Source: New Haven Register, Conn.self storageSept. 22--WEST HAVEN -- We're in the era of Big Data, living among Makers.It's truly a sign that a revolution is taking place when a university offers a curriculum that recognizes that we're being flooded with information and that the inventors of today are doing their thing, each in a completely unique way.The students of the just-announced New Engineering University, which will be affiliated with the University of New Haven, will be in the vanguard when it comes to earning academic degrees in such subjects, partnering with private industry to create engineers for a new epoch.Big Data -- if you haven't heard about it, you will, and whether you do or not, if you have a computer or a smartphone, you're already immersed. "Basically it's a term that's being used quite extensively," said Dean Ronald Harichandran of UNH's Tagliatela College of Engineering. "We are basically flooded with data from every source."NEU, based in Silicon Valley, will offer a one-year master's of engineering in Big Data, beginning in early 2014."The challenge is what to make of this data ... how to glean information from this data," Harichandran said. The degree will teach engineers "to deal with Big Data and extract information that is useful for running a business for improving productivity, selling goods, whatever.""You take the case of the Boston bombing" in April and the capture of a suspect on the run, Harichandran said. "That was a very time-consuming process ... to go through all those video screens from the cameras" on buildings along Boylston Street and in people's smartphones."The amount of data we have is mushrooming and everyone sees this as a huge challenge and everyone wants to get their arms around it," Harichandran said.Among the partners for the Big Data program are Codeacademy, an online software-coding instructional site, and the Geena Davis Institute, which will provide 50 full scholarships to the first class. Davis is involved largely to help fulfill NEU's goal that half its student body be women; only 18 percent of engineers are female.The degree in making will take advantage of "a grass-roots movement of people who are very creative; they are tinkerers in a sense," Harichandran said.The story of Steve Jobs and Steve Wozniak giving birth to Apple in Jobs' garage has become legend, but NEU will allow such creative, inventive people to do their work without having to drop out of college, as Jobs and Wozniak did.The curriculum for the master's degree in making will give students the chance to do "hands-on manufacturing at the garage level, if you will,"迷你倉Harichandran said. "NEU and industry are going to be hand in hand. The curriculum is going to be tailored very closely to industry needs," including internships and an advisory council.UNH Provost Daniel May said NEU is "an opportunity to look at engineering and applied science from an industrial perspective ... what they see as emerging fields" to explore "really very innovative curricula ... in these high-growth technology fields."May said UNH will be the "school of record" and will maintain academic standards, admit the students and grant the degrees. University Ventures, a New York investment firm that focuses solely on higher education, will do the marketing and money-raising piece.The partnership also includes Goldie Blox, which makes engineering toys for girls, and Kaggle, a "community of data scientists," according to its website. 當計劃旅程要去搖籃山(Cradle Mountain)的時候,迷你倉覺得這個名字相當之美,好像嬰兒酣睡的甜甜樣子。上網查有關資料時,開始有些擔心,因為看到不少Blogger去到這兒都遇到壞天氣,雲霧把山遮掩。可是天氣不能控制,也不能擔心得太多,就平常心出發吧!搖籃山位於在塔斯曼尼亞西部地區,在鴿湖(Dove Lake)配襯下,成為塔省最重要景點之一,這個如詩如畫的世外桃源,1982年被列入世界自然遺產,這兒有古代冰河時期遺跡,壯觀的峽谷、瀑布與峭壁,還有豐富的野生動物。無限風光沿鴿湖期待已久的一站,就在幸運的好天氣下陪伴,當天萬里無雲,整個搖籃山呈現眼前,深藍色的鴿湖出奇地平靜,水波不興,猛烈陽光下還有點熱。我不可以誇張地說搖籃山有多壯觀,有幾美麗,但卻有一份寧靜的純潔之美,空氣特別乾淨,湖水也澄清。藍藍的天空輕輕鋪上絲絲的白雲,雖然已到春暖花開的日子,但從懸崖俯視仍見秋意。緣湖行,忘路之遠近,林盡水源,便得一山,復行數十步,豁然開朗。雖然我計劃兩日一夜在搖籃山,但原來時間不夠,從朗塞斯頓出發到達時已是下午,要走均整個搖籃山國家公園是不可能,選擇最短行程,沿鴿湖環線(Dove Lake Loop Walk)。這條路線雖然不特別,但卻有無限風光,每個角落都足以令你駐足拍照,原本兩小時行程最後可以令你多花一倍時間。澳洲最深湖泊之一鴿湖是全澳洲最深湖泊之一,深度達180米,湖水雖是深藍色但近看是茶色且透明,可沿小路到達湖邊,零距離接觸冰冷湖水,我還嘗試喝過幾口,算不上清甜也不是生津止渴,如蒸餾水一樣,令人放心直接飲用(至少飲過之後我也沒有肚瀉)。深入搖籃山其他部份還有更多絕美景色,可惜時間不容許,唯有走馬看花。如果有時間的話,應該至少花足兩至三天時間,發掘這片世上最後一片淨土每個角落,才不枉此行。若有時間,可花一到五小時去走走其它受歡迎的步行路徑,包括坎貝爾山(Mount Campbell)、漢森峰(Hanson’s Peak)、扭曲湖(Twisted Lakes)、羅德威湖(Lake Rodway)、麗拉湖(Lake Lilla)、跳舞場森林(Ballroom Forest)。背上行囊接受真正的挑戰,沿80公里長的著名的陸上路線(Overland Track)直赴聖克萊爾湖(Lake St Clair)。離開鴿湖,自存倉住搖籃山的森林酒店,是一個不錯的住宿體驗,當晚我們還遇到一個不速之客,究竟是甚麼?下次再講吧!下載https://dl.dropboxusercontent.com/u/44064942/Cradle.rarTravelzoo 提提您搖籃山國家公園太大,入山前應到登記處,登記出發人數,起行及完結時間,若不幸發生意外,也可以方便工作人員盡快作出拯救。搖籃山國家公園短程徒步,有幾條路線可供選擇:鴿湖環線Dove Lake Loop Walk(1-2小時)搖籃山登頂Cradle Mountain Summit(6-8小時)火山湖環環線Crater Lake Circuit(2小時)心醉步道Enchanted Walk(20分鐘)生態寶庫 大過香港搖籃山國家公園在塔斯馬尼亞最負盛名,面積達近1300平方公里,比香港還大,是一座生態寶庫,獨特山形配上不可多得的歷史,使它聲名遠播。您可在河流與湖泊上釣魚,或在湖畔河邊露營野餐。如果喜歡把自己浸沒在冰冷的水中,游泳也是不錯選擇。搖籃山(Cradle Mountain)國家公園地貌是上個冰河時期,在冰川作用下形成的,植被與澳洲大陸上的迥然相異。奧地利人鼓勢特偉達富(Gustav Weindorfer)被搖籃山的雄偉折服,1912年修建了一座比利國王(King Billy)別墅,用十年時間奔走,希望讓這個地區成為「世世代代屬於人民」的國家公園。他的夢想於1922年得以實現,今天,塔斯曼尼亞四分一遊客都會到此地旅行,分享他的夢想。在偉達富別墅,可了解偉達富及其支持者對搖籃山的熱愛,別墅就在往鴿湖的路旁。步道沿線有露營地步道沿線分布許多小屋和露營地,準備在十一月至四月三十日之間前往,必須提前預定。蔚漢(Waldheim)位於雨林邊,可入住此地簡陋的小木屋,配備基本烹飪工具,如煤氣爐和電熱爐,淋浴和沖水馬桶公廁。在公園外圍,能找到更多住宿地點,可根據預算選擇,包括高檔的高地山居以及供電或不供電的露營地點。下榻山間旅舍,凝視明鏡般的湖泊和高低起伏的山峰,呼吸清冽的空氣,忘掉塵囂。只有小袋鼠、好奇的負鼠和怕羞的夜行袋熊會經過這�。對這個高低起伏的古老荒野,有一點會讓您難以忘懷,那就是這�出奇的寧靜。撰文、攝影 Travelzoo香港總編輯 潘蔚能網址:.travelzoo.com.hk迷你倉

Source: Greeley Tribune, Colo.儲存Sept. 22--Nicole Wright-Meyer stared west out her window the morning of Sept. 13 while the TV blared news reports of flash floods.On most days, Nicole would steal a glance at the South Platte River as she headed over U.S. 34 to the home she shared with her husband, Tommy, and two kids, Sydney, 6, and Weston, 9. But that morning, on Friday the 13th, of all days, the river looked like a swollen brown snake, one that appeared to be slithering to her farm. She turned away from the window, to the news, and then, after checking on her kids, snuck another peek. It looked bigger.That's going to flood our pasture, she thought. No biggie. Their pasture had flooded before in the 13 years they lived there. She moved the cattle, the horses and Weston's beloved three mama hens, one named Fuzzy Head, to the top of a small hill. Their home was out of the floodplain and shouldn't be in any danger. But by early afternoon, the river had not only swallowed her pasture, it seemed to keep coming. She no longer had to look out her window. It was lapping at her doorstep.When it hit her that she needed to go, right now, others sensed it too. Drivers, many of them strangers, pulled over in the rain and helped her load the cats and dogs, the horses and cattle, and of the course Weston's hens and their baby chicks.She frantically packed a bag for her and Tommy, enough for a weekend getaway, and a few outfits for the kids. Then she stared at their possessions. What should she take?The kids' baby books? They were high enough, she thought. She grabbed a few photos off the wall, the ones of her wedding, her kids when they were little, and her brother and mother, both of them deceased.Then she left with her kids. We'll be back tomorrow, she thought.She hasn't been back since.Preparing for the unexpectedOn Thursday, the day before the South Platte River grew into a raging monster that swallowed far more than its fair share of Evans, Milliken, Johnstown, LaSalle and east Greeley, Weld County officials prepared for the blow.Earlier, Wednesday night, Sean Conway had traded raised eyebrows with other Weld County commissioners as rain pounded the rooftop in Del Camino, where they were meeting about funding an Interstate 25 ramp in that city.By Thursday morning, unprecedented rains in Boulder, Longmont, Estes Park, Aurora, Lyons and Jamestown had already wreaked enough havoc to match even the famed Big Thompson Flood in 1976. Boulder alone got 15-18 inches. Officials knew that water would feed the rivers, turning the harmless flows into weapons of mass destruction. Thursday morning, around 7 a.m., a full staff came to the Weld County Emergency Operations Center on a Level 1 alert, a level reserved for a nuclear attack or something almost as catastrophic, to deal with flooding in the southwest portion of the county.The level of alert seemed to be warranted. The Poudre River was expected to crest at record levels of 9 feet, and the South Platte was expected to reach 12 feet, just edging the record of 11.73 set in 1973. Frederick and Firestone residents reported flooded basements, and at least one dairy in Fort Lupton lost calves in the rising waters.The Weld County Sheriff's Office readjusted its staff, bringing in extra officers, and readied barricades for washed-out county roads and maybe some street flooding, in addition to already helping out in the southwest part of the county. Be flexible, commanders told their officers, and be ready.It's difficult to say, then, that anyone in Weld was unprepared. They were waiting. They were flexible. They were ready. They just weren't prepared for what came.No one was.First StrikeJennifer Booth wrinkled her nose at the acrid odor of sewer gas Friday morning while sitting in a trailer with her life partner in the Bella Vista Mobile Home in Evans. What the heck was THAT? She wondered if one of their five dogs had farted.Just a few minutes later, outside their home, water covered their streets, then their ankles. Their only escape route was turning into a river because the real river was taking over. They gathered their pets, made it out and headed to West Ridge Animal Hospital, where, in tears, they dropped off their dogs.The South Platte, as predicted, reached its flood stage of 10 feet by 9:30 a.m. and started to pick on the low-lying mobile home parks of Evans near Riverside Park.Residents in Eastwood Village ran from their homes with only minutes to grab anything they could. Vilma Molina, seven weeks pregnant, left as water surrounded her, thinking she could come back the next day. In another home, a babysitter saw water stream in through the vents, grabbed Alejandro Camacho, 3, held him to her chest, and swam for safety.Officers did their best to clear the mobile homes even as the water rushed in, banging on doors and interrupting slumbers, wading through water to reach front doors. Some residents ran while others waited on high ground to watch the water bury their homes.Chuck Sylvester, retired general manager of the National Western Stock Show and a former candidate for governor, was examining the 6 inches of water that had seeped into the basement of his 109-year-old, two-story ranch house located a half-mile south of the South Platte when the flood came after him Friday morning. He heard a crash in the basement, and water stormed in, leaving him 15 seconds to get upstairs before another foot of water swept in on the main level. Sylvester stayed in a hotel room that night.Kurt Georgeades, his family and friends started battling the Poudre River at 6 a.m. Friday, and the prize was the iconic house of his mother, Mary Jane Duran Blietz, off 71st Avenue. The family donated the land so the Poudre Trail could wind its way east to 59th Avenue and beyond. A sign dedicates the trail to the Duran family and is one of its prettiest spots. Georgeades started pulling the water away using sump pumps, including one that could spew 100,000 gallons a minute. So far it seemed to be working.Soon after the South Platte River hit the mobile home parks, the first group of parents, clutching paperwork and pictures, began streaming into Bella Romero Elementary to get their kids on their way to stay with family or find a shelter. They were nervous about their homes but also in open-mouthed wonder about the water. No one had ever seen anything like it.The phones started ringing in the office, and then they wouldn't stop.Principal Jon Cooney ran a list of addresses and matched them to the areas being evacuated or driven from their homes and found 260 students. Teachers came into the office on their planning periods to help answer phones and hug parents. Cooney tried to keep a routine going but found it difficult, especially when some classes had only six kids left within a couple hours. What's going on, the students wondered.It was going to be an emotional day, and it wasn't remotely over.A Shelter at SchoolBy Friday afternoon, the South Platte rose a foot, near its all-time record, and people struggled to keep up. The county had to close more and more roads, and the state's major highways began to fall one by one. Sure, it's understandable to lose some rural roads during a historic rainstorm, but I-25 and then U.S. 85 and what seemed like every state highway? County roads offered no alternatives either: At one point, more than 140 were closed, and more than 120 bridges were wiped out.The Evans mobile home emergency was tough on first responders, but at least the roads were still open. Now, as the water began to run across seemingly any asphalt it could find, officers found themselves just as trapped as the residents they were trying to help. The sheriff's office would eventually lose three patrol cars."We never comprehended the idea that all our major roadways would be knocked out," said Steve Reams, bureau chief for the Weld County Sheriff's Office. "We were prepared to improvise, but you also make plans based on the idea that certain infrastructure will be there."They tell you to plan for the worst-case scenario, but our worst case wasn't worst-case enough."Troopers worked even longer than they had planned, and commanders put court officers on the streets and had jail officers manning barricades.It's a safe bet to assume the city of Evans didn't expect to lose one of its wastewater treatment plants. The treatment plant was built on the fringes -- no one really wants a sewage plant in the middle of town, after all -- but in Evans, the fringes mean near the river, as the mobile home residents discovered. The river buried the plant. Officials couldn't even reach it to asses the damage.The resulting "no flush" order -- which is exactly what it sounds like, only it includes no showers or dishwater either -- left 3,800 without basic services and forced Evans to scrap plans already underway for a shelter in its community center. The no flush order finally was lifted Saturday, eight days after it started.The Red Cross, and the city of Greeley, got a call that they would need to take over, and they picked the Greeley Recreation Center for its showers, space and available staff.Andy McRoberts, the city's parks and recreation director, was put in charge, and he and the Red Cross began setting up more than 100 cots by Friday afternoon. In a couple hours, by 5 p.m., residents were coming in clumps, and the place, in McRoberts' words, was "rocking and rolling." Greeley-Evans School District 6 donated food, and the city put the word out that the shelter would need toiletries and other supplies.Schools hit hardest by the flooding had to become makeshift shelters themselves as the school day ended. By then, parents stumbled into school, many wearing the only clothes they owned, wet, ragged and shattered, as the reality of what had happened, that more than 200 parents had lost their homes, cloaked the school.Bella Romero's teacher herded the 25 or so kids whose parents remained at work and couldn't ride buses back to their evacuated neighborhoods and led them to the gymnasium, where they fed them a snack. The district later served them dinner. Many of the kids wondered what was going on, but Cooney, the principal, was careful not to lie to them. He told them there was a problem with their bus route, which was, in a sense, true.Many of the kids, he said, thought it was fun to watch a movie and eat a snack and later dinner in their school. Later, he would reflect on the movie and realize it may not have been a good choice, though it did get good reviews as an animated family feature: The movie was "Wreck-It Ralph."Teachers went straight from work to the shelter to check on their kids, and once they saw some residents without, say, shoes, they went to Wal-Mart and bought supplies. Then they started a collection drive, and a teacher offered up her garage. It wouldn't be enough space. It was just the beginning of an overwhelming community response to the tragedy that goes on today.As it turns out, thousands would need that kindness. By Friday afternoon, the Poudre swelled to near flood stage, and the Duran family, with the help of city workers, began to sandbag along their home. And the South Platte grew past its all-time high, reaching 12 feet by 4 p.m. Then it rose to 13 feet by 4:45 p.m., and it rose another four feet by 11:30 p.m.Some neighborhoods in east Greeley, whose residents had never seen the South Platte from their homes, were now feeling its wrath.More Homes Go UnderJames Cook calls Holly Avenue in the neighborhood just east of Greeley "Memory Lane," which sounds like a street from "Leave It To Beaver." He grew up in the area. So even though he lives in Eaton, with his wife, Cherish, and an 8-year-old son, Griffin, he went back to the neighborhood to help save the livestock of his brother-in-law's grandmother, who had a farm in the area.As the water swelled to the headlights on his truck, a truck that belonged to his best friend who had died a couple years ago, he got out, and then the water seemed to surround him from all sides."We're not getting out," his brother-in-law said.It was at that point that the neighborhood went from "Leave It To Beaver" to "The Walking Dead." People were screaming for help and crashing their cars."It was like a scene from a zombie apocalypse movie," he said.Virgil Kapperman watched a home get completely swallowed by water as he tried to help his daughter save a horse she kept on a farm on East 18th Street. He couldn't beat the water to hook up a single trailer, as it rose 3 feet around the neighborhood in 15 minutes. Fabiola Garcia fled her home in her pajamas as helicopters buzzed overhead doing rescues. Officers were already weary from helping residents who couldn't escape Eastwood Village in Evans, residents such as Karen Kesterson, whose husband is disabled. They used boats and Jet Skis to get people out of the village, a few clutching infants, as the water became too high to walk through. Now they were doing the same thing in the east Greeley neighborhoods late into the night, including Cook, who rode in a raft.Patty Elliott and her family tried to round up their 14 horses and 20 steers as they fought water that reached their chests. They promised him as they bathed him that they would never rope him, show him or eat him. They kept their word, and Lucky kept his. By Saturday morning, Elliott got word that Lucky was OK.A jigsaw of roadsHoly Crap."Those were the first two words out of everyone's mouth when you saw the devastation," Reams said. "Just 'Holy Crap.' "As the sun rose Saturday morning, county officials began to see just what had hit them. Some roads were so broken and scattered, they resembled pieces of a jigsaw puzzle kicked by a toddler. The roads were a big reason the county estimated the damage at $230 million, a number sure to rise and a number that doesn't include U.S. 34. The picture of U.S. 34 east of Greeley, sheared off with a missing chunk that may be in Nebraska by now, remains the flood's iconic image.But those are just roads. The sadder cost came out of those mobile home parks. Evans officials inspected 300 of them a week after the floodwaters rushed in, and almost all of them were total losses. The Eastwood Village alone had 159 homes, and all of them were deemed uninhabitable.Churches, schools and the city and county governments, still shell-shocked, began to gather themselves for a long recovery, even as law enforcement and fire departments were still racing to uphold barricades, which some drivers viewed as suggestions, not mandatory blockades.The Weld County Posse organized a shelter for livestock near Island Grove's park and helped bring in wandering horses and cattle that were set free by fleeing owners. Vets took in what they could, and the Weld County Humane Society sheltered more than 40 animals from displaced owners, some of them sobbing as they brought in their pets, which in some cases were the only things they had left.Elaine Hicks, the director of the humane society, knew what they were feeling. Her home was destroyed in the early 1990s in Kansas, when the Missouri River flooded, and her Evans home was under a mandatory evacuation. She brought her four dogs and cats to work as she scrambled to ready her shelter for another evacuation. She could see the South Platte from the back of the shelter.By Saturday morning, the South Platte reached its peak of 18.8 feet, more than seven feet above its all-time record. You had to wonder if Noah was floating around in a boat somewhere."We have a long ways to go," Reams said Saturday, "before we're even close to returning to normal."That was true for many farmers and livestock operators, whose ordeal didn't end Saturday morning. Kersey-area rancher Kevin Ochsner moved 180 head of cattle out of the floodwater to higher ground from Friday afternoon to Sunday. Family, neighbors and strangers lended a hand, and as a result, he didn't lose a single animal. More than 30 people helped. He still doesn't know some of their names.Arron Chambers, pastor of Journey Christian Church, heard the sad stories, too, on the news and a few from his own parish. He had no idea what to do and prayed all Friday night. Saturday morning, it came to him. He messaged his staff on Facebook and told them to meet him in the lobby in an hour. The priority, he said, was Evans. They would gather supplies, offer comfort and hot meals and just give residents a place to go to the bathroom. Many other places, such as recreation centers, other churches, fitness centers, businesses and swimming pools offered up facilities so residents could take a hot shower and use the potty. The teachers and staff at Bella Romero continued its clothing drive, and the Greeley shelter served its first hot meal that night after District 6 filled the gap that morning.While those displaced from the South Platte were eating dinner, the Duran family quietly battled the Poudre, which rose past flood stage of 8 feet Saturday morning. By that evening, it rose another foot, close to a new record, dashing the hopes that they were winning. The river rose slightly later that night, and that was the knockout. More than 4 feet of water stormed the house in 15 minutes, and after 48 hours, at midnight, Kurt Georgeades turned to his mother. It's time to leave, he said.The only way to leave, 71st Avenue, was a river. They ran to their SUV at midnight, in the pitch black, with the water up to their knees. They drove through the rushing water, and though Georgeades couldn't see it, it felt like it approached the bottom of their doors. The two said a sad goodbye to a piece of land that had been in their family for more than 70 years, something they'd never had to do, even in the years when massive snowmelt stuffed the Poudre and forced them to bring out the sump pumps."I told her as we drove away that our names might be on the deed," Georgeades said, "but Mother Nature owns the property."Most everyone else with homes near the Poudre in Greeley made it through. Carolyn White, bordered by the No. 3 ditch and a stone fence, lives to the immediate south of the Durans, but she just faced a flooded basement and thought she'd faced worse in Florida, where she lived for many years before moving here four years ago. Greeley water crews on Sunday sandbagged the lift station on 71st Avenue to keep its own treatment plant literally afloat. The Poudre flooded and closed the trail named after it. Parts of it were reopened this Friday.The South Platte's final drama came Sunday afternoon around 4 p.m., when it filled gravel pits that weren't designed for such a heavy volume. Sheriff's officers were nervous those pits would fail, and so once again they raced through neighborhoods, this time near the Linn Grove Cemetery, and banged on doors, giving residents just minutes to leave. Dean Rose and his wife, Wendy, took four kids aged 10 to 21 in his camper and two trucks. He remained cheerful. Dean and Wendy had prepared for the evacuation since the South Platte had flooded the homes of his neighbors just blocks away two days earlier. He wasn't sure where he was going to go."I think we'll head for higher ground," Rose said and laughed.All BusinessBella Romero teachers moved from the garage to the school gymnasium, and nearly all of them, along with Cooney and the school staff, organized a supply drive that filled the room.Monday, with the school district taking an extra day to form a plan to deal with Evans' "no-flush" zone as well as all the displaced students, Bella Romero staff welcomed families into their gym. Teachers were faced with helping their students who had lost everything try on clothing while gluing on smiles. When a kindergarten teacher, Jamie Gentry, was asked how she was doing, her eyes filled with tears.By that afternoon, the school transferred their clothes and operation to Journey Christian. Trista Estrin, a quiet mom and the wife of the church's worship minister, devised a system that rivaled a retail business. She ran a flock of volunteers who took orders, filled them and then drove them to locations, all, of course, for free. The church looked, both in the scope and organization of it all, like an Amazon.com warehouse. The church probably clothed 1,000 families, said Chambers, its lead pastor, and that doesn't include the many other churches who responded in some way or another.Journey Christian made a point to fill orders, not paperwork, to welcome any family, including those who were undocumented and afraid to seek help in other places. Chambers encouraged Latino pastors to send anyone their way."That's not our issue," Chambers said. "We haven't questioned anyone, and we don't really care. Our goal is to help people."Residents responded with just as much vigor at the Greeley shelter, and the effort showed the power of social media, said Andy McRoberts. The city and The Tribune tweeted a need for supplies and put it on Facebook, and almost immediately, so many streamed in, the city had to turn away food and other supplies, though the need will continue