All but one pleaded guilty to a reduced misdemeanor charge of obstruction and received probation. They also were given first-offender treatment, meaning if they abide by the terms of their probation, they can get their convictions erased. More guilty pleas are expected this week.Only one defendant, former Gideons Elementary School principal Armstead Salters, pleaded guilty to a felony charge -- making false statements and writings. Salters admitted he directed his teachers to change wrong answers on standardized tests to right ones. He was given two years on probation and ordered to complete 1,000 hours of community service.Each of the remaining defendants face a single racketeering charge that carries a maximum punishment of 20 years in prison. The indictment accuses the educators of conspiring to falsely inflate scores on standardized tests. Various defendants are also charged with other felonies, such as influencing a witness, making a false statement and theft by taking.Atlanta criminal defense lawyer Michael Trost, who is not involved in the APS case, said the prospect of a six-month-long trial, a felony conviction and possible prison time must be weighing heavily on those still charged."And to anyone who's still being offered a misdemeanor, first offender and probation, you'd have 迷你倉o think long and hard before you say no to that," Trost said.Not all of the 23 remaining defendants are being offered such lenient treatment by Fulton prosecutors. Perl, a professor of medicine and pathology at Johns Hopkins Medicine, said the major hospitals in Baltimore have treated more than a dozen patients for the flu in the past week, up from a handful of cases since flu season officially began in the U.S."There's a lot of data now suggesting that flu is hitting in this area," Perl said. "I think that's kind of the nature of flu. You kind of get dribs and drabs and then all of a sudden you see a huge increase."The majority of flu cases in Maryland and in the U.S. as a whole have been influenza A, a collection of common strains that include H1N1, also known as swine flu, according to the CDC. Those strains are covered by this year's flu vaccine.Nearly two dozen people were hospitalized for the flu across the state, with more than 400 people testing positive for the flu in state and clinical labs for the week that ended Dec. 28, according to data collected by the state Department of Health and Mental Hygiene and given to the CDC. The CDC did have not have a detailed geographic breakdown of cases.Nationally, flu cases are also on the rise, and the virus has been deadly in some Western states. Source: Houston ChronicleJan.迷你倉旺角 05--Texas saltwater anglers in the Houston area and Southeast Texas get the opportunity this week to hear state coastal fisheries staff offer insights on the population status of two of the most popular inshore fish species and explain a variety of potential regulation changes managers are considering proposing to improve those fisheries, with anglers encouraged to offer their opinions on the issues.Texas Parks and Wildlife Department will hold public "scoping" meetings from 6-9 p.m. Thursday at the agency's Dickinson Marine Lab, 1507 Pine, Dickinson, and the Port Arthur Public Library, 4615 9th Ave., Port Arthur. Other meetings are scheduled through the week in Port Lavaca, Rockport, Corpus Christi, San Antonio and Port Isabel.The meetings focus on the state coastal fisheries division's consideration of proposing changes to regulations governing fishing for speckled trout and flounder, premier target species of the state's 700,000-plus recreational saltwater anglers.This past autumn, after hearing a briefing from coastal fisheries staff on the state's speckled trout and flounder fisheries and angler catches, the Texas Parks and Wildlife Commission instructed the agency to develop a package of recommended rule changes aimed at improving those fisheries and present them at the commission's Jan. 22-23 meeting.Feedback fuels updatesFisheries managers use the scoping meetings to air population/catch trends based on the agency's long-term monitoring programs, explain potential rules changes and their expected effects on the fisheries and fishers, and allow anglers to ask questions and offer opinions on the issues.The agency uses feedback from the meetings when drafting any recommended rule changes it will present to the TPW Commission, which sets policy for the department.Coastal fisheries staff members are considering potentially recommending the first significant, statewide changes in the daily bag limit for speckled trout in three decades, and expanding conservative flounder fishing regulations put in place in 2009 that greatly restricted harvest of the flatfish during their fall/winter migration from bay to Gulf.Fisheries data collected by TPWD indicate Texas' speckled trout fishery has been relatively stable over the past several years, with individual bay systems showing slight ups and downs in trout abundance and angler catch rates over the years.However, with fisheries facing increasing challenges, including burgeoning fishing pressure from the state's 800,000-and-growing contingent of recreational anglers who are employing increasingly effective technology to pursue those fish, reduced freshwater inflows associated with long-term drought and water policy decisions along with other environmental factors such as red and brown tide that negatively affect coastal fisheries atop continuing loss of crucial estuarine habitat, fisheries managers are looking at proactive steps to ensure the fisheries' health."The question is, can you do something to ensure you keep more fish out there, longer, and distribute them among more people?" Robin Riechers, Coastal Fisheries Division director, said during the November briefing to the TPW Commission on possible rules changes.To that end, coastal fisheries staff are considering recommending reducing the bag limit of speckled trout from 10 per day to five per day on some or all Texas inshore waters.Changes worked beforeSuch a move would be the first revision in the statewide speckled trout daily bag in almost 30 years. In 1984, in the wake of a December 1983 freeze that killed more than 14 million coastal finfish and devastated the state's speckled trout population, the TPW Commission reduced the daily bag limit from 20 per day to 10 per day, where it has remained for three decades.The only exception to that statewide 10-trout limit is in the Lower Laguna Madremini storagewhere, in 2007, the speckled trout daily limit was reduced to five per day. That move came after TPWD data indicated the trout population in the Lower Laguna, one of the state's premier trout fisheries, was showing classic signs of overfishing. Relative abundance of trout had, in 2005 fallen below the long-term, coast-wide average for the first time since TPWD began standardized gill net sampling of all bays in 1975. Data showed trout were having good spawns, but increasingly fewer of those fish were living long enough to grow much past the 15-inch minimum length limit imposed on recreational anglers.The move was controversial. But the bay's trout population increased, had better age distribution and angler landings of trout in the Lower Laguna has, except in 2012-13, improved.Looking at all optionsCurrent level of trout harvest in Texas bays is sustainable if the fishery suffers no other negative impact, agency fisheries experts said.But reducing harvest through reducing the daily bag limit could cushion a bay's fishery while improving the overall population and its size structure.Most of the discussion on expanding the five-trout daily limit focuses on mid-coast and lower-coast bays -- from East Matagorda Bay though the Upper Laguna Madre.But the agency is looking at all options, including potentially recommending placing the entire coast under a five-trout limit or expanding it regionally.The agency is also looking at potential changes in flounder fishing rules, focusing on expanding the conservative rules put in place in 2009 and aimed at protecting flounder during their fall/winter spawning run, when the fish are most vulnerable to harvest.Texas flounder population and angler landings of the fish tumbled over the past two decades, falling by at least half between the 1980s and 2008 -- this despite fishing pressure on the fish increasing by 50 percent over the same period.About 60 percent of the annual flounder catch was taken between Oct. 1 and Dec. 31, during the fishes' annual fall migration from bay to Gulf.To reduce harvest of adult flounder, the state cut the daily recreational bag limit from 10 flounder to five during all months except November.In November, when the fall flounder "run" peaks, the daily limit for recreational and commercial fishers was cut to two fish, and gigging flounder was prohibited.Up from recent yearsFlounder's relative abundance in Texas waters has increased 80-100 percent since the regulation changes took effect, and recreational landings of flounder have dramatically increased, doubling in some of the past three years.But flounder populations remain far below their long-term average, and face the vagaries of environmental changes, inevitable poor recruitment years and increasing fishing pressure from a growing human population.Make a differenceState fisheries managers are considering recommending expanding the gigging closure and two-fish bag limit to all or part of October and December.
