Tarpons remain unbeaten with win over Grulla
Source: Valley Morning Star, Harlingen, TexasSept.mini storage 28--PORT ISABEL -- Grulla was tough enough, prepared enough and talented enough to knock off No. 9 state-ranked Port Isabel.But the Tarpons are the Tarpons, and they showed Friday that nobody in the Valley is going to knock them off without an A-plus performance.Port Isabel (5-0) took every punch Grulla (4-1) fired at it and responded with an even fiercer one to survive the up-and-coming Gators for a 20-7 victory Friday at Tarpon Stadium in Port Isabel."We knew it was going to be a tough football game," said Port Isabel coach Monty Stumbaugh. "We needed some adversity. When things don't go your way you see what kind of character you have. I know these kids have great character and they showed it in the second half."Grulla's offensive speed was as good as advertised and the Gator coaching staff did a great job of utilizing it against the aggressive Port Isabel defense.Running back Robert Camarillo led Grulla's rushing attack with 44 yards on seven carries and quarterback Rey Penablance completed seven passes to five different receivers for 113 yards.The Gators continually attacked the perimeter with a mixed bag of with sweeps and screens to take advantage of that quickness and avoid the Tarpons' beefy front seven.The results were plenty of drives that penetrated into Port Isabel territory, but only one that resulted in points.With their backs against the wall, the Tarpons' vaunted defense turned Grulla away time and time again."(Grulla) definitely had speed, but we saw plenty of that Navarro and Bellville last year in the playoffs," said Port Isabel senior linebacker Esteven Montelongo. "We manned up a lot last year in the playoffs and it definitely helped us out here."Port Isabel built a 10-0 second quarter lead with a 28-yard field goal by Luis Cacho and a 17-yard touchdown pass off play action from Martinez to Miguel Ramirez.The Tarpons likely would have gone into halftime with that cushion had they not gambled by going for it on 4th down and failing to convert at Grulla's 45 with 23 seconds left.On the very next play, Grulla quarterback Rey Penablance hit wide receiver Nathan Salinas on a short hitch route. The play should have only gone for only a few yards, but Salinas shook a tackler and took off down the sideline for a 50 yard gain to set up Penablanca's six-yard touchdown run.It was a huge shift in momentum, but like a true champion is supposed to do, Port Isabel responded.On the second play after halftime, J.J. Gonzalez broke his first long run of the game, a 66-yard scamper. That set up a 10-yard touchdown run by quarterback Isaiah Martinez that put Port Isabel back in control, up 17-7."We just kept positive," Montelongo said. "We can't let little things like that get to us."Coach Stump gave us a good halftime talk and the offense just came out fired up and took everything in the second half."On the ensuing迷你倉possession, Port Isabel turned Grulla away with a missed field goal after the Gators drove all the way inside the Tarpons' five-yard line.From there, Port Isabel used its reliable power-running game to keep Grulla's offense off the field and cement its biggest victory of the season.Port Isabel ended the night with 321 rushing yards on 41 carries."I thought it was a pretty evenly matched game," said Grulla coach Abel Gonzalez. "Time of possession was pretty tough that second half. I think we had about three drives, and that's what they can do. They can slow down the game when they have the lead."Port Isabel right tackle Mark Benavidez missed the game with a burn on his right arm.His absence was obvious early on as Port Isabel had trouble breaking runs to the outside.Tailbacks Jacob Losoya and Gonzalez gained just 14 yards on eight carries in the first half, but Martinez (10 carries 80 yards in first half) and Juan Aguilera (3 carries, 45 first half yards) made up for it by getting the tough stuff up the middle.Martinez finished the night 125 yards on 17 carries. Montreal, a port of call
The Canadian city derives much of its quaint charm from its cultural offerings, which are abundantly provided in accessible venues and friendly environs, Raymond Zhou finds.迷你倉 The best way to discover Montreal is to participate in some of its multitudinous and eclectic festivals. Montreal stands out in North America for many things, among which is the dominance of the French language. This may have something to do with their attitude toward culture. In one word, they take their culture, and also presentations of other cultures, very seriously. And nothing reflects the local love of culture better than the dozen festivals that enliven the city’s mild summers and autumns. The first time I visited Montreal was in the summer of 1986. I took a group of Chinese acrobats to participate in what could have been a circus festival. I don’t recall the name of the event or the venue at which we performed. But I remember we took some of the acts onto the street and attracted a zealous crowd. After all, Montreal is home to the world-renowned Cirque du Soleil, which has always incorporated Chinese acrobats. But what would have been a routine technical showoff by the Chinese at home, when choreographed and arranged by Montreal-based talent, often takes on an artistic gloss. For the past two years, I have been going to the second largest Canadian city for its film festivals that run from late August through early September. This legacy was founded in 1977 by Serge Losique when the Venice Film Festival was in suspension. Losique was instrumental in discovering China’s Fifth Generation of directors when it was emerging from the mid-1980s State-owned production nebula. He showcased movies like Yellow Earth, raising their exposure to an international audience. Most of the 400-plus films screened at the festival annually, hailing from across the world, serve more as windows for local film enthusiasts, who are extremely cosmopolitan and knowledgeable. There are people who take vacations from work just to attend multiple screenings. The Cinema Imperial, one of the designated venues, often has a long line of moviegoers waiting outside its entrance before each film. And the question-and-answer session after a screening is often so lively it has to move to the corridor to make room for the next screening. Audiences span the full age gamut, with the retired and the youth comprising the major components of participation. Even if you don’t have a budget for tickets, you can still go to the retrospective of prominent Quebecois films from the past year, which is free of charge. Also free is the nightly open-air screening that reminds me of China’s rural film showings of olden times. There is a flow of shared emotions, from the screen to the audience and among the audience members, which is palpable but beyond description. This screening takes place at the center of the entertainment district, called Quartier des Spectacles in French. Within a 1-square-kilometer area are 30 performance halls and 130 cultural organizations. There are seasons for the opera and the ballet, which are expected. On top of that, there are comedy festivals, called Just for Laughs, and all kinds of music and dance, ranging from jazz to heavy metal, from African rhythms to tango dance, from Caribbean carnival to dragon boat racing. When you get tired of watching performing artists in Quartier des Spectacles, you can ramble down the street and end up in Quartier Latin (Latin Quarters) where street-side cafes offer great views for people-watching. Many of the festivals take place 文件倉ere as well, including a multiplex for the film festival where you can literally engage in cinema hopping from one hall to another in search of your dream movie. If you feel out of place in this chic bohemian enclave, you can elbow through the crowd in Le Vieux-Montreal (Old Montreal). Here, cobblestone streets are dotted with street entertainers and sketch artists who would draw your likeness in a couple of minutes, or in the style of a celebrity. The streets are lined with fine French dining establishments, with subdued traditional decor and quality food and wine one would normally associate with Paris. Well, Montreal is the largest French-speaking city outside of France with a total of 3 million people living in the metropolitan region. Another thing I like about Montreal is a downtown that’s within easy walking distance. After tasting some great French cuisine at Old Montreal, you could saunter across a narrow street to the Old Port, where you can gaze up at the Clock Tower or relax on the sandy beach. Yes, there is an urban beach by the St. Lawrence River, where there is live entertainment in the early evening — classical music for Sunday and pop, jazz or electronica for the rest of the week — and sometimes fireworks at night. One day, I walked all the way up into Mount Royal Park, through McGill University. There were lots of people who rode bicycles up the hill. The footpath cuts through the trails up to the Kondiaronk Belvedere, a magnificent vista point that overlooks downtown Montreal. A phalanx of spectators stood at the balcony, snapping pictures. The platform also housed a piano. Those who got tired watching the view could sit down and listen to the pianist. Montreal is a great city for cyclists. It has a network of bicycle lanes, and you can rent a bike from one of 405 stations. Called BIXI, a blend of the words “bicycle” and “taxi”, the service is a local innovation whose popularity has helped it spread to cities on three continents. Special bike lanes lace Sainte-Helene and Notre-Dame Islands, two small islets in the middle of the river. Some bike lanes resemble an auto-racing circuit. So, you can ride as fast as you want. Speaking of the islands, they were the sites of the 1967 World Fair. Many of the structures have been preserved — for instance, the US pavilion has been converted into Environment Canada’s Biosphere, a premier venue for raising public awareness on air pollution, climate change and sustainable development. Plaques commemorate the locations where the original buildings no longer stand. Montreal also hosted the 1976 Olympics, and the stadium is now a tourist attraction. You can ride a cable car up to the observatory, which is the world’s tallest inclined tower. I guess it was designed by an artist. There are many things in Montreal you’ll notice that are unique in subtle ways, as if local people do not have patience for conformity but want to imprint their city with a touch of personality. That little something makes you linger while walking down the street or through a park. The debate on the merits of tuition has surfaced yet again.儲存 All I can say is tutors saved my lifeMany, many moons ago when I took my O-level exam, I scored a B3 for Chinese as a second language.In today's super-achieving world, that's just a so-so grade.But to me, it was a miracle.I had struggled with Chinese all my school life, barely passing it at each exam.Around the time I took my O levels, the government decreed that students would need to pass their second language to enter junior college.It was the worst possible news for me, and my Secondary 4 year was one of fear and dread.If I couldn't get to junior college, it meant I couldn't get to university, and if I couldn't get to university, what hope did I have in life, I thought. My parents didn't have the funds to send me abroad to study.My future hinged on passing Chinese.I'm not exaggerating when I say it was only in recent years that I stopped having nightmares (yes, literally nightmares) about failing the subject, even though I took the exam decades ago.I've always struggled with Chinese. Maybe I'm what is today described as dyslexic in Chinese (although a part of me wonders if such a condition really exists or do I just need to work harder at the language), but the script simply confounded and still confounds me. I find it a struggle to tell the words apart, or remember how to pronounce or write them.My command of Mandarin was also very poor, and as I came from an English- and Teochew-speaking home, I got no help there.The only reason I not only passed Chinese but got a decent grade too was because of tuition.Starting from primary school, I had a string of tuition teachers.The first was an elegant Taiwanese woman who'd married a Singaporean and settled here. She was nicely plump, wore her hair in a high, glossy bun and drove a car. Every time she dropped by to tutor us, it felt a bit like an occasion.When my siblings and I said we were bored with Chinese, she got us ink, brushes and rice paper and taught us calligraphy.Another tutor was a pretty, fine-featured girl who bit her nails. She must have been in her early 20s then. She later married a wealthy businessman whom my father introduced her to. We were happy for her.There were two or three other tutors after that. My least favourite was a stocky, unsmiling man who wore thick black-rimmed glasses and smelt of cigarettes and sweat. I made it plain that I disliked Chinese tuition - and him. He must have detested me too.The tutor in my O levels year was a bespectacled young man who came to my house every Saturday. Unlike some of the others before him, he had an easy-going manner. I liked him.Tuition was not pleasant - my attention strayed and I was both bored yet stressed out - but I didn't hate it.Under his gentle cajoling, I managed to memorise a couple of essays and, with several months of cramming under my belt, sat the exams.I was shocked by my result - as was my Chinese language teacher in school. I stmini storagell remember her look of astonishment when I showed her my result slip.She wasn't a bad teacher, but what she taught, and the way she did it, did not meet the needs of a Chinese language dunce like me. I required more attention, more explanation and more encouragement. My tuition teacher gave me that.I made it to JC and had to cross yet another hurdle to get to university - I had to pass Chinese again.I continued with the tuition. This time, I wasn't as diligent and had a D7. It was considered a pass and good enough to gain university admission. I was happy to say goodbye to the subject forever.Ironically when I was in my 30s, I had a renewed interest in Chinese and got a young woman from China to tutor me. We went through Chinese song lyrics and newspaper articles. I enjoyed the sessions but dropped out after a few months because I was busy.Chinese wasn't the only subject I needed extra help in at school.Additional Maths was the other. I was tutored by an uncle and a cousin who were very kind, patient and generous with their time. I got decent grades for the subject at O and A levels.Every few years, a debate on the merits and demerits of tuition will surface, and Singapore is in the midst of yet another round.This time, it's about Senior Minister of State for Education Indranee Rajah's remark in Parliament that "our education system is run on the basis that tuition is not necessary".While I've no doubt that that's the aim of the Education Ministry, the reality is Singapore is a tuition nation - and it's not necessarily the ministry's fault either.Tuition would be unnecessary if parents - and students - are content with kids getting grades based on their natural ability. So, if your child is super smart, he'll get As, and if he's not bright, expect Ds, Es and Fs.If we live in a society where low grades are tolerated, then, yes, who needs tuition?But we don't. The reality - not just in Singapore but practically everywhere - is grades can make or break your future, hence the race to get better ones.And while the school system here does a good job of catering to kids of all abilities, there will always be those who will seek extra help outside.Why risk not having tuition for your child especially when you can afford it? It's an investment in his future.Tuition is no guarantee that your grades will improve. But when it's done well, and when the student is willing to be tutored, it can do wonders, like it did for me.My O-levels Chinese tutor gave me his full attention, understood what I was weak in, and customised a method to help me pass. And because it was just me and him, I felt free to admit what was confusing me without fear of being laughed at by classmates better at the subject.This current round of debate will fizzle out sooner or later, and tuition will remain a fixture on the Singapore school scene.I'm not sure that's a bad thing.All my tutors helped me a lot, and I remain ever grateful to them.sumiko@sph.com.sgself storage

南都訊 記者薛冰妮 通訊員任宣 用不合格水泥最高罰50萬元,儲存住宅建設工程要分戶驗收合格後,才能進行工程竣工驗收……近日,廣東省第十二屆人大常委會第4次會議表決通過了新修訂的《廣東省安全生產條例》、《廣東省建設工程質量管理條例》,兩項條例分別將于明年元旦以及明年3月1日起實施。《廣東省建設工程質量管理條例》近年來,樓歪歪樓脆脆引發各方對建築工程質量關注。《廣東省建設工程質量管理條例》為1996年以來的首次修訂,將從2014年3月1日起實行。對於當下工程分包,質量得不到保證的情況,該條例規定,建設單位不得肢解發包工程,勘察單位、設計單位、施工單位不得轉包或者違法分包所承攬的工程。條例還規定,建設工程應當先勘察,後設計,再施工的原則,禁止邊勘察、邊設計、邊施工。圖紙變更要重新審查條例規定,施工圖設計文件中涉及公共安全、公共利益和工程建設強制性標準的內容發生變更的,應當重新送施工圖設計文件給審查單位或者依法按有關規定審查,經審查合格後方可用于工程施工。此外,條例規定對因建設工程質量違法作出的行政處罰決定的有關信息予以公開。建設工程須分階段、分戶驗收更重要的是此次修訂將實踐中很多好的做法上升為條例規定。該條例第二十三條規定,建設工程實行竣工驗收制度。建設工程應當分階段進行工程質量驗收,未經階段驗收或者階段驗收不合格的,不得進入下一階段施工和竣工驗收。對於老百姓最關心的住宅工程質量保障問題,該條例相比現行條例增加了規定,規定住宅建設工程,應當在竣工驗收前按照規定組織質量分戶驗收。mini storage宅建設工程質量分戶驗收合格後,方可進行工程竣工驗收。使用不合格水泥最高罰50萬元此外,對於現實生活中存在的水泥不合格的問題,該條例規定,採購、使用不合格的商品混凝土、混凝土預製構件的,處20萬元以上50萬元以下罰款。《廣東省安全生產條例》而新出台的《廣東省安全生產條例》規定,工人有權拒絕違章指揮和強令冒險作業,發現直接危及人身安全緊急情況時,有權停止作業或者採取可能的應急措施後撤離作業場所。近年來生產安全事故屢見不鮮,釀成諸多悲劇。此前就有代表提出應制定本省的安全生態條例。《廣東省安全生產條例》的修訂是省十二屆人大常委會的第一個立法項目,該條例的出爐經歷了立法公開、立法論證、立法評估等新的立法工作規定環節。該條例自2014年1月1日起實行。工人有權拒絕冒險作業該條例規定,生產經營單位從業人員依法享受工傷保險待遇,對本單位安全生產工作提出建議,對存在的問題提出批評、檢舉和控告。更重要的是,從業人員有權拒絕違章指揮和強令冒險作業,發現直接危及人身安全緊急情況時,有權停止作業或者採取可能的應急措施後撤離作業場所。人貨要保持安全距離針對現實生活中存在的宿舍與生產場地距離近,甚至人貨同居的情況,該條例還規定,生產經營單位應當確保生產、經營、儲存、使用危險物品的車間、商店、倉庫與人員宿舍不在同一座建築物內,並與人員宿舍保持符合國家標準規定的安全距離。生產經營單位違反該規定,生產經營場所或者宿舍不符合相關要求的,責令限期改正;逾期未改正的,責令停產停業;構成犯罪的,依法追究刑事責任。self storage

今年「十.一」假 預計4.3億人次出行

How health care consumers can make informed decisions
Source: St.儲存 Louis Post-DispatchSept. 28--Regardless of how you personally view the overall merits, regulatory strictures or societal costs of the Affordable Care Act, embedded in the new health care law are key elements that can help make you a more knowledgeable, independent and powerful health care consumer.Let's face it, purchasing health care services can be among life's most financially risky and frustrating endeavors.Often, consumers have no idea of the ultimate price they will pay for a particular medical test, procedure or course of therapy. Many hospitals and physicians' groups are reluctant to provide written estimates of expected charges in part because every person's body is different and an individual may need more medical attention than anticipated.Traditionally, it's also been tough to assess a hospital's quality of care. Most people rely heavily on a personal or familial sense of loyalty to one institution or another, or a community's general word-of-mouth about these providers.And typically, the "This is not a bill" statements produced by health insurers are so complicated that they may cloud the true costs of medical services for the patient and his or her "payer," whether that's an employer-sponsored health plan, a policy purchased on the open market, or a government program such as Medicare.But among its myriad provisions, the health care law requires health providers to operate with far greater transparency than ever before. Hospitals must file periodic reports to the government on a variety of "objective measures," from an institution's mortality (death) rates to patient satisfaction surveys.To help level the playing field, federal health officials are providing consumers with specific data that track the performance of health providers.The goal is for consumers to take greater responsibility for their health care and make more informed decisions.And the government also has begun sharing with the public information about the charges of various medical procedures at hospitals, whether it involves the cost of knee surgery or a pacemaker.Those charges are based on reimbursement claims filed by these hospitals for services rendered in the federal Medicare program for individuals ages 66 and above. Hospitals may use these charges as a starting point in their negotiations with self-pay patients. Even the Medicare system is unlikely to pay the full rate.This publicly reported data is now available online.On the "Hospital Compare" website, consumers can compare the track records of hospitals and outpatient centers on a brself storagead array of measures. The website -- .hospitalcompare.hhs.gov -- is sponsored by the Centers for Medicare & Medicaid Services. The site began several years ago, but the new health care law has helped kick these transparency efforts into high gear.Using this consumer-oriented website, you can now look up all the hospitals in the St. Louis area by entering a ZIP code on Hospital Compare, and then choose the institutions you wish to directly compare. Or, you can simply look up specific hospitals.One quick measure of hospital performance is the patient satisfaction survey. These surveys -- conducted by independent third parties and designed to assess how consumers perceive an institution -- include everything from a hospital's cleanliness to the loudness of hospital rooms at night and the communication skills of doctors and nurses in explaining to patients their diagnosis and treatments.Another important point of comparison is the hospitals' performance measures data for 30-day mortality rates for heart attack, heart failure and pneumonia. Generally, hospitals are rated by federal health officials on whether they meet, surpass or fall below state and national standards.Similarly, a hospital's "readmission rate" for heart attack, heart failure and pneumonia is one measure of how well an institution fixes a patient's medical problem. A hospital that has a comparatively high rate of readmitting patients within 30 days of discharge may indicate high rates of complications, a failure to provide adequate discharge instructions to patients or inadequate follow-up care for patients.Hospital Compare tracks hospitals' rates of serious complications related to particular surgeries, including risky infections that can slow the healing process or cause serious bodily injury or death.The website also has information on hospital emergency rooms, including the average time it takes for a patient to be seen by a health professional.And it compares outpatient facilities' use of medical imagery such as mammograms. Centers with unusually high rates of medical imaging for certain procedures may put their patients at risk of radiation damage.Earlier this year, federal health officials began making public the data they collected on hospital charges for various medical procedures.
