Highway lobbying takes new direction
Source: The Tribune-Democrat, Johnstown, Pa. Sept. 30--SOMERSET -- Groups varying from advocates of an improved Route 219 at the county level to those fighting for a limited access four-lane from Canada to Miami hope to capitalize on a high-tech approach the state is using to gather public input. In a campaign started by Meg Lauerman, executive director of Continential One, anyone interested in seeing an improved north-south highway is being asked to go to PennDOT's website to urge action. It's an approach being promoted by Somerset County Commissioner John Vatavuk,Of primary interest is the7-mile stretch from Meyersdale to the Pennsylvania-Maryland state line and Route 68."We're asking folks to let the governor know what we all see, that this section of Route 219 needs to be completed for the safety of the motorists and economic development of western Pennsylvania," Lauerman said in a telephone interview from her Buffalo, N.Y., office."They're (PennDOT) asking what is important to us and we want everyone to let them know," she said.Residents have until Oct. 7 to provide input to state officials as PennDOT develops an update to the long-range plan which determines what highways and bridge projects are addressed over the next several years."The residents can provide input by the website, over the phone or on paper," said Erin Waters-Trasatt, PennDOT spokeswoman in Harrisburg. The state wants to hear from people regarding any safety concern or what they think is a needed improvement, she said."It can be, 'we need a stop sign here, or we need a bike path here,' " Waters-Trