the area of the eye responsible for central vision -- that were often medically unnecessary, according to sources familiar with the criminal probe. Melgen has become Medicare's top biller in the nation for Lucentis, a costly drug that effectively blocks new blood vessel growth and leakiness.But Melgen, a multimillionaire who regularly travels in his private plane from Palm Beach County to his native Dominican Republic, is not taking it on the chin.He's fighting back in Miami federal court, suing Medicare to recover about $9 million that he asserts the taxpayer-funded program owes him for legitimate Lucentis claims. He has also hired two former federal prosecutors with high profiles in Washington and South Florida to defend him against potentially looming Medicare fraud charges."Dr. Melgen cares deeply about his patients and works tirelessly to improve their vision and quality of life," said Kirk Ogrosky, with the Washington law firm Arnold & Porter, who is handling Melgen's defense with Miami attorney Matthew Menchel."Dr. Melgen continues to cooperate with the government, and we hope that the investigation will be concluded soon so that the doctor can continue focusing on his patients' care."Melgen has been on Medicare's radar for years. In 2009, Medicare auditors investigated his billing practice for treating patients with Lucentis, which is manufactured by San Francisco-based Genentech, and concluded that his company, Vitreo-Retinal Consultants, was overpaid about $9 million over the previous two years.According to the audit, the FDA-approved labeling for Lucentis stated that physicians should use one vial of the drug for each patient, at a cost of about $2,000. Each vial contained four doses, but the labeling stated that physicians should use only one dose for each patient and discard the excess amount, the audit said.In 2007 and 2008, Melgen typically used each vial to treat four patients and billed Medicare for $8,000, according to the audit.The Medicare auditiors accused him of improper billing based on his "multidosing" of Lucentis. During his appeal, Melgen returned the millions in payments that he had received from Medicare.In June, Medicare officials concluded he should only have used one dose in each vial for every patient, and thrown away the rest. Melgen agreed to adopt that policy going forward.In response, however, Melgen's lawyers sued the Health and Human Serevices Secretary Kathleen Sebelius seeking to recover his Medicare payments. They asserted he broke no Medicare rules and had the discretion to multidose the drug.In the end, Medicare's cost would have been the same even if Melgen had used one vial of Lucentis to treat each patient and billed the program accordingly, they argued in court papers.Of course, Melgen would have had to spend more of his own money to buy more Lucentis vials from the drug manufacturer to treat the same number of