新界開發，文件倉不但關係新界利益，更加承載�香港未來。 香港自開埠以來，經過百多年的發展，港島、九龍已經基本飽和；為了更好滿足未來的民生及經濟所需，無論密度還是高度均存極大發展空間的新界，無疑是未來發展的重點所在。事實上，現時香港整體發展出現樽頸，很多環節都有供不應求的問題。最大的供求矛盾，當為住屋供應，非但導致樓價長期居高不下、以至高不可攀，也拖低了市民的居住面積和生活質素，甚而迫不得已要蝸居�房。是故，增加房屋供應，已成社會的主流共識；在港九地區針插不入的前提下，供應來源肯定很大程度落於新界，包括建設大型新市鎮。再次的供求矛盾，則在商業尤其商舖方面，不單同樣面對租金高企的問題，且更動輒索取天價，許多傳統老店不得不關門結業，個體戶小店的生存空間也愈縮愈窄。因此，增加商用供應，亦都愈來愈迫切；否則，遑論進駐消費旺區，就連一般住宅區都恐面臨無舖可租之窘，新界無疑是箇中最大出路。住宅和商用供應不足，既是民生問題，也是經濟問題；如果坐視情況持續，拒絕好好運用新界的土地資源，問題只會日益惡化，矛盾只會日趨嚴重。 誠然，新界發展本身也有不少利益矛盾。首先，這涉及宏觀與微觀的矛盾：究竟新界土地應該優先服務全港，抑或純粹服務當地居民？當中，又涉及發展與保育的矛盾：究竟新界土地應該城市化撥作住屋及商業發展，抑或繼續維持舊昔的鄉郊式村屋及農耕功能？另外，也涉及香港與內地之間的關係：究竟新界存倉地應該純粹解決本地民生需要，抑或可以服務內地旅客，刺激旅遊業和創造就業？凡此種種，不一而足。其實，不少問題都可有效平衡過來，例如，適當地補償住民、覓地復耕、將旅客引導集中到並不擾民的新消費地點等等。 最重要的，乃透過「由下而上」的方式來凝聚共識，做好公眾諮詢的工作，吸納社會意見，理順不滿情緒，一切當以民意為本。否則的話，過程之中難免遇上反對聲音，令討論變得舉步維艱，尤其於今高度泛政治化的環境之下，更需縝密。新界東北的發展已夠一波三折，除了上述談及的種種矛盾，近日更炒熱發展局局長陳茂波的所謂利益衝突事件，昨天更有該局政治助理何建宗漏報利益關係而自動請辭，無可避免的會進一步干擾有關新界未來的討論，以至部分論者只去關注政治，而非聚焦政策方面。這肯定不是有利新界未來的政策討論的應有之義。 為促進新界發展創造更佳氛圍和環境，香港商報新界分社及香港商報新界專版應運而生，香港商報社長黃揚略昨在分社成立暨專刊創刊的酒會上指出，這是為了更好傳播新界資訊、發出新界聲音、反映新界訴求、推動新界發展、為新界鼓與呼。新界鄉議局主席劉皇發及赴會嘉賓都紛紛表示，希望專刊能夠更好地「為民發聲」。的確，新界未來究竟何去何從，必須先有一個良好的溝通氣氛，全社會同舟共濟一起營造積極面向未來的良好環境，如此才能理性溝通，凝聚共識，更好地平衡各界利益、吸納各方意見，令新界發展順利推進。 香港商報評論員李哲自存倉
