The agreement -- reached hours before the case was to go to trial -- resolves federal and state lawsuits filed by the plaintiffs, TriMet said.The crash occurred when driver Sandi Day tried to turn left onto Northwest Broadway from the far side of two-lane Northwest Glisan Street. The bus struck a group of pedestrians in the crosswalk, killing Danielle Sale, 22, of Vancouver and Jenee Hammel, 26, of Gresham and hospitalizing Robert "Erik" Gittings, of Boise. Ryan Hammel, 28, and his wife, Jamie Hammel, 23, of Portland, also sustained injuries."The loss of a child is one of the most devastating experiences a parent can go through," Jenee Hammel's family said in a statement. Patty Murray, D-Wash., instead hit a sour note with a dog-and-pony show.Murray, the chair of the Senate Budget Committee, held a press conference Friday in Seattle, attempting to drive home the impact of across-the-board federal government budget reductions that went into effect in March. Automatic spending reductions of $85 billion were enacted, or at least authorized for gradual implementation.The spending reduction, dictated by the Budget Control Act of 2011 and forced into effect when Congress could not strike a budget deal, is often mislabeled as a budget cut. Rather, the sequester simply reduced the rate of growth in the federal budget."I'm hearing people say it isn't real, that it hasn't had an impact," Murray said Friday. Two weeks ago, on the floor of the Senate, she said: "We've been forced to take a hard look at the numbers -- and exactly what so many important programs and services will look like next year under cuts forced by sequestration, and it isn't pretty."To drive home her point, Murray presented several people at Friday's press conference who have been directly impacted by sequestration. And that is where her assertions demonstrated that she is out of touch with the mood of the general public.First, according to The Seattle Times, there was Sara Simrell, a 36-year-old who was laid off from her $75,000-a-year job at Paladin Data, a software firm in Poulsbo, because of reduced and postponed government contracts. Then there was Jennifer Green, a 26-year-old who works for Madigan Army Medical Center on Joint Base Lewis-McChord, where a furlough is cutting her $35,000 annual salary by 32 percent.There's no doubt that sequestration has adversely impacted Simrell and Green -- as well as thousands of other employees across the nation.迷你倉價錢But the overriding tenor of Murray's presentation is that once you have a federal job -- or a job supported by federal contracts -- you should be safe from harsh economic realities.Nothing could be further from the truth. Many people are losing jobs or have seen salaries reduced. But if Murray had hoped to make that resonate with the public, she would have been wise to bring out people who have had services cut by the sequester. Hearing testimonials from the homeless or the mentally ill or the infirm -- people whose basic needs are impacted by federal cuts -- would be a more effective manner for describing the impact of the sequester.At the press conference, Brian Thomas, a business owner affected by the budget reduction, praised Murray. "It feels better to know somebody cares," he said, "that she would attend and host an event like this to get the word out, to say, 'What is the pain? 王冠 張月光互聯網金融大戰，迷你倉出租山雨欲來風滿樓。一方面是民生電商成立掀起波瀾陣陣，另一面卻是興業商城低調退場。近日，興業銀行信用卡網站公告稱，因業務調整，將于2013年8月31日正式關閉信用卡網上分期商城。興業行將退役的網上商城採用較為傳統的B2C平台，主要上架商品以電子產品、生活用品為主。中國銀行、招商銀行、浦發銀行等也設有類似的購物商城，建設銀行還推出了B2B平台善融商務。“電子商務有多種模式，傳統的信用卡網上分期商城，雖依托銀行千萬級的客戶數據，但由於其經營模式受到商城規模有限、特色不鮮明等因素影響，效果未必達到預期，我行也在思考此類業務更好的運營模式。”此前，興業銀行發言人對外解釋稱。銀行系電商因此被市場解讀為“雞肋”。不過，興業此番或許並非“全線退出”，反而很有可能“以退為進”，改頭換面、升級換代以布局互聯網金融。12日晚間，興業銀行相關人士表示，興業銀行將有所為有所不為，放棄自己不擅長的領域，而專注擅長。“興業大電商”猜想一位興業銀行內部人士向本報透露，此番興業關閉信用卡分期商城並非“不做了”，而是“因勢利導”。此前，商城由信用卡部和電子銀行部合推。而在“同業策略調整”的大環境下，該行同業部或將加入原來的合作機構，甚至可能處於主導。“信用卡分期商城資源可能被整合，與原有的銀銀平台理財門戶（.yypt.net.cn）結合，形成層次更分明、內容更完備的真正意義上的電商平台。”上述興業人士表示。另一位興業銀行同業部人士認為，興業銀行有意作出該調整的原因諸多，比如該分期付款商城並未尋找到合適的盈利模式，二是需要集中力量應對互聯網金融格局，三是同業業務調整思路。今年6月末，興業銀行曾在投資者交流會上明確表示，同業業務會及時做一些策略調整，已經開始著手研究，並且開始實施了。興業銀行“銀銀平台”的櫃面互通聯網網點已達約兩萬個。其中一家農商行會員的相關業務負責人說，銀銀平台核心業務主要為三塊：同業存款、結算、代銷理財產品。同時，興業銀銀平台也輸出IT系統和拓寬支付網絡。而與代銷理財產品和拓寬支付網絡有直接關係的，即是被看作銀銀平台核心業務的“理財門戶”。