patients.Medicare officials responded to the suit by suspending all reimbursements to Melgen's company, based on "credible allegations of fraud" because the doctor "misrepresented services billed to" the program, according to court records. His lawyers sought an injunction, saying Medicare was simply retaliating to cripple his 30-employee practice. Then, in October, Medicare officials decided to lift the suspension to avoid that legal fight, records show.After all that wrangling, Medicare's case against Melgen now boils down to his multidose-billing practices in 2007 and 2008 -- though he continued to submit claims for Lucentis treatments in the same manner for the next four and a half years.Meanwhile, Melgen's legal dispute with Medicare has also beco迷你倉e an area of interest to a federal grand jury in Miami that is examining the physician's relationship with Menendez, the New Jersey lawmaker.Justice Department prosecutors, along with the FBI, have investigated whether Menendez abused his official position to help Melgen while the physician made sizable campaign donations to the senator and provided him with free trips to the Dominican Republic, among other allegedly unreported gifts.In 2009 and again in 2012, Menendez asked top Medicare officials to clarify the billing rules for administering Lucentis because the senator thought they were ambiguous, according to his aides.A federal grand jury in Miami -- unrelated to the criminal probe of Melgen's Medicare billing activity -- is investigating that matter, according to sources.But the panel, convened by the Justice Department early this year, has decided not to file charges regarding Melgen's travels with Menendez on the doctor's private plane to his estate at the Casa de Campo resort in the Dominican Republic. According to sources, explosive allegations that the two men traveled to the island nation to have sex parties with prostitutes proved totally baseless. Those allegations were first reported by a right-wing blog before Menendez's reelection in November 2012.Melgen was thrust into the national spotlight -- along with Menendez -- when federal agents raided his West Palm Beach office in January and hauled away dozens of boxes of patient and financial records for the Medicare fraud case.The news media reported on his medical practice and his multimillion-dollar investments in a variety of businesses, including a data company in Florida and a port security contract in Santo Domingo. Melgen, who is married, had also sued a former girlfriend to return almost $1 million that he said was for a retail clothing venture in the Dominican Republic.His patients -- several of whom agreed to talk with the Miami Herald after their names were provided by the doctor's attorneys -- said they were drawn to him because of his reputation as a skilled eye doctor.For their part, four of Melgen's patients said they had no clue about the federal