as the weeks go on.The county set up a recovery center at Island Grove by the middle of the week, and the Weld County Department of Public Health and Environment sent out warnings about floodwater contaminated with raw sewage and just about anything else you can imagine and handed out free tetanus shots.Commissioner Conway said Weld was ready for an emergency like this one after the 2008 Windsor tornado, where they learned a lot and moved the Emergency Operations Center from the Sheriff's Office. When the county built a new administration building, workers intentionally left a space for the EOC. If they hadn't had that space, the county would have been at Island Grove, which was evacuated at one point.The county, state and federal governments declared Weld, along with its neighboring counties, as disaster areas, giving residents a chance to apply for help from the Federal Emergency Management Agency.Still, help from the government will take a while, and residents, a week after the flooding hit Weld, braced themselves for a long recovery, many with improbable high spirits.Mike and Barbara Montoya left Eastwood Village on Wednesday empty-handed but found their home still full of water."You forget about the material things and are just happy to be alive," Montoya said. "We survived."Indeed, no deaths were reported in Weld from the flooding, and that near-miracle wasn't lost on residents, even those who lost everything. Rescuers saved Duke, a pitbull and great dane mix whose terrified picture ran in The Tribune, and brought him to a grateful Glen Sanders. Wilfred Duane Martinez had a home near Riverside Park in Evans, and when he returned, he found several feet of water floating inside. But he was happy to have Chopper, a Pomeranian Chihuahua, who rescuers plucked from the river."The most awesome dog in the world," Martinez said about Chopper.Some were already planning on rebuilding, and not all the news was bad. Building inspections were underway in east Greeley neighborhoods, and of the 65 homes inspected so far Friday, only one was deemed uninhabitable.The Poudre receded below flood stage late in the week, and Georgeades pumped much of the water away from his mother's home. The Duran family, unlike many others, did have flood insurance."We're so much more fortunate than the people in Evans," he said. "We'll fix it and get it back to its beautiful state."Agricultural producers wondered about the roads, even with repairs underway now, and how they would transport livestock, feed and crops. Irrigation ditches were destroyed, and those repairs will cost thousands, if not millions. The first killing frost may come while there are still crops in the field. Glenn Werning, a farmer along the South Platte near LaSalle, said he still had 400 acres of corn silage under a couple feet of water. He, like many others, was hoping for dry fields. Other farmers simply cursed their bad luck, such as Dave Petrocco, who owns vegetable fields across Weld. Those crops are lost, he said, and he'd already lost hundreds of thousands of dollars worth of produce to hail storms in August.Many others are left with the painful, slow uncertainty of rebuilding a life.The South Platte tearing apart the Meyers' red home, leaving just her son's room standing, on its way to dissolve U.S. 34, became another iconic image, the one you see on the front page today. Nicole, Tommy and her two children are staying with her sister. There's a couple fundraisers already in place for them, including a BBQ that happened Saturday night.Home is not a building, she tells Sydney, 6, and Weston, 9. It is where they are together. But they are sad. Sydney lost her favorite doll, one her brother gave her. Weston misses his hens, even with the sporadic visits he gets when they can make it out to their neighbor's land.Still, there's some inspiration in those chickens. One of them carries a name of resilience and fortitude and beating the odds. That hen's name is Rocky.Even if it will be a long time, probably far too long, before real life returns to normal, and homes are rebuilt or re-established, pieces of a normal existence surfaced. Students returned to school Tuesday, even with portable toilets in the Evans schools. Some of the students who used the fancy trailers alongside the plastic potties seemed to be taken with them."One little boy was so excited that he asked me if we could keep it all year," said Principal Anthony Asmus.The first signs surfaced Monday, in Greeley's Recreation Center, a shelter where the most discombobulated wonder what they will do next. The word spread that morning of a 5-year-old girl's special day. McRoberts found some donated cupcakes, lit some candles, and 120 people gathered at lunch to sing "Happy Birthday."The party celebrated a birth. Tempo, tempo, tempo.Some assembly is required. Playbook, on the other hand, is not.Don't think it's that simple? Ask A&M wide receiver Malcome Kennedy."We got it [installed] in, I promise you, about three or four days," he said.The "godfather" of the Air Raid offense, Hal Mumme, will be on the sidelines Saturday when A&M takes on SMU. While the Aggies' high-powered offense is on the field, he'll be looking at an incarnation of his baby at maybe its finest.A&M isn't the only team running Mumme's Air Raid