「你們現在拆的是真古董,迷你倉有一天,你們後悔了,想再蓋,也只能蓋個假古董了!」1953年,身染肺病的林徽因向時任北京市市長彭真痛陳。在廣州,「真古董」豈止被拆掉,更被修繕得面目模糊。在沙面島一帶,民國時興建的仿西洋式樣別墅明明是文物,如今外牆被裝上落地玻璃改造成現代櫥窗,有些牆體甚至被強割變成一個新門,如果不是建築角落上釘著的名牌,根本無法看出這座建築原本的年代。這種修舊如新的保育,在廣州的歷史建築中屢見不鮮,造成的破壞已很難恢復其本來「真古董」的面目,情況實令人堪憂。 ■香港文匯報記者 顧一丹 廣州報道 位於沙面大街22號的一棟文物建築,外立面被改造成玻璃櫥窗,漆上黃色膠漆,看上去跟現代建築無異。 「你看到的沙面22號建築屬於非法改造行為。」廣州大學建築與城市規劃學院教授湯國華,在接受本報採訪掩不住怒氣:「商家是一家婚紗影樓,不僅將外立面完全破壞,也將建築內部的壁爐、樓梯等拆除改新,對內部的原狀裝飾造成極大損壞。這在沙面並非個案,有商家將原本用作辦公的建築改為賓館,卻未按照法規報批,這都屬於破壞文物的行為。」 湯國華對於編制沙面文物建築保育指引工作的停止感到遺憾。破壞性修復等同強拆 廣州五羊小學老師楊華輝是廣州民間保護歷史建築團體「古粵秀色」創辦人,關注歷史建築的保護已經超過十年,在他看來,拆與不拆並不是歷史建築面臨的唯一嚴重問題。用他的話來說,大部分歷史建築遭到的是「破壞性的修復」。 「在2010年廣州亞運會前夕,有大量歷史建築被刷上油漆,進行了外立面的整修,久而久之,建築本身的外觀將無法恢復。這對歷史建築的價值來說,是巨大的破壞。」楊華輝說,他曾經向政府有關部門反映,希望可以阻止這樣的破壞性修復,但讓他失望的是,一直以來都沒有得到回應。 廣州首個及規模最大的民間保育團體廣州民間文物保護協會創辦人劉偉倫也指出了這個問題的嚴重性:「事實上破壞性的修復跟拆沒有什麼兩樣。」外界無權管業主改造 另一件讓楊華輝和劉偉倫同感到苦惱的問題,文件倉是建築中的住戶對建築造成的破壞。 解放後因大量舊宅無法找到業主,政府出面代管並將其分割成一間間租住給無房可住的居民。由於租客們經濟狀況大都不濟,鮮有對建築內部進行保護,而政府的歷次整修也只是在外立牆面上做功夫,結果一棟棟原本光鮮亮麗的大宅,內部早已被歲月和白蟻弄得破敗不堪。而租客隨意改建房屋內部結構的情況,更是比比皆是。 此外,他們發現一些老房子的主人,有時並不認為自己的房產有被保護起來的必要,相反希望早日拆除,以收到一筆不菲的拆遷補償款。劉偉倫表示,他曾經探訪過的沙鳳村民國老宅,業主向他訴苦,自己早就想把房子拆了蓋高樓,只不過苦於資金不夠。 無獨有偶,楊華輝最近又發現一幢「暴發戶式改造」的民國建築「恤孤鳴樓」,業主把原本頗具特色的白色老宅改造成一棟城中村式建築,引發一眾網友唏噓。 對此,湯國華就指出,廣州政府應借鑒香港經驗保護私人擁有的歷史建築,讓享有歷史建築的產權人,也可在建築破損時向政府申請保護經費。廣州部分歷史建築窘況1. 民國碉堡紅樓:海珠區前進路54-28號、前進路54-30號處於萬松園的群樓中心。原是民國消防隊舊址,這一帶最高的建築。目前有人居住,曾傳清拆。2. 傅老榕故居:澳門第二代賭王傅老榕故居,建於上世紀30年代,被評為西關大屋佳作,屬於荔灣區文物保護單位。大屋封閉多年,專家估價恢復原貌費用上千萬元。3. 區家祠:位於越秀區豪賢路芳草街48號院,始建於清代,早年被定為廣州市文物保護單位。曾經做過小學、「大排檔」,現正被政府收回重修。4. 瀝滘村祠堂:上世紀50年代以前,瀝滘村曾有明朝以來的31座衛氏祠堂,但現在僅剩12座明清祠堂。按規劃,屬於市區級文物保護單位將得到原址保護外,其他7座宗祠可能面臨「保護性遷建」。5. 中共華南分局秘密聯絡點舊址:位於沿江西路153號,建於上世紀30年代初,原是嘉應同鄉會館。如今這棟建築已被多次改建,現圍蔽多年不見修復也不見施工,因為城市發展可能要被拆掉。  ■來源:《羊城晚報》存倉