investigation, but also said they didn't understand why the government was targeting him. Collectively, they spoke of him as a "godsend" who has improved their vision with Lucentis injections along with other treatments for macular degeneration. It is a major cause of blindness among older adults.Stephen Sax, a retired photojournalist who started suffering from vision loss in Los Angeles a few years ago, moved to the Fort Pierce area in 2012 to be closer to family. This year, he started seeing Melgen, who administers Lucentis injections and follows up with laser procedures to cauterize blood vessels to stem the bleeding."He stays right on top of it," Sax, 75, said. "He's not letting it get to a point where I'm regressing."What's happened to me over the last two or three months is remarkable. I see the form of things if not the detail," said Sax, who is able to travel to Melgen's Port St. Lucie clinic because the doctor's office provides transportation. "Without Dr. Melgen's help -- I want to make this clear -- I wouldn't be able to read anything. He gives me hope, he really does."Angel Pimentel, who used to drive a truck for a living, got involved in a car accident in 2005 that badly injured his eyes. He went through several surgeries, but nothing improved.At a braille club a few years ago, several people with detached retinas recommended that he see Melgen, who encouraged him to change his lifestyle and lose weight. The doctor treats him with the combination of Lucentis injections and laser procedures."It was like a miracle," said Pimentel, 45, of West Palm Beach. "Both of my eyes were blind. But when they put the light on my eyes now, I'm able to tell what it is."All I want right now is a little bit of eyesight," he said, "and I'm closer than I've ever been."Another patient, Claudia Tewes, 63, from Palm Beach Gardens, said she couldn't see or go anywhere five years ago because of broken blood vessels in her eyes, which developed after undergoing cataract surgery with another doctor. She started the combination Lucentis-laser treatments with Melgen two years ago, and her eyesight has dramatically improved, Tewes said."I was in darkness and he turned back on the light on life for me," said the mother of three grown children. "Now I can read ...   本港舖租為全球最高,迷你倉仲量聯行主管郭富禮指,因舖租已屆高位,零售商在出價上會轉為審慎,明年舖租僅能平穩發展。  據仲量聯行數字顯示,預計本年香港核心區舖位租金升幅約4.1%,而核心區商場的租金料上升約5.6%。仲量聯行香港區域董事兼商舖部主管(Tom Gaffney)指出,訪港旅客持續向上,推動租金上升,「訪港的旅客仍在上升,當中75%是內地人,而零售商生意按年也有12%上升,而本年中因金價下跌,吸引內地客來港買金,帶動消費。另一表現理想的行業為時裝,深受旅客追捧。」租金冠全球 基數高難大升  雖然租金向上,但升幅已放緩,資料顯示,2011年全年舖租升19.8%,而去年亦上升14.5%,若2013上升幅度僅約4%,升幅已大幅放緩。郭富禮認為,零售商見舖租貴,也開始略為審慎,「核心區舖租已非常高,現時市場上仍有很多零售商出價租舖,但遇上高價時未必會追價。此外,很多品牌過往數年已在港開設分店,也是時間減慢擴充步伐。事實上,零售商在港生意仍是很理想,預計他們會在邊�地區尋找開舖機會,包括灣仔、沙田,以及尖沙咀二�地段等。另外,近年不少新樓盤在新界區落成,也建立了一定消費群。」  對於明年舖租預測,他認為仍值得樂觀,「明年仍是正面,整體格局不變,內地客仍佔主導,舖位供應持續偏低,但因目前舖租基數已mini storage高,難再有大幅向上的機會,估計明年舖租僅升1%至2%,或有個別地區會作出少許調整,但幅度只會約1至2%。」