根據本報記者統計，興業銀銀平台理財門戶目前已有123家合作銀行作為會員，包括城商行、農商行、農信社、村鎮銀行幾類，也有股份行。目前，在售產品主要為“理財產品、基金、貴金屬”三大類。在這個平台上，興業銀行提供門戶和平台。“產品則從興業銀行及會員銀行的資金管儲存倉部門採購，也可以到其他銀行甚至其他行業的資金管理部門採購。興業在此鏈條中負責完成風險評估和產品上架，按照一定比例提取銷售完成後的傭金分成。”上述興業銀行內部人士介紹。不過，有關興業銀銀平台與信用卡網上分期商城整合資源的具體方案仍存變數。上述興業銀行人士透露，“有兩種可能性，一是直接將該商城納入興業現有的銀銀平台理財門戶，二是兩者結合成立新的‘類淘寶’網站並進行獨立運營。”銀行電商的掣肘興業信用卡網上分期商城的關閉，或者不是偶然。萬擎咨詢CEO魯振旺認為，包括興業在內，大量信用卡商城運營面臨六大難題。最根本的問題是部分銀行信用卡發卡量較小，用戶基數的不足制約了信用卡商城的發展。以興業銀行為例，2012年年末信用卡累計發卡量為1056萬張，不足招行的四分之一，很多銀行甚至更小。品牌及營銷較弱也是銀行系電商的通病。魯振旺認為，目前銀行信用卡商城的主要營銷方式為短信、郵件及賬單，影響力有限。此外，信用卡商城獲取流量的渠道較為閉塞。一位京東內部人士透露，百度占其流量來源的50.7%，而銀行信用卡商城流量大部分來自于信用卡網銀或信用卡網站內部，總量明顯較少。“與京東、天貓等大型互聯網電商不同，銀行信用卡商城對產業鏈的涉及很少。一方面這些商城沒有物流中心，配送只能靠商家自己；另一方面供應商又必須選擇能夠承受分期付款的商戶。”魯振旺說，在電商紛紛向全產業鏈方向轉型的今天，上述情況會導致成本上升、服務效率低、可控性差等諸多問題。“大部分銀行的信用卡商城投入力度都不足，部門重要性也比較低。銀行的資源和支持力度有限。”前述興業銀行內部人士告訴記者，信用卡商城業務的相關信息甚至沒有出現在銀行年報中。經記者查實，發現包括信用卡商城業務規模最大的招行都未在年報中提及此項業務。投入小導致惡性循環，使銀行信用卡商城無法提高各項服務能力。此外，用戶體驗的細節也制約了信用卡商城的發展。銀行涉足信用卡商城從設計到建站再到運營均缺乏經驗，有部分銀行更是將這一部分業務外包給第三方。魯振旺認為，銀行必須探索同傳統電商差異化競爭的商業模式，充分發揮分期付款、貸款付款的優勢，並且報以足夠的資金和人力投入才能尋求突破。“信用卡商城要麼不做，要麼就好好做，像招行主打3C家電，利用產品標準化且價格較高的特點，還是做出了一定的競爭力，這部分收入占其信用卡商城總收入的85%以上。只有找出這樣明確的競爭思路，一口氣拿出投入的決心來，才能做出特色，解決問題。”迷你倉沙田

美國商務部下屬的統計機構「美國經濟分析局」近日宣布，存倉修改對國內生產總值（GDP）核算方法。這個新方法主要根據聯合國最新修訂的第五版國民經濟核算體系（SNA）進行，其中把研究開發以及版權方面的支出計入投資，也將首次把養老金赤字納入統計，合計起來，新核算方法預計使美國GDP提高3.6%。為了支持奧巴馬的財政政策，全球經濟復蘇緩慢甚至停滯情況下，美國只要通過改變了GDP 計算的計算模型，就能憑空增加了相當於比利時一個國家的GDP，如此無本生意，難怪很多經濟學家都質疑，這個變動的背後目的以及是否能更真實反映GDP的成長。把難題藏到桌底許多人還記得，為了幫助金融機構走出金融海嘯泥沼，避免破產，美國政府當時改變了計算那些有毒資產的方法，把盯市（mark to market）變成盯住模型（mark to model），讓這些有問題的資產不需要用市場交易價格（其實當時真的這些有毒資產幾乎沒有交易），而是用模型來計算出價格。有些有毒的資產當時面值100 美元的，可能市場價格只有7、8元，可是模型可以隨心所欲的給銀行「喜歡」的價格，因此還能維持70、80 元的價格，讓當時技術上已經破產的銀行可以死�逃生；加上後來進行的壓力測試，測試結果皆大歡喜，在美國政府進行第一次量化寬鬆QE1，因此造就了09 年4至5月的股市大反彈。當時，筆者還記得也有人質問為什麼要進行這樣的變更，因為用模型而非市場價格來定投資組合的產品，絕對不是投資人或這類產品交易人士能接受的。但當時政府迫於無奈，如果不用這種「空手套白狼」的方法來處理這個問題，可能很多金融機構要破產，因此特別的情況，需要特別的做法。我相信從後來事情的演變，美國避免大規模金融機構破產，世界避免一場大金融災難，美國政府的舉動還是可以了解，甚至投資人還要給美國政府的智慧以及創造力鼓掌，記上一功。美國這次更改GDP 的計算方式，真的只是美國的「灌水」之舉嗎？也許在外行看來，美國的這一舉動就是為了提振經濟信心而變的「戲法」，很像當年的把盯市改成盯住模型；但在經濟學家看來，卻是事關GDP 統計方法論的大事，有可能顛覆歷史。轉向無形資產投資模式這次美國GDP 計算方法的調整，主要是在「無形資產」就是那些能呈現「軟實力」的投資，包括智慧財產權產品在內的「無形資產」，首次被納入美國的經濟核算體系，輿論認為這是美國經濟對創新價值的高度重視。