吳斯丹繼上海自貿區獲批後,mini storage珠海橫琴這個“准自貿區”也加快了步伐。昨日,《第一財經日報》記者從橫琴新區管委會獲悉,橫琴新區日前已向廣東省政府提交了自貿區方案,具體事宜將由廣東省政府統籌安排。與之相對應的是,橫琴新區正在加快基礎設施建設和產業開發速度。“我們將會適時�動新的地產項目土地出讓,至少要明年�動。”橫琴新區管委會主任牛敬對記者稱,橫琴的開發節奏是先做基礎設施配套,引入高端產業項目,然後根據橫琴的產業發展狀況適時�動新的地產項目土地出讓。有消息稱,橫琴共向廣東省政府提交了兩套方案,一套是以橫琴新區為唯一主體,另一套是以橫琴和保稅區作為一個整體來申報,究竟採取哪套方案目前尚無定論。對企業來說,在自貿區不僅有投資和服務貿易的便利性,同時還可享受關稅、增值稅等減免,降低貿易成本。這無疑加大了橫琴對企業的吸引力。橫琴新區官方數據顯示,3年多來,橫琴新區新增港澳服務企業73家,註冊資本累計約54.1億元人民幣,投資總額約66.9億元,其中港資企業39個,投資總額約40億元人民幣,涉及產業以商務服務、文化創意和休閒旅遊為主;引進重大港澳服務業項目10個,總投資超過528億元。不少央企也爭相入駐。中國華融、中國交建、神華集團、中國中冶、中鐵建、中海油等央企都已在橫琴競得土地,用于投資大型綜合體項目。公開資料顯示,2012年7月24日,中國交建以380億元中標橫琴綜合開發項目投資建設。該項目是中國交建最大的單體投資項目,投資建設運營期為14年。該項目分為橫琴本島市政基礎設施和南部填海區人工島一級土地開發兩大部分,並採用“投資建設一體化”的模式開發。4月23日,中交建下屬中交南方投資發展有限公司在橫琴競得一幅綜合用地,用地面積為3.2萬平方米,樓面地價3580元/平方米,總地價6.9億元。早些時候,神華集團以5億元競得一宗面積6.05萬平方米用地,建成神華南方總部大廈。掛牌文件要求,此項目用地內計容總建築面積中競買人須自self storage不低於20%,另外不低於20%只可在競買人的控股公司內部轉讓。這意味著神華集團內部須自持不低於40%的物業面積,借此能長期進駐橫琴,將區域總部落戶于此,促進橫琴總部經濟的發展。該項目的投資額將不低於20億元,工期為5年。未來5年內,神華計劃投資近30億元建設商務服務綜合體。事實上,橫琴的土地資源是稀缺的。據國務院批復的《橫琴總體規劃》,橫琴島土地總面積106.46平方公里,七成土地列為禁建區或限建區,2015年建設用地規模控制在12平方公里,2020年建設用地規模控制在28平方公里。正是土地的稀缺性,引來了諸多企業的搶食。就在7~8月,橫琴新區的土地市場動作頻仍。7月初,橫琴新區一宗位於橫琴十字門中央商務區8.75萬平方米的商住用地高價拍出,廣東客商匯投資有限公司以38.48億元奪得該地塊,樓面地價達15890元/平方米,溢價高達206%,比起拍價高出10700元/平方米,打破了中信地產2007年時創下7700元/平方米的紀錄。7月31日,兩塊占地面積約為2.38萬平方米的土地分別被信德橫琴投資有限公司和灝怡有限公司以約7.2億元拍得,樓面價均為5500元/平方米,總價達14.4億元。8月20日,一塊占地面積為9.5萬平方米的土地公開掛牌出讓,起始價4200元/平方米;21日,又一塊13萬平方米地塊掛牌,起始價(樓面地價)2000元/平方米。兩大地塊均位於橫琴新區中心地段,主要用于文化創意產業、商業、辦公和酒店用地,限境內和香港企業競投,若成交,按底價計算綜合地價至少35億元。不過,在所有已競得土地的企業中,卻很少看到專業房地產開發商的身影。牛敬表示,像華融置業、中海地產這種早先就進入橫琴的房地產公司還是有一些房地產項目的,一些項目可能今年就會開盤。“橫琴的開發節奏是先做基礎設施配套,引入高端產業項目,然後根據橫琴的產業發展狀況適時�動新的地產項目土地出讓。按照目前的開發進度,地產開發至少是明年以後才會�動。”迷你倉

傳關內開始放寬“90/70政策”近日,迷你倉南都記者通過對全市近20個以大戶型為主在售將售樓盤的調查,發現已有項目做到了對深圳版“90/70政策”的突破,而且多名業內人士反映曾被稱為“最堅硬細則”、執行逾7年的深圳版“90/70政策”今年年初開始鬆動。“雖然未正式出文,但在業內是大家都知道的事,未施工的項目可以雙拼改為一本證,但施工了的就改不了。大戶型的配比增多,90/70的尺度開始放寬。”一位不願具名的開發商高層說道。另一位業內人士補充:“鬆動主要是關內的樓盤,關外的還比較少,原因可能是去年至今深圳的保障性住房供應增多,保障性住房的套型面積都在90平方米以下。”福田兩個被傳已成功從雙拼戶型改為一本證戶型的項目開發商高層也向記者證實了這一消息,但在市規劃國土委網站上,尚未查到這兩個項目變更規劃的公示。其中一個項目在2005年取得了深圳市建設用地規劃許可證,當時規劃總戶數為1600多戶,每戶平均面積小于90平方米。