他預計,鐘錶珠寶商僅審慎樂觀,而中價時裝料會較活躍租舖。另外,他指近期如Hugo Boss、Prada(01913)均斥巨資租用本港大型舖位作旗艦店,是因核心區超過2萬平方呎舖位實在太少,故造就高價成交。時裝活躍 貴租反映生意佳  據仲量聯行的全球舖位租金統計,銅鑼灣羅素街的平均呎租約1,730元,連續兩年成為全球最貴舖租地方,而第二位的日本東京銀座,呎租約440元,反映本港舖租遠遠拋離其他地區。郭富禮指出,由於尖沙咀仍是國際品牌集中之地,未來廣東道舖租水平有力追上。  舖租冠絕全球,會否嚇怕國際品牌不敢在港開業,他則認為租金完全反映生意理想,「很多國際品牌於全球也有業務,過往幾年他們發現歐洲、美國等地的生意,按年增長僅1%至2%,相反香港的升幅卻是雙位數,是全球生意最理想的城市。為何舖租會貴?就是因為生意佳。」  內地自由行至今已有10年,到底未來內地客在港消費會否持續,他表示仍非常樂觀,「我看不到內地客會失去興趣來香港,因為本港的購物氣氛理想,配套充足。當然會有內地旅客直接飛往歐洲購物,但中國有逾600個城市,內地自由行暫僅來自數十個城市,只要未來增加開放城市,市場空間及潛力非常大。」儲存

“我們有理由相信,迷你倉4G時代的廣東會更精彩”。省經濟和信息化委有關負責人說。趁著4G時代到來的東風,信息消費、物聯網技術應用、雲計算技術應用、大數據應用、“兩化融合”等行業和領域或將發生關鍵性變革。12月4日,工信部正式向中國移動、中國電信、中國聯通頒發三張TD-LTE制式的4G牌照,意味著中國正式進入4G時代。4G為廣東帶來的不僅是更快的網速,更重要的是,4G時代的到來將為廣東信息化發展和產業轉型升級錦上添花。廣東省無論是電子信息產業、電信運營業還是互聯網企業均在全國處於領先地位,電信和互聯網用戶規模全國第一。廣東省委、省政府高度重視信息化發展,提前部署發動全省搶抓4G帶來的機遇。省長朱小丹今年4月份調研我省信息化建設時再次強調,信息化是引領廣東未來發展的大戰略。廣東的轉型升級要依靠重大項目、重大平台、重大科技專項這“三重”,更要在信息化這“一化”上先行一步,占得主動。他要求,“要以第四代移動通信技術發展為契機,加大寬帶網絡基礎設施投入,迅速推動創新基地建設,加快提升核心技術創新能力,佔領全球技術制高點。推進新一代寬帶技術與新一代互聯網技術的全面融合,以移動互聯支撐大數據、雲計算、物聯網的應用,積極拓展內容服務,深入實施惠民服務、惠農服務、產業服務和政務服務”。作為信息化工作主管部門,省經濟和信息化委員會先後牽頭制定了一系列政策措施,旨在以更高的角度和更寬的視野,深入推進4G時代下的信息化工作。力爭2020年基本建成“智慧廣東”事實上,早在今年5月,為加快建設下一代信息基礎設施,大力發展現代信息技術產業體系,全面提升我省信息化發展水平,由省經信委牽頭制定的《廣東省信息化發展規劃綱要(2013-2020年)》正式以省政府名義下發,成為我省第一部信息化規劃綱要。綱要指出,要將我省建設成為國際信息網絡樞紐中心、國際電子商務中心、世界高端新型電子信息產業重要基地,發展成為全國互聯網創新創業高地、智慧城市建設示範區、大數據應用先行區和北斗衛星綜合應用試驗區。筆者瞭解到,《綱要》不僅明確了我省信息化戰略定位,而且還提出了近、中、遠三階段發展量化目標,詳細闡述我省有計劃實現信息化的發展思路。中國電子信息產業發展研究院華南分院院長林緊評價道,這是我省信息化建設的重大突破。按照該綱要,到2020年,全省信息化邁入世界先進水平,基本建成“智慧廣東”。建成寬帶、泛在、融合、安全的信息基礎設施,信息技術自主創新能力和信息產業核心競爭力明顯增強,新一代信息技術在經濟社會各領域廣泛應用,公共服務和社會管理網絡化水平大幅提升,信息化對經濟社會發展帶動效應更加顯著,信息化總體水平再上新台階。2015年建成全國最大4G網絡4G時代的到來,為我省信息基礎設施建設提出了全新要求。事實上,在4G牌照頒發之前,相關主管部門已經敏銳地捕捉到了加強信息基礎設施建設的必要性。今年8月份,國務院發佈《關於促進信息消費擴大內需的若干意見》。11月,我省即出台《促進信息消費實施方案(2013-2015年)》,旨在把握這一促進經濟轉型升級的動力引擎。該方案提出將大力推進無線寬帶網絡建設,統籌推進第三代(3G)、第四代(4G)移動通信網絡和無線局域網(WLAN)發展。該方案指出,要推進廣州、深圳TD-LTE(4G標準)規模試驗網絡部署及應用。與此同時,該方案還提出支持省內電信運營企業實施TD-LTE發展計劃,到2015年力爭建成全國規模最大的TD-LTE網絡,推動廣東率先進入4G時代。到2015年,我省3G以上無線網絡地域覆蓋率由2012年的66.4%提高到75%以上,3G/LTE用戶數達到5700萬,WLAN熱點數達到20萬個。緊接著,《廣東省物聯網發展規劃(2013-2020年)》于11月27日印發。在這份規劃中,加快物聯網基礎設施建設被單獨列為一大點,並提出要完善通信網絡基礎設施。該規劃提出,要實施“寬帶廣東”工程,大力發展第三代移動通信(3G)和新一代移動通信(LTE、4G等)網絡,加快推進無線局域網(WLAN,包括WiFi等)在重點區域和公共場所的部署,建設覆蓋珠三角、連接粵港澳的無線寬帶城市群。在優化提升光纖寬帶網絡方面,前述規劃提出,要建設下一代互聯網基礎設施,加快城市光纖到樓入戶,農村寬帶進鄉入村。同時,完善電子政務網絡基礎設施,建設政務外網萬兆骨幹網,形成支撐物聯網應用的基礎網絡體系。一系列政策規劃醞釀出台電子政務是我省信息化工作中非常重要的一環。根據省網上辦事大廳建設進度,今年10月,省政府辦公廳印發《關於進一步做好2013年底前省網上辦事大廳建設工作的通知》,對一些建設目標進行調整。該通知要求,在今年12月底前,珠三角各地市分廳50%以上行政審批事項要達到二級辦事深度;珠三角各縣區分廳60%以上行政審批事項要達到一級辦事深度;粵東西北各地市分廳60%以上行政審批事項要達到一級辦事深度。與此同時,粵東西北各縣區分廳要界定完成應進駐部門和事項,並按照《廣東省網上辦事大廳建設規範V1.0》要求統一界面風格並連通到省網上辦事大廳,實現與省主廳、所屬地市分廳的目錄系統數據同步。同樣特別值得一提的是,為迎接4G時代的到來,深入推進我省信息化工作,省經信委正在牽頭醞釀出台一系列新的規劃和計劃。他們分別是《廣東省雲計算發展規劃(2013-2020年)》、《寬帶廣東發展規劃(2013-2020年)》和《大力發展智能製造推進兩化深度融合專項行動計劃(2013-2015年)》。省經信委有關負責人介紹,下一步,省經信委還將加強對行業的規劃和指導,推進信息基礎設施的演進升級;同時,大力支持並推動企業加快建設和優化移動通信網絡,不斷提升網絡服務水平和用戶服務品質。廣東省推進信息化工作相關政策措施◎已經出台2013年5月10日 三大運營商獲發4G牌照後,其在廣東的分公司紛紛摩拳擦掌,並在4G終端、應用等方面發力,希望通過向4G產業鏈條兩端延伸,各自從4G時代分得屬於自己的一本�。