但問題在於這些無形價值的投資有時候很難估計其價值或量化其投入。據美國經濟分析局主管國民經濟核算的官員布倫特． 莫爾頓（Brent Moulton）解釋，在美國GDP 的新核算法中，企業、政府和非營利機構的研發費用支出將被視為固定投資；有關娛樂、文學及藝術原創支出也將視作固定投資納入統計資料；另一項類別將包括電影、長期電視節目、圖書、錄音等；再加上包括房屋交易時的多項稅費、固定收益養老金計劃赤字等一一併入計算。也就是說，對GDP 核算方法的修訂，可使2012 年美國經濟總量增加了3.6%。按照估算，把研發支出算為投資，而非生產其他產品的成本，光此一項就對GDP 貢獻了2.5個百分點。我們再結合經濟現實來看當前改變GDP 核算方法之舉。目前，美國經濟復蘇其中一個重要關鍵需要突破的，是盼望實現技術創新，而技術創新無疑仰賴研究與開發（R&D）。美國當前無可否認十分注重研究，但是，按照今次對GDP 核算方法的修訂，把研發開支列作投資而非生產其他產品的成本，顯然也把研發的效果（包括可能最終未能實現的成效）放得太大。畢竟研發的投入能否產生預期的成果，最終是否能帶來經濟的效應還是有問號的。但經濟學家也會回答：如果不能產出比投入要大的經濟成效，那美國大企業老早就停止對研發的投入。因此，筆者同意將研發的投入放在GDP的計算當中。但筆者也認為，目前美國研發對全球經濟的影響，已然較以前的影響或效果變小。譬如說，2000 年前後一段時間，亦即dot com 充滿光彩的日子，由此衍生出了不少的商業機會和新行自存倉，浪潮席捲全球。但發展到目前，dot com 這一板塊顯然已走到了飽和，發展和突破空間有行人止步之感。目前只有Google 、Facebook 等年輕有活力的科網公司還有彈藥去進行大量研發。其他的若不是離開市場就是勉強還在苦撐，根本沒有能力再去支援大量而且昂貴的研發工作。經濟復蘇的困境再看目前研發的熱門點，即流動通訊（mobile）和服務，我們發現，研發的重鎮並非全在美國，而是南韓和日本也佔了相當的比重，台灣也有一些。從這個角度來看，目前在美國進行的研發所造成的資產成果，速度其實沒有政府想像中那麼快速有力。目前蘋果還是智慧手機的龍頭，但隨�喬布斯離開，蘋果的研發以及創新能力已經是大打折扣了。因此我們不禁擔心，除了國防、航空和醫療，美國在其他行業上是否還有明顯的科技優勢？事實上，美國製造業過去二十年已不斷走下坡，而且製造業的成本也愈來愈高。美國能否靠重振製造業來拉動經濟，難免令人存疑。另一方面，美國目前的經濟復蘇，很大程度是靠從國外流進去的投資來拉動。筆者看到，美國國內生產總值的構成當中，其實有一個瞧不清晰的部分，譬如說，國外遊客帶到美國本土的錢，並在當地消費，究竟能否衡量出來？尤其是中國遊客到美國的消費。筆者上周在本欄分析美國聯儲局啟動退市的經濟基礎，提及過去三年， 美國房地產市場共有約1400 萬套二手樓住房成交，其中，中國人資金以不同形式大概購入了約80 萬套，以平均每套住房40 萬美元計算，約2000 億美元資金從中國流進了美國的房地產市場。但照目前的情況看，從中國流進美國的資金估計會有減少之勢，因為未來一兩年，相信習李政府會對境外投資有嚴格的規範，因而私人銀行（private banking）的業務相信也會有萎縮的風險。換言之，中國政府對內地資金「外逃」到美國有抑遏應對。因此，流往美國資金的速度相信會放緩下來。如今美國相當程度依賴海外資金流入的投資來拉動成長，反映美國政府對經濟的管理失去一定的主動權。事實上，從過去三、四年的情況看到，美國經濟的復蘇過程，相當程度依賴這種外來投資的刺激，但本土核心競爭力卻沒有明顯的改進。此外，把娛樂、文學及藝術原創支出也將視作固定投資納入統計資料，筆者認為和研發支出一樣，如果沒有預期的成果或可能的經濟成效，可能比較少人願意投入娛樂、文學及藝術。畢竟現在這一方面的活動，和幾百年前的老祖宗不一樣，當時他們可是為了文學藝術無條件奉獻犧牲卻能創造出幾百年的經濟效應，如蕭邦的音樂和達文西的畫。但現在的難處是如何量化這些文學家藝術家的投入。沒有一個比較明確的指引或市場仲介機制，這些投入或投資很難量化。天使投資的疑惑分析至此，我們看到，美國為什麼要修改GDP 的核算方法。表面上，修訂是每五年一次，但從美國歷史發展經驗看到，美國政府很多的政策改變，其實是用來應對和解決某些關鍵性的發展難題。然而， 「天使投資」（Angel Investment），包括私募基金投到一些專門技能或獨特概念項目的風險資本，對研發未來成果的投資，到底有多少取得實質成果，投入100 元不一定獲得100 元利潤，如何計算回報也有值得商榷之處。而且無形資產（如專利權等）的投資，由此去拉動實體經濟增長，讓人覺得有點取巧。而且這樣做是否完全符合會計ACCA 的準則與精神，顯然也需要進一步加以釐清。在這�我們也不禁覺得難過，中國幾千年來的智慧結晶，很多都被破壞了，如果中國GDP 能包含這些元素，相信官員在處理文化遺產、歷史古�，一定會更加小心。不會隨隨便便為了一個地產項目就把上百年的古屋就給拆了。在文革當中被破壞的歷史文物太多了，在北京故宮也有很多文物不翼而飛。阿富汗的塔利班用了幾公斤的炸藥就把上千年的巴米揚佛像給炸了。現在回過來想，蔣介石當年把許多故宮的文物「偷運」到台灣，現在很多國內的遊客到台北故宮才能看到「翠玉白菜」和「肉形石」，不知不覺蔣介石幫台灣增加不少GDP。香港科大商學院財務系客座教授、香港東華學院商學院財務教授顏至宏迷你倉新蒲崗