offense. What started with Mumme and his offensive coordinator Mike Leach at Iowa Wesleyan has spread like wildfire across the country -- at both the high school and college level. Turn on a West Virginia game, Air Raid. Turn on a Cal game, Air Raid. Turn on a Texas Tech game, Air Raid. Turn on a UCLA game, Air Raid.During A&M's game against Louisiana Tech in 2012 -- both schools coached by Air Raid disciples -- a graphic popped up on the screen showing the roots of the once-rare offense."Hal Mumme is kind of the founding father," said Kelly Stouffer, the game's color analyst. "What these guys do permeates [to] what you see in college football on a Saturday anywhere in the country."Mumme doesn't mind that coaches across the country are borrowing his principles for the spread offense, though."When people copy you," Mumme said, "it's the highest form of flattery."Want proof that folks have copied Mumme? In the first 100 or so years of college football, only 10 players passed for 10,000 yards and 100 touchdowns during their careers. In the past 15 years, 49 have done it.The spreadThough Mumme and Leach successfully ran the offense during stints at Iowa Wesleyan and Valdosta State, it took them pulling off the seemingly impossible -- a prolific passing offense -- in the run-heavy Southeastern Conference for the rest of the country to take notice. During Mumme's tenure at Kentucky, the Wildcats set multiple SEC and national passing records and went to two consecutive bowl games -- something the Wildcats hadn't done in over a decade."People thought we were crazy," Mumme remembered.Crazy as they may have been, other coaches saw the style and wanted to emulate it -- one of them was Kevin Sumlin, who was an assistant at Minnesota at the time.They would meet once a year and it was invitation only. The meetings included coaches like Sonny Dykes, Dana Holgorsen, Noel Mazzone and, of course, Leach."There was an internal cult of crazy coaches who didn't line up in the I-formation and run into each other," Sumlin said.When Leach became the head coach at Texas Tech, the country took notice as his quarterbacks racked up NCAA passing records annually and the Red Raiders saw success their program had never experienced.From there, staff members Art Briles and Holgorsen moved on, taking the offense with them. One of Leach's quarterbacks, Kliff Kingsbury, did the same, and the Air Raid family tree continued sprouting new limbs.An offense that was once called crazy is now the cool thing. Mumme isn't surprised that his scheme has caught on in a big way -- it's more enjoyable for the players and fans than just banging out of the I-formation or wishbone on every down."It's fun for the players to play [in] and fun for the fans to watch," Mumme said. "It's the 21st century. It's the offense you run this century. You move fast and players grow up playing video games, and it's not as hard to teach it because they know so much about the game coming to you as high school players."The ideologyThe principles of the offense are rather basic -- spread out the field with receivers, simplify the offense and go, go, go."You just teach this series of plays and do them as fast as you can and rep out all the fundamentals," Mumme said. "You do it so much that throughout the course of the season, you just out-rep defenses that have only three or four days to prepare."Sumlin echoed that sentiment last season when he talked about the simplicity of his scheme."We're better off having 11 guys knowing what to do on offense and the guys we're playing against knowing what we're going to do than having two or three guys [on offense] knowing exactly what we're going to do and it being real fancy or complicated," he said.So too did his then-offensive迷你倉coordinator, and current Texas Tech head coach, Kingsbury."It's a belief that if you can get them to play faster and not think as much and let them use their natural abilities the best they can, then you're going to have a better product," Kingsbury said.The reasoning behind the simplification is that you cut a guy's reps in practice in half if he has to practice a route from opposite sides of the field, and the quarterback has to learn to throw it to him on both sides. So instead, there aren't too many concepts in the offense, and as a result, there isn't as much thinking once the ball is snapped -- except by the players on the defensive side.The route trees, over the years, have stayed relatively similar. Some coaches opt to be more vertical out of the Air Raid. Some coaches, such as Leach, have stuck with the horizontal style of the passing game -- using the famed "mesh" route much more often.Holgorsen opted to go more vertical with the passing game when he was Sumlin's offensive coordinator at Houston during 2008-09. He also utilized the running game more often than others because he had capable offensive linemen and running backs.A&M's version is very similar to what Holgorsen's iteration, as co-offensive coordinator Jake Spavital coached under Holgorsen at Houston and West Virginia.According to SmartFootball.com, A&M employs a more vertical passing game. With its receivers bursting up the field at the snap, it becomes more difficult for the defense to read the patterns once they get going.But just because the Air Raid has an affinity for the passing game, that doesn't mean A&M hasn't given up on the run game. Kingsbury said when he got to A&M he was going to do whatever it took to score points.When the defense stacks the box or gives the Aggies numbers, they throw the ball. "We talk about system quarterbacks, every player has to play with the sword you're handed. We used to say that the offense is a tool. Manziel can swing anybody's sword but the one he's got at A&M is the best fit for him because it allows him to make so many plays."The legacyHere's something to think about. Without Mumme, Manziel may be taking snaps from under center and handing the ball off play-after-play out of the wishbone.Spread offenses, and extreme versions of it like the Air Raid, aren't going anywhere. He wouldn't go into too many details about its exact principles, but he did say he thinks it could be the next chapter in the evolution of the offense he ushered in during the late '80s."It's going to be kind of an updated version," he said. "There are so many people doing it, you have to stay ahead of the curve."As for Sumlin, his offense has been ranked in the top three in total offense four of his last five seasons. A&M is averaging 609.3 yards per game, good for third in college football. 從今年10月1日起,迷你倉市民翹首以盼的《旅遊法》將正式施行,《旅遊法》實施的影響絕非是表面上所看到的旅遊產品全線漲價,更深遠的影響則是促使旅行社調整產品結構,規範旅遊市場,對消費者來說,旅遊消費權益保護首次上升到法律層面,大家終於可以人在旅途,有法可依了!從今天起,本報將聯合成都兩級法院、四川迪泰律師事務所連續推出《旅遊法》的深度解讀系列報道,以案例、條款、解讀的形式告訴大家新法的出台將帶給我們的變化,以及作為旅遊經營者、旅遊者本身將有什麼樣的義務。案例1旅遊中出事故地接社、組團社二選一起訴成都市民劉某等34人報名參加“旅行社二”組織的海螺溝三日游,途中發生車禍,導致劉某等4人重傷。在索賠過程中,劉某的家屬發現,帶團出游的實際上是另一家旅行社——“旅行社一”。隨後,劉某家屬將兩家旅行社都告到了武侯法院。他們認為,“旅行社二”在未經劉某本人同意的情況下,違規將其轉團給“旅行社一”,“旅行社一”又違規調用不具備旅遊營運資格的車輛運載旅客,導致了車禍。請法院判令兩家旅行社共同賠償各項損失近150萬元。在法庭上,“旅行社一”辯稱,自己沒有與劉某簽訂旅遊合同,不是案件的適格主體。“旅行社二”則表示,自己與劉某等遊客簽訂旅遊合同是事實,但合同簽訂後,“旅行社二”即將該旅遊團全部轉給了“旅行社一”,並與“旅行社一”簽訂了散客拼團旅遊協議書。【條款】《旅遊法》第七十一條:由於地接社、履行輔助人的原因導致違約的,由組團社承擔責任;組團社承擔責任後可以向地接社、履行輔助人追償。由於地接社、履行輔助人的原因造成旅遊者人身損害、財產損失的,旅遊者可以要求地接社、履行輔助人承擔賠償責任,也可以要求組團社承擔賠償責任;組團社承擔責任後可以向地接社、履行輔助人追償。但是,由於公共交通經營者的原因造成旅遊者人身損害、財產損失的,由公共交通經營者依法承擔賠償責任,旅行社應當協助旅遊者向公共交通經營者索賠。(注:這裡所謂的履行輔助人包括酒店、旅館等)【解讀】上述案件中,武侯法院經過審理後認為,“旅行社一”作為旅遊合同的實際履行人,應當承擔事故的賠償責任;“旅行社二”未經遊客同意轉團給“旅行社一”,也存在過錯,由於“旅行社一”沒有按約為遊客提供符合規定的車輛,造成遊客不能得到應有賠付,因此,“旅行社一”也應當承擔因此造成的過錯責任。法院判決:“旅行社一”和“旅行社二”賠償劉某家屬各項費用共計319627元。四川迪泰律師事務所李耀輝律師表示,遊客投訴難、索賠難一直是旅遊活動中最為社會公�詬病的問題。當旅遊者在旅遊途中與旅行社發生糾紛,或者發生人身、財產損害,要求賠償時,旅行社往往以各種理由推諉、拒絕。“《旅遊法》施行後,旅途中的違約或者造成人身財產傷害的,法律有了更明確的規定,遊客既可以向地接社要求承擔責任,也可以要求組團社承擔責任。二選一,而不用兩家一起告了。另外,《旅遊法》明確規定,政府應當設立統一的旅遊投訴受理機構,接到投訴後,應當及時進行處理或者移交有關部門處理。案例2乘坐航空公司免費大巴 出車禍航空公司賠償家住江蘇省常熟市的沈女士購買了某航空公司2011年4月3日從成都飛往無錫的航班機票。按照該航空公司的規定,購買該公司的機票,旅客可以預約航空公司提供的免費車從成都市二環路以內接送至雙流機場。誰料4月3日當天,沈女士乘坐的免費車行駛至人民南路時與另一車輛發生交通事故,導致沈女士受傷送院治療。2012年11月14日,沈女士在出院後經華西法醫學鑒定中心鑒定為面部多處瘢痕形成屬七級傷殘,右鎖骨骨折屬十級傷殘。該起交通事故經交管部門認定,航空公司免費車的駕駛員應承擔主要責任。沈女士及其家屬曾和該航空公司就賠償問題進行交涉,但一直未能得到滿意答複。今年4月,沈女士將該航空公司訴至法院,要求其賠償醫療費、誤工費、殘疾賠償金等共計62萬余元。雙流法院審理後認為,航空公司提供的接送車輛雖然是免費的,但它服務的對象是乘坐該航空公司航班的旅客,是航空公司為了擴大市場份額、提升服務品質等原因而自願為自己單方面附加的義務,根據《中華人民共和國合同法》第三百零二條之規定,不管乘客是有償乘車還是免費搭車,承運人都有將乘客安全送達目的地的法定義務,如果承運人履行該義務有瑕疵致使乘客受傷,承運人就要承擔相應的損害賠償責任。最終法院判決,被告航空公司賠償沈女士醫療費、誤工費、殘疾賠償金等共計42萬余元。該案目前已經生效。【條款】《旅遊法》第七十一條:由於公共交通經營者的原因造成旅遊者人身損害、財產損失的,由公共交通經營者依法承擔賠償責任,旅行社應當協助旅遊者向公共交通經營者索賠。【解讀】律師李耀輝表示,《旅遊法》的一大特點就是將旅遊者的身份進行了定義,廣義的出行人都是旅遊者,因此案件中出差回家的沈女士也是一個旅遊者。《旅遊法》施行前,法院按照《中華人民共和國合同法》第三百零二條規定:承運人應當對運輸過程中儲存客的傷亡承擔損害賠償責任,但傷亡是旅客自身健康原因造成的或者承運人證明傷亡是旅客故意、重大過失造成的除外。前款規定適用于按照規定免費、持優待票或者經承運人許可搭乘的無票旅客,進行了判決。《旅遊法》施行後,旅遊者如果乘坐航空公司的免費車出了意外事故,航空公司將依法承擔責任。案例3“零負團費,零容忍” 強制購物可請旅行社退費“888元三亞五日游,只有4個購物點,絕不強迫消費。”面對誘人的廣告,成都市民何女士和母親一起報名並與旅行社簽訂了合同。然而,飛機剛抵達三亞後,旅行團將人先拉到了購物點,參觀珍珠店、咖啡農場、觀看茶道表演、品海鮮大餐,帶著去購買旅遊紀念品和食品,兩天下來,除了帶著去海邊逛了一圈,一個景點也沒有去,何女士卻購買了一大包旅遊特產。“細數了一下,我們去的購物點、參觀點已經多達9處,根本不是4處,整趟三亞游成了購物游。另外,吃住都很差。這趟行程看似便宜,加上購物成本,算下來也是人均5000元以上了。”【條款】《旅遊法》第三十五條:旅行社不得以不合理的低價組織旅遊活動,誘騙旅遊者,並通過安排購物或者另行付費旅遊項目獲取回扣等不正當利益。旅行社組織、接待旅遊者,不得指定具體購物場所,不得安排另行付費旅遊項目。但是,經雙方協商一致或者旅遊者要求,且不影響其他旅遊者行程安排的除外。發生違反前兩款規定情形的,旅遊者有權在旅遊行程結束後三十日內,要求旅行社為其辦理退貨並先行墊付退貨貨款,或者退還另行付費旅遊項目的費用。【解讀】律師李耀輝表示,在旅遊市場競爭中,部分旅行社為了獲取經濟利益而在招徠遊客時推出了低於產品成本的價格,不但擾亂了旅遊市場的經營秩序,而且還帶來了旅遊服務質量的問題,出現了旅行中擅自增加購物、強迫或變相強迫遊客自費等違規行為,導致遊客旅遊質量不高,怨聲載道。“‘零負團費’不僅擾亂了正常的旅遊市場秩序,而且旅行社以低價攬客後大肆宰客,嚴重侵害了旅遊者的合法權益。對待‘零負團費’,《旅遊法》採取了‘零容忍’的態度,明確了低價招徠,然後通過強迫購物等不恰當途徑獲取利益的經營行為是非法的,同時規定了旅遊者的維權方法。這一點可以說是標本兼治。”李耀輝表示,值得注意的是,該條款中規定了“經雙方協商一致或者旅遊者要求,且不影響其他旅遊者行程安排的除外”,這說明《旅遊法》也靈活地考慮到了旅遊者自身購物以及參加自費項目的要求,只要旅遊者同意,旅行社不違法。案例4旅遊者在酒店受傷 可以要求旅行社賠償2010年5月,年逾60歲的老蘇報名參加了成都某旅行社組織的南京、黃山、無錫“夕陽紅之旅”。到達黃山後,老蘇被旅行社安排入住到當地的一家快捷酒店。在去酒店吧台倒水時,因地面濕滑不慎摔傷,後被送往醫院救治。經鑒定,老蘇傷情屬九級傷殘。2011年9月份,老蘇以旅行社和酒店侵犯其生命權、健康權、身體權為由,將旅行社和酒店作為共同被告起訴至成都錦江區人民法院,要求承擔連帶賠償責任,賠償醫療費、精神損失費等共計22萬余元。【條款】《旅遊法》第七十一條:由於地接社、履行輔助人的原因造成旅遊者人身損害、財產損失的,旅遊者可以要求地接社、履行輔助人承擔賠償責任,也可以要求組團社承擔賠償責任;組團社承擔責任後可以向地接社、履行輔助人追償。(注:這裡所謂的履行輔助人包括酒店、旅館等)【解讀】律師李耀輝表示,法律規定,因旅遊輔助服務者的原因造成旅遊者人身損害、財產損失,旅遊者選擇請求旅遊輔助服務者承擔侵權責任的,人民法院應予支持。旅遊經營者對旅遊輔助服務者未盡謹慎選擇義務,旅遊者請求旅遊經營者承擔相應補充責任的,人民法院應予支持。《旅遊法》施行後,這方面的規定更加明確,旅遊者根據自己的情況,既可以要求履行輔助人承擔責任,也可以要求組團社承擔賠償責任。事件門票漲價前 先徵求旅遊者意見前段時間,湖南省鳳凰古城景區整體打包收費。今年上半年,峨眉山—樂山大佛景區官網發佈《通知》,稱峨眉山景區門票價格調整為:旺季185元/人次(半價90元/人次),淡季110元/人次(半價55元/人次)。【條款】《旅遊法》第四十三條:利用公共資源建設的景區的門票以及景區內的遊覽場所、交通工具等另行收費項目,實行政府定價或者政府指導價,嚴格控制價格上漲。擬收費或者提高價格的,應當舉行聽證會,徵求旅遊者、經營者和有關方面的意見,論證其必要性、可行性。利用公共資源建設的景區,不得通過增加另行收費項目等方式變相漲價;另行收費項目已收回投資成本的,應當相應降低價格或者取消收費。公益性的城市公園、博物館、紀念館等,除重點文物保護單位和珍貴文物收藏單位外,應當逐步免費開放。【解讀】律師李耀輝表示,價格持續高漲的景區門票著實傷害了旅遊者的出游積極性。“《旅遊法》以嚴格控制價格上漲為基本原則,增加了聽證會這一價格調整程序,對旅遊者來說是個利好的消息。另外,法律也規定了公益性的景點和單位將會逐步免費開放。”本報記者 晨迪迷你倉