有業內人士表示,4G時代將催生更多的業務形態和服務模式,為產業鏈發展注入新的動力。4G時代的到來,讓更多的國內終端廠商搶到了“起跑優勢”,有望借助4G實現“彎道超車”,躋身國際一流終端品牌陣營。同時,4G的大帶寬、高速率、低成本優勢為雲計算提供了更優質的通信環境,將推動雲平台、雲應用等服務的普及。此外,隨著4G時代的到來,移動互聯網產業將加速發展。視頻、動漫、遊戲、電商等大流量的移動互聯網業務將呈現井噴式的爆發,刺激信息消費。廣東電信:4G網速更快,用戶體驗更好中國電信的4G移動業務名稱為“天翼4G”,口號是“天翼4G,更快更好”。據介紹,其4G業務主要含義為“天翼4G上網速度快、互聯網應用豐富、通話音質高、使用綠色健康、通訊信息保密、網絡覆蓋完備等”,據電信負責人介紹,這意味著中國電信的4G網速更快,用戶體驗更好。事實上,在中國電信獲得4G牌照之前,其已獲准在全國超過40個城市開展TD-LTE規模網絡實驗。在取得TD-LTE經營許可之後,中國電信將加快第四代移動通信網絡的建設,為用戶提供更為卓越的移動互聯網服務。同時,來自廣東電信方面的負責人向筆者表示,廣東電信將按照中國電信集團公司的統一部署,加快4G網絡建設。“中國電信剛獲得TD-LTE經營許可,我們將以最快的速度完成網絡部署,為廣大人民群�提供4G網絡服務,初期將覆蓋全省各地市的主城區、風景區、地鐵等重要區域”。筆者瞭解到,未來,中國電信的4G產品將包含手機、MiFi、上網卡及適self storage家庭使用的CPE終端等。所有4G手機都將支持近場通信功能,可使用“天翼手機錢包”業務,用戶可以在乘坐公交、加油站加油、餐廳就餐、商場購物等各種場合實現刷手機付費。此外,廣東電信還將推出高清視頻點播、高清路況監控、在線遊戲、遠程教育、無線視頻會議等豐富應用,為用戶帶來更加卓越的業務體驗。值得一提的是,用戶在辦理天翼4G業務時無須更換號碼,但需要更換4G手機和手機卡。廣東電信將通過營業廳、10000號、網廳以及易信平台等多種渠道為用戶提供便捷周到的換卡服務。“目前電信已經獲得了TD-LTE的4G牌照,很快市場上就會有電信和各大品牌廠商聯合推出的4G定制終端銷售。”中國電信有關負責人表示,目前在售的電信版iPhone5s/5c和港版iPhone5s/5c已經支持4G網絡,中國電信4G網絡正式商用後,用戶可到營業廳開通4G業務。該負責人表示,基於中國電信與蘋果公司的良好合作,雙方已在4G版iPhone5S上率先合作。中國電信的4G終端策略,從一開始就具備上下游打通的特點,在4G時代將會發揮產業鏈協同的巨大優勢。廣東移動:引領移動互聯極速時代廣東移動根據工信部和集團公司的統一部署,于2010年底�動TD-LTE規模試驗。經過三年的發展,在“網絡、終端、應用”等方面取得了一系列突破,為廣東全面進入4G時代奠定了堅實基礎。“TD-LTE是我國產學研用緊密合作協同創新的範例,中國移動作為TD-LTE試驗的先行者和引領者做出了重要貢獻,其中廣東移動做了大量試驗工作並為設備製造商提供了很好的試驗環境,為完善TD-LTE技術與產品起到重要作用。”中國工程院院士鄔賀銓如是說。據介紹,廣東移動正在全力打造精品4G網絡。目前,廣州、深圳兩地的主城區已基本實現4G的連續覆蓋,最高下載速度可達100Mbps。按照計劃,到2014年下半年,4G覆蓋水平將全面超過3G,實現全省21個地市的市區連續覆蓋和縣城熱點覆蓋;到2015年,4G整體覆蓋水平將全面超過2G,實現所有城市和縣城的連續覆蓋,鄉鎮和農村熱點區域的有效覆蓋。在構建4G網絡的同時,廣東移動始終持續完善4G服務。據瞭解,廣東移動大力推動4G終端、業務和服務逐步走向成熟,讓廣大用戶能以更低的門檻、更多的選擇和更超值的消費,暢享4G帶來的極速體驗。今年9月底,廣東移動在全國率先推出4G終端預約服務,並于11月1日正式向用戶開放體驗。移動用戶可以不換號、不登記、快速換卡,輕鬆體驗4G服務。筆者瞭解到,近期,廣東移動還根據客戶需求,推出大流量、高性價比、多選擇的4G上網套餐,為廣大客戶提供更實惠的流量服務。“預計到今年底前,將有超過30款的4G終端上市”。中國移動有關負責人表示明年上半年中國移動將推動4G手機超過50款、“千元4G手機”,以及中國移動自行研發推出的自主品牌4G終端產品。同時,中國移動還將為個人客戶提供高清視頻、高品質音樂、雲遊戲等精品業務,為家庭用戶打造了家庭媒體網關等產品。廣東聯通:構建大網絡大平台大服務據介紹,自3G商用以來,廣東聯通堅持以創新為引領,全省3G用戶數突破1500萬,新增市場份額超過40%,連續三年實現年均超過20%的復合增長,在3G時代確立了網絡、業務和服務的差異化優勢。4G時代,廣東將在“選4G 就選沃”引領下,以領先3G網絡+先進4G網絡為用戶帶來速度快、體驗好、服務優的完美體驗。一直以來,廣東聯通憑著超乎尋常的決心和效率,向國際最高標準看齊,從7.2M、14.4M到21M、42M,一路領先,“上網快 就選沃”已經成為家喻戶曉的品牌口號。在10月28日“G時代 看沃的”發佈會上,廣東聯通宣佈將全省21地市網絡全面升級至42M,從那一刻起,廣東聯通全網速度已經實現4G標準、全網質量已經達到4G品質,而廣東省也以“全國最大無線高速城市群”傲立全國。全國聯通網絡將于2013年年底全網升級至42M,未來還將衝刺150M。從“紅圍脖”到“微信沃卡”,廣東聯通創新、改革的形象深入人心。筆者瞭解到,4G時代,廣東聯通將“用互聯網化的思維”,大膽擁抱移動互聯網與新興產業,構築更有活力的“LTE產業發展生態圈、多元合作攜手發展生態圈、產業跨界聯盟生態圈”。在“WO+開放體系”中,騰訊微信,新浪微博,百度搜索,淘寶電商,高德地圖已成為廣東聯通緊密型合作伙伴。此外,“WO+木棉會”將推動廣東本土產業鏈創新孵化出更多的高品質應用。值得一提的是,在11月由省經信委指導成立的廣東省大數據技術聯盟中,廣東聯通被選為第一屆理事長單位,全力推動以“大數據”為引領的智能化時代。同時,廣東聯通是與廣東省政府簽署“智慧廣東”建設戰略協議的運營商,助力“智慧廣東”建設推進順利。目前,廣東聯通推出的“沃行訊通”、“沃警民通”等應用已經服務200多萬市民。據瞭解,按照中國聯通的統一部署,廣東聯通4G將以流量為核心,即將帶來更多4G新業務、新服務,給用戶帶來更大價值的資費產品。“廣東聯通即將推出包括手機、上網卡、MIFI、CPE等多種形態更多的4G終端。”相關負責人介紹,目前,支持聯通42M的智能手機已經超過30款。未來,廣東聯通將以極速網絡體驗為依托,為廣大用戶提供“3G/4G一體化”、“語音數據一體化”、“O2O線上線下一體化”的優質服務體驗。專家圓桌中國工程院院士鄔賀銓:4G時代,創新之路越走越寬在2013年年末,我國正式發放4G牌照,TD-LTE成為首選獲得三大電信運營商的支持。