王勇8月7日，迷你倉新蒲崗英國央行首次正式推出前瞻性貨幣政策指引，宣佈將維持當前0．5％超低基準利率和量化寬鬆政策，直至英國失業率降至7％以下。筆者認為，這是馬克·卡尼正式出任英國央行行長後在貨幣政策方面所燒的“第一把火”，旨在指引英國經濟盡早擺脫困境，走向複蘇，步入良性循環的軌道，避免發生惡性通脹。金融危機以來，英國經濟飽嘗持續低迷之苦，虛擬及實體經濟均受到嚴重衝擊，在2012年之前，經濟已經歷了兩次衰退過程。而且，隨著經濟形勢惡化，英國失業率不斷攀升，又使經濟增長缺乏動力。去年，得益于奧運會的舉辦，才使三季度英國經濟微增0．9％，但在隨後的第四季度中再度陷入萎縮，全年經濟增速僅為0．2％。目前，英國公共債務超過1萬億英鎊，約占國內生產總值的70％。近幾年來，經濟不景氣與通脹並存，已經造成人均收入持續下跌；人均收入的下跌，反過來對經濟複蘇和就業形成制約。據英國國家統計局的最新數據顯示，英國的國民人均收入自2008年金融危機形成經濟衰退以來，至今已經下跌13％。去年通脹率最高點達到5．2％，蠶食了人們的收入購買力。自金融危機于2008年9月份升級以來，英國央行已採取前所未有的措施保護英國經濟。2012年年底，多個國際權威機構預計2013年英國疲軟的經濟狀態會進一步加劇，而且面臨的困難依然不少。第一，經濟不振將使英國政府抹平赤字的努力更加艱辛，英國的預算預計至少要到2016－2017財年才能實現平衡。第二，產業結構扭曲，支柱產業服務業的發展或將進一步萎縮。第三，市場需求不振將拖累英國經濟增長。第四，日趨疲軟的企業投資和不充分的就業市場又將成為經濟發展的一大軟肋。第五，英國經濟實力和國際地位的雙重下降，加之政府債務負擔持續走高、多個國家宣稱脫離英聯邦、英國民�要求脫離歐盟的呼聲越來越高等，都將阻礙著英國經濟穩定增長。實際上，進入今年以來，英國經濟逐漸顯露出複蘇跡象。4月25日，英國國家統計局公佈數據稱，今年第一季度英國國內生產總值環比增長0．31％，增幅高于市場普遍預期的0．1％，從而避免了在過去五年裡出現第三次衰退。7月25日，英國國家統計局公佈數據顯示，今年第二季度，英國國內生產總值環比增長0．6％，增幅比前一季度翻番。這表明英國經濟複蘇勢頭進一步得到鞏固，而且，實體經濟的活躍度已不同程度增強。幸運的卡迷你倉出租一上任就遇到了英國實體經濟的溫和反彈，且國內大多數金融機構步入去杠杆化的晚期，資產負債表狀況得到改善，金融市場風險處在金融危機以來最低水平。而卡尼超凡的膽識以及其卓越的央行領導能力，又使其在7月1日正式出任英國央行行長時，分析家們就能信心滿滿地預測，英國央行將逐漸開�一個新的貨幣政策時代。果不其然，卡尼剛一上任，就在7月4日吹響了貨幣政策框架改革的號角。英國央行當天宣佈，將基準利率維持在0．5％的歷史低點，並保持量化寬鬆規模3750億英鎊不變，這一立場符合市場預期。如今，卡尼上任滿月不久，就正式推出前瞻性貨幣政策指引。卡尼說，物價穩定仍是央行貨幣政策的主要目標。如果出現以下三種情況，央行將終結上述前瞻性指引，即未來18至24個月內，英國通脹率不能回落至2．5％左右；中期通脹率預期出現惡化，未能回落至目標值2％附近；金融市場穩定因超低利率水平而受到威脅。相反，若上述經濟預期能夠達到，那麼英國央行或會進一步擴大量化寬鬆規模，直至失業率降至7％。英國央行現行量化寬鬆政策的購債規模仍為3750億英鎊。筆者認為，推出前瞻性貨幣政策指引，意味著英國央行或將效仿美聯儲，摒棄嚴格的通貨膨脹單一目標制，設定包括名義國內生產總值增長率在內的更具有指引性的貨幣政策中期目標。換言之，該行將為英國經濟複蘇隨時做好“刺激準備”。因為，盡管今年以來英國經濟複蘇形勢好轉並且複蘇勢頭正在逐漸鞏固，但這並不意味著英國經濟和金融系統從此可以高枕無憂。畢竟，1％以下的經濟增速遠遜于英國在金融危機前的平均水平，國內失業率又一直處在8％左右的水平。另外，目前歐元區債務危機尚未有完全平息的跡象。同時，中期增長展望仍受一些因素制約，包括國內需求仍顯不足、實際通脹率長期處於央行通脹目標值上方、勞動生產率處在較低水平等。不過，自金融危機以來，英國央行已經實施了數年的非常規貨幣政策，流動性過剩問題也不得不考慮。英國央行還是應密切觀察英國經濟發展動態，一旦將英國經濟引入良性循環的軌道，量化寬鬆貨幣政策必須適時退出，讓寬鬆貨幣政策終有休止時刻，進而為機構和個人的中期決策提供一個相對穩定的貨幣政策環境。而馬克·卡尼也深刻認識到了這一點，所以，才果斷推出前瞻性貨幣政策指引。不能不說，馬克·卡尼這種進可攻、退可守的前瞻性貨幣政策，的確很有深意並極具戰略意義。儲存倉