該開發商高層告訴記者,項目目前已改為大部分是大戶型一本證。但面對記者進一步咨詢項目是否受限于2006年出台的90/70政策時,該人士表示不了解情況,不便回答。而另一項目是于2006年7月簽訂《深圳市土地使用權出讓合同書》,按原先的政策規定,90平方米以下小戶型應占70%以上。該項目負責人不願透露過多關於項目戶數變更的細節,但向記者確認了90/70政策放鬆的消息。南都記者查閱今年來市規劃國土委網站城市規劃公示還發現,位於龍崗龍城街道2012-61W-0001地塊,于2007年7月取得《建設用地規劃許可證》,原先要求90平方米以下戶型面積不低於總住宅面積的90%,目前已變更為不少于總住宅面積的70%。同樣,位於赤灣華英路南2007-413-105宗地,在2008年1月2日核發的《深圳市建設用地規劃許可證》中規定90平方米以下戶型面積必須達到住宅總建築面積的90%,目前也已調整為70%以上即可。已有實現了“片區協調”的變更公示更有一些具有成片開發優勢的品牌房企,將某個項目的小戶型指標調至另一個項目,從而使其中一個項目變更為全部90平方米以上戶型。而這樣的改動在南都記者查詢市規劃國土委官方網站的公告中,發現已有自言是調整了的公示。公告顯示,今年6-7月,華僑城地產先後將僑北苑二期、華僑城西北片區的大戶型指標,用于平衡純水岸(十五期)、天鵝湖1號、天鵝湖2號三個項目的小戶型指標,使得原規劃的三個項目平衡後全部為90平方米以上大戶型。純水岸(十五期)二區總戶數由1041戶變更為399戶。華僑城一位內部人士告訴記者,華僑城有片區總體指標,個別樓盤因為景觀稀缺都設計為大戶型,小戶型會集中調至片區內的另一個項目。“這需要開發商在一個片區內有很多個樓盤,目前也就華僑城和招商有這個條件。但以前也比較難,2011年開盤的華僑城香山里就多是雙拼。”該人士解釋。招商地產一位內部人士也告訴記者,去年開售的伍茲公寓之所以全為大戶型一本證,就是把小戶型指標調至後期將開發海上世界的某28萬平方米住宅地塊。他稱:“招商局早年與深圳市政府簽訂了一攬子的土地協議,蛇口工業區的填海開發,至今沒有用過政府一分錢投入,所以只要保證片區內小戶型比例,單個項目與政府有一定的協商空間,但也花了很長時間運作申請。”不少業內人士對這一鬆綁更多持認可態度,“90/70政策”自出台以來即飽受爭議,在執行過程中更是效果不佳,開發商使用雙拼戶型規避政策,還造成一定的資源浪費,在改善型需求持續增長、保障房供應增多的前提下,政策的放鬆是必然趨勢。“人們對住宅的需求本身就在不斷地改善,目前安居房的戶型都是90平方米以下,以後能夠購買商品房的就是改善型需求,兩者應該有區別。因此90/70一定是個過渡性政策。”一位不願具名的開發商評論。政策執行變化時間表深圳版“90/70政策”,曾是“最堅硬的細則”2006年5月29日 九部委聯合頒佈“國十五條”,其中規定“自2006年6月1日起,凡新審批、新開工的商品住房建設,套型建築面積90平方米以下住房(含經濟適用住房)面積所占比重,必須達到開發建設總面積的70%以上。”即俗稱的“90/70政策”。2006年6月20日 深圳市政府下發“98號文”,成為全國第一個“90/70政策”的地方執行細則。該文件被稱為“最堅硬的細則”是因為文件中一句話赫然入目:“在新的土地出讓合同中,在核發的《建設工程用地許可證》中,應注明套型建築面積90平方米以下住房(含經濟適用房)面積所占比重,必須達到開發建設總面積的70%以上。”深圳率先將“90/70政策”落實到了單個項目。2006年7月中旬 建設部以書面形式首次清晰解讀國十五條,其中明確“90/70”政策中70%比例將針對各城市年度新審批、新開工的商品住房總面積。2006年7月11日 參與深圳細則制定的市房地產研究所所長王鋒對媒體公開透露“每個項目可以區別對待”,但是,新出讓項目必須嚴格執行,還是要“保證90平方米以下戶型占主體。最終要達到總供應量的70%”。2006年8月 一則題為《深圳將大赦“90/70政策”》的網文引起廣泛關注,文章披露符合以下條件之一的項目均可獲得赦免:2006年6月1日之前已經批准即使未動工的、容積率1以下樓盤不受影響,按照原來的控制規劃標準執行;此前通過招標拍賣方式獲得的地塊,按照原土地出讓合同的約定執行;在2006年6月1日之前已經獲得許可證但未實際動工的,視同動工,不受影響。原市國土資源與房產管理局回應此事基本屬實。2008-2010年 “90/70政策”後新開工項目逐漸面市,“雙拼戶型”盛行。