TD-LTE在我國的正式商用標誌著我國在新一代移動通信技術與產業的創新之路越走越寬,為正在興起的移動互聯網發展注入強勁的動力,帶動上下游產業鏈的發展和新業態的興起,為廣大用戶提供了更好更快的寬帶體驗,提升了全社會的信息化水平,並成為促進信息消費的重要引擎。中國工程院院士劉韻潔:4G將成廣東贏得未來的機遇4G是技術的升級、業務的延續、產業的革命,將為廣東省實施創新驅動發展戰略、加快轉變經濟發展方式帶來新的東風。4G是3G業務的延續,它帶來的主要是體驗更好、速度更快、價格更低。4G將帶動新的產業變革。4G時代帶來了無所不在的高速移動互聯網、廣泛普及的智能終端和雲計算、大數據等新興技術,歸根結底將徹底改變幾乎許多行業的生產流程和業務模式。4G將帶來整個社會的變革。未來通信行業的競爭不僅僅是管道、資費和產品的競爭,更是對行業生產變革的理解能力和服務能力之間的競爭。廣東省是經濟大省和通信大省,也處在產業變革最前沿。誰能抓住這次變革機會、有所作為,誰就將可能成為未來的贏家。中國電信廣州研究院院長蔡康:4G技術助推“智慧廣東”建設4G將促進數字世界與現實世界以信息為紐帶的無縫整合。越來越多的生活場景將以移動體驗交付,購物、醫療、教育、娛樂、交通、社交等行業的價值環節和生產要素將大規模湧入電信產業。電信產業在改造傳統產業的同時自身也遭遇改造。4G牌照的發放將極大地促進手機製造業及通信設備製造業的發展,廣東作為通信設備製造業重鎮將直接受惠。作為全國第一大通信市場,通信建設的周邊產業也將被明顯拉動。4G技術將助推廣東的“數字廣東”、“智慧廣東”信息化建設,一方面直接提升全省的信息化水平,另一方面將促進物聯網、雲計算、大數據等新一代信息技術的規模化應用,從而成為新一輪經濟發展的新增長點。廣東省現代信息服務業研究所所長蘇�林:打造領先4G應用龍頭企業省經信委為推動信息產業發展作出了許多努力。比如,在移動電子商務方面,出台了一系列的相關政策措施,可以說廣東移動電子商務產業的發展已經在起跑線上領先了。但是,這些扶持政策一方面需要解決落地的問題,更重要的是政策要與市場層面進行有效的互動,能夠發展起來具有廣闊市場前景和增長勢頭迅猛的創新型4G應用龍頭企業。按照市場規律,全國各地競相布局4G應用產業,如何形成廣東特色的移動電子商務產業,則需要政府、企業、金融機構以及相關中介機構的深層次互動。本版撰文 The 238 acres are to become a "new modern community" of homes, stores, entertainment, offices, a hotel and park space, a project the developers cheerfully call Hollywood Park Tomorrow.Next year, Southern California's year-round racing calendar will look a lot different, with Santa Anita Park in Arcadia and Del Mar Race Course in San Diego County picking up some of Hollywood Park's spring-summer and autumn dates, and Los Alamitos Race Course in Orange County adding two short thoroughbred seasons to its quarter-horse schedule.Other than a few who are still rooting for the 1,000-1 long shot that a savior will swoop in to buy the property and continue racing, Hollywood Park's fans, horsemen and 471 year-round employees have accepted that the end is a week away.The land is simply worth more without the horses.Pick an emotion -- mournfulness, resentment, resignation. It is represented in conversations all over the racetrack, and it's justified.Never believed it"There's certainly a lot of sadness," said horse trainer Ron Ellis, a San Fernando Valley native who has been a Hollywood Park regular since he got his first racetrack job in 1975 at age 16. "For 10 years, it's been rumored that it's going to close. But you never believed it was really going to happen."Fan Joe Blazok said he'd hardly missed a Saturday of racing at Hollywood Park in the past 30 years, taking buses from Santa Monica."It's killing me to see this closing," said Blazok, an 86-year-old retired city of Santa Monica groundskeeper, as he looked up from his racing program and ballpoint pen. "I'll probably bet at Santa Anita and Del Mar. But it'll never be the same."Like many, Elliott Berland, who has worked at Hollywood Park as an admissions seller and usher since 1981, expressed bitterness over the 2005 sale of the track by Churchill Downs Inc. to a concern ominously called the Bay Meadows Land Co."The highest bidder took it. And the highest bidder doesn't care about the racetrack," Berland said. "It hurts. This didn't have to be."Berland takes no risk in being bluntly critical of his old and current bosses. Now 65, he doesn't plan to seek a job at another racetrack. "What are they going to do, fire me?" he said.Hall of Fame trainer Neil Drysdale notes that despite the general belief the racing industry is in free fall, betting on Hollywood Park races during this year's spring-summer season actually hit a three-year high of $9.4 million a day, even though track management made no serious marketing effort.But that figure is well below Hollywood Park's all-time wagering high of nearly $12 million a day five years ago. On-site crowds in the 2013 spring-summer season averaged less than 3,800, less than 11,000 when Southern California's other wagering sites were counted, continuing the slide from Hollywood Park's all-time high of 34,516 a day in 1965 and a fraction of the 25,627 a day in 1984, the year of that first Breeders' Cup.Those numbers tell a story: Hollywood Park no longer feels like the place to be.Look hard for historyPeople have to know where to look to find glimpses of the old glamour: The statue of Swaps and jockey Bill Shoemaker near the clubhouse escalator and the memorial to Native Diver in the saddling paddock -- monuments to equine champions of the 1950s and '60s. The park-like infield that inspired the facility's nickname, the Track of the Lakes and Flowers. The luxury seating area that old-timers still call the Cary Grant Pavilion of the Stars, though it long ago was taken over by the Hollywood Park Casino poker room.In general, of the迷你倉尖沙咀three major Southern California tracks built after California legalized parimutuel gambling in the 1930s, Hollywood Park doesn't show off its history as well as stately Santa Anita or its hipness as well as beachside Del Mar. Hubbard wrestled ownership away from Marjorie Everett in 1991.There is nothing to remind visitors that the first Hollywood Gold Cup was won by Seabiscuit, the literary and cinematic folk hero and one of 11 Gold Cup winners to be named national Horse of the Year; that this was where Citation, in 1951, became the first racehorse to go over $1 million in career earnings; that Zenyatta scored some of the biggest of her 19 consecutive victories here.Only horseplayers of a certain age remember Hollywood Park's role in spicing up racetrack betting by adding "exotic" wagers such as the exacta and the pick-six to the traditional win, place and show.Some historic displays have been taken down as the track prepares to close. Remaining in the grandstand are a few photographs of old-time celebrity fans.Those celebrity fans could fill a Walk of Fame. Hollywood Park lived up to its name from the start, when its chairman was studio mogul Jack L. Warner and its shareholders included Al Jolson, Bing Crosby and Walt Disney.Before