雙拼戶型即開發商為規避90/70政策而做出來的一種戶型,一般是兩個小戶型拼裝起來綑綁銷售。此戶型要按兩套房子來算,需要兩個房產證,首付和銀行貸款都要按兩套來算。2010年10月1日 深圳出台“限購令”,規定本市戶籍居民家庭限購兩套住房,非本市戶籍限購一套,需兩個房產證的“雙拼戶型”變尷尬,多個以此戶型為主的樓盤賣不動。2012年底至今 “限購令”後的新開工項目逐漸面市,“雙拼戶型”難覓蹤影,市面上在售的“雙拼戶型”基本都是一兩年前的存貨,取而代之的是各樓盤紛紛拿“一本證戶型”做賣點,甚至有些樓盤做到“純一本證大戶型”。官方回複深圳規劃國土委:一直嚴格執行“90/70政策”現在保障房多了,可適當增加大戶型比例就“90/70政策”自2006年出台至今的執行情況,南都記者採訪市規劃國土委,文件倉日下午終於拿到該委的書面回應,其稱自2006年“國十五條”下發以來,按照全市總體平衡的原則,一直嚴格執行90/70政策。對於“早年拿地已規劃雙拼戶型的樓盤,為何能夠改回一本證單位”的提問,該委則未正面回答,但有相關回應表述為:在“十一五”和“十二五”期間,我市共建設保障性住房40 .9萬套,將推動我市近期小戶型的供應量大幅增加,全市小戶型住宅面積所占比重將超過70%。在不違背國家90/70的房地產宏觀調控政策、保證全市總體平衡的前提下,綜合考慮教育、醫療、交通、公共服務配套設施等因素,適當增加、調節大戶型的供應和布局,有利於解決部分市民的改善性購房需求。同時,對於如何看待開發商之前為規避“90/70”都做雙拼戶型,而今為規避限購“一本證大戶型”重又盛行,其表示:市場上出現了被動適應市場需求的“合拼戶型”現象。在此,我們提醒市民需要慎重,“合拼戶型”可能帶來諸如產權糾紛、鄰里矛盾等問題,使用上也可能不太合理。專家觀點“90/70政策”目的早被開發商化解,該用利潤而非政策導向增加小戶型宋丁 綜合開發研究院旅遊與地產研究中心主任90/70政策的出台是因為自1998年商品房改革後,在2006年,國家一直沒出台什麼調控政策,導致房價上漲過快,普通老百姓買不起房。當時又未�動大規模的保障房建設,政府為解決一部分中低收入購房者的需求,遏制當時泛濫的大戶型豪宅風氣,希望通過政策的約束,給普通購房者更多選擇。可以說,這個政策初衷是好的。但在執行的過程中,由於單個政策很單薄,那麼它合理性、價值、效果就大打折扣,瞬間很多雙拼房就出來了。剛開始還是悄悄地搞,兩套房之間砌一堵牆,後來乾脆很多開發商就公開搞成大戶型,只不過有兩個房產證。政策本身其實是為了表明政府的態度,希望在當時現有的商品房框架內解決市場問題。那麼到後來,保障房的供應加大,分流了市場上一部分中小戶型的購房者需求。隨著限購政策持續、房產稅的即將推出,多重政策之下,迫使開發商重新考慮中小戶型的利潤空間。很多開發商發現,國家調控受傷最大的就是豪宅,同時,中小戶型的需求也還是很強,這也使得像萬科這樣的開發商以利潤為導向,轉而主要開發小戶型。從市場的角度講,90/70政策的影響力是很弱的,先不說限購政策出台前,開發商的“雙拼”戶型的對策強力抵消了政策的效果,即使是限購以後,仍是市場的利潤導向,而不是政策的效果使得開發商轉而開發中小戶型。“90/70政策”短期內取消可能性較小針對具體項目調整則會產生權力尋租空間鄧志旺 深職院房地產研究所所長90/70政策出台的初衷是對的。首先是因為隨著當時戶型設計的越來越大型化,房屋總價越來越高,一部分中小戶型購房者的需求得不到滿足;其次也是對土地資源的節約利用。但結果卻不如人意,開發商還是通過“雙拼”做大戶型,這就違背了政策當初的目的,造成了建築材料、人力物力、空間資源等的浪費。那麼到後來限購政策出來後,90/70加限購的雙重政策,使得大部分項目還是嚴格按照90平方米以下小戶型占比至少70%的比例來做,每個地方的資源、地段又不一樣,所以這種“一刀切”的政策是有利有弊。但政策在短期內要取消可能性也比較小。一方面是深圳仍有約6成人口沒有住房,有大量的首次置業需求存在。未來保障房的供應數量能滿足這部分人口的需求,是政策鬆動的前提。但所有的政策都是一放就亂,一收就死。如果針對具體項目調整,就可能會產生權力尋租空間。“一刀切”的好處就是減少利益輸送的空間。未來的政策,可以根據市場的情況具體評估,比如變90/70為90/60,整體的比例調整,但不是針對個別項目。深喉對話南方都市報:早年拿地已規劃雙拼戶型的樓盤是怎麼改成一本證單位的,需要打通哪些環節?某開發商:需要向市規劃和國土委撤銷原有的報建方案,重新報建方案,或者是向市規劃和國土委申請規劃變更,說明理由。南都:這樣會使項目的成本增加嗎?某開發商:當然。項目的圖紙需要全部推翻重新畫,再報到相關部門審批。有一些原本就按大戶型設計的就可以省下這部分成本。南都:這種現象普遍嗎?某開發商:一般而言,像華僑城、招商這類成片開發的房企,單個項目調指標比較容易。其它的沒有這種優勢的房企就比較難,如果更改成功,那就可能有別的手段。而且已經施工的就不能更改,未施工的屬於前期規劃協調。南都:這過程中可能存在權力尋租嗎?某開發商:權力尋租的可能性也不大。因為變更戶數不像變更容積率,它並未增加可售面積。南都:90/70政策有可能取消嗎?某開發商:其實從今年年初開始,就管得不是很嚴。有消息說,明年會有政策放鬆的文件出台。解析雙拼變一本證戶型,對消費者是好事玉家雄 亞太電信(3682)昨(28)日宣布與中興通訊合作,存倉推出中興旗下nubia系列手機,在引進多款旗艦機後,目標年底行動上網用戶衝刺至80萬戶。亞太電信推出中興通訊旗下品牌努比亞nubia Z5、Z5 mini手機,這是亞太電信8月初掛牌上市以來首款推出的新機,展現積極搶攻行動上網市場的企圖心。亞太電信營運長孫勗星指出,亞太過去與中興即有合作,未來雙方合作會更深化。亞太目前總用戶數逾250萬戶,其中行動上網用戶超過50萬戶,原目標到年底可達70萬戶,但在多款新機加入下,年底行動上網用戶目標可望邁向75萬至80萬戶。中興旗下高階智慧型手機品牌nubia此次為首度登台,nubia迷你倉行長倪飛表示,Z5是努比亞與義大利設計大師喬凡諾尼合作,構思出Z5的設計概念,努比亞預計年底前還會推出兩款手機,分別是高階及中階手機。亞太電信表示,根據資策會統計,2012年底開通行動數據服務的3G門號達到1,015萬戶,其中超過半數實際有使用上網服務,而使用影音、社交及娛樂的比率更高達約七成五,亞太電信推出新款智慧手機時,特別重視新機提供的影音效能。亞太電信指出,此次引進nubia Z5擁有5吋Full HD螢幕,Z5 mini擁有4.7吋HD螢幕,以及1,300萬畫素的主相機及大光圈,幾乎等同單眼相機。兩款手機都採用高通1.5GHz4核心處理器,內建YAHAMA杜比音效。自存倉

But it got a big jolt this morning.Whether it gets thrown off track remains to be seen.Residents of the neighborhoods that McKee wants to remake packed a public hearing on the 1,500-acre redevelopment, crowding in the doorway to squeeze into the room where the city's TIF Commission was weighing some changes to its agreement with McKee. For nearly two hours, the residents took to the microphone to demand more say in how the massive project gets developed, and what their chunk of north St. Louis might look like when it's done.Technically, the subject of the hearing was some relatively minor tweaks to the $390 million tax increment financing package the city approved for NorthSide in 2009, to account for the project's three-year delay while it fought lawsuits.But, once the dry financial presentations were through, the hearing quickly turned into a forum on how much community input McKee has -- or hasn't -- sought from the nearly 9,000 people who live in his NorthSide project area. And it highlighted the disconnect -- at least in the eyes of some residents -- between the developer's lofty vision for north St. Louis and what day-to-day life is like for the people there right now."I'm concerned that all the plans never say anything about the people who live in this neighborhood," said Calvin Jones, pastor of Union Missionary Baptist Church on Garrison Avenue. "If you want to plan, include us in the plan."After the hearing, McKee countered that he's had more than 140 community meetings since he went public with his NorthSide plan four-plus years ago, and that he has strong support in the neighborhoods, even if it didn't look that way Wednesday."The community's made up of over 9,000 people. We meet with them regularly," he said. "The silent majority doesn't come to these meetings."But aldermen do.And after Jones and a couple of dozen other people stood up and asked sharp questions about NorthSide, the alderman who represents more of the area than any other 文件倉ook to the microphone."Paul has some ideas, but those are Paul's ideas," said Ald. Freeman Bosley Sr. "Our needs have not been embraced and been part of this idea. Bosley does not chair, or even sit on, the aldermanic committee that will likely handle NorthSide, but his opposition would likely be a red flag to colleagues.First though, the plan has to get through the TIF Commission. While the panel typically votes the same day as a public hearing, they decided to wait until their next meeting, Sept. 11, to "digest" the testimony, said Otis Williams, executive director of the St. Louis Development Corp."We heard it loud and clear," Williams said. "We will not ignore it."But it's not apparent at this point what will change.Several speakers proposed a formal citizens board to give input on the project. But McKee said that was not something he'd support. And the bill now before the TIF Commission is relatively minor, Williams said. Any broader changes to the NorthSide redevelopment plan would need to be hammered out with the developer, and then aldermen.That's exactly what should happen, said Velma Bailey, and residents should be part of the hammering-out process. Despite the long legal delay, planning for NorthSide is moving too fast, she said."Please slow this project down and let the developer do what has integrity," she said. "Meet with us. Talk with us. Share with us."Several other residents said that sort of conversation would go a long way. Inez Brooks for one, said most of what she knew of NorthSide was that it involved a lot of money. She knew little of what it might mean for the neighborhood where she's owned a house for nearly 20 years."What is this about? Is it about money? Or prestige? Or human beings?" Brooks said. Source: Bangkok Post, ThailandAug.self storage 29--Local community and business leaders called on protesters to lift the road and railway blockade in Nakhon Si Thammarat Wednesday, as the government and planters failed to reach an agreement in their latest round of talks on rubber prices.Protesting rubber farmers have blocked the main highway to the South at Kuan Nong Hong in Cha-uat district since last Friday and closed a railway crossing at the Ban Toon-Cha-uat road since Monday to pressure for higher rubber prices.Demonstrators have warned they will begin to block roads in the North and Northeast as well from next Tuesday if their demands are not met.Pensri Thongboon, head of a group of village leaders, said local people in Cha-uat district wanted the protesters to reopen the road and the railway.She said Cha-uat growers were a minority among the protesters and most came from other provinces like Phatthalung.