major-league baseball and pro basketball came to Los Angeles, and Dodgers and then Lakers games became places to be seen, Hollywood Park owners cultivated patrons of the West Los Angeles movie studios.Unfortunately, if location and management decisions helped to create Hollywood Park's allure, they also proved to be the track's undoing.Rooted for demiseHollywood Park's location has been an overdone excuse for its decline. Inglewood's supposed unfashionability didn't hurt the Lakers and Kings when they played across the street at the Forum. It isn't scaring the developers away from the semi-rectangle of land bounded on the south by Century Boulevard and the west by Prairie Avenue.But it is true that fewer influential horsemen live near Hollywood Park than near Santa Anita, and the freeway commute has only grown worse. Many of them have actively rooted for Hollywood Park's demise. Even many who are sorry to see Hollywood Park go are comforted by the thought of spending more time at Santa Anita, and applaud the San Gabriel Valley track's ongoing upgrades.Then there are those who didn't think they'd be sorry but are sad as the day draws near."Now those people are getting melancholy," said Diane Hudak, superintendent of the track's stables. "They're realizing -- maybe Hollywood Park WAS a big part of racing history."Innovative Hollywood Park again finds itself out front on a racing trend, in this case the sport's contraction.All racetracks are suffering from rising competition for gambling, sports and entertainment dollars. Hollywood Park is becoming the first Breeders' Cup host to go under in part because of location and in part because of rash decisions like Everett's early-'80s construction of the Cary Grant Pavilion, which quickly became a white elephant.Hollywood Park lasted longer than many expected. The Bay Meadows Land Co. said it would shutter the track and build on the land in three years if California lawmakers didn't allow them to install slot machines. That was eight years ago; the slot-machine concession went to Indian casinos, but Bay Meadows Land Co.waited to follow through on its threat until the region's real-estate market recovered from the recession.When Hollywood Park President Jack Liebau announced the planned closure in a letter to employees in May, he wrote: "Ownership has been up front from the beginning that the property would eventually be developed unless there were significant changes in the horse-racing business. ... The land now simply has a higher and better use." Liebau noted that the owners backed two campaigns for more favorable state regulations.The thought didn't soothe many people."It's going to put a hole in racing," said Richie Silverstein, a veteran jockeys' agent, who fears the toppling of Hollywood Park could hasten the collapse of Southern California racing.That remains to be seen. For now, track regulars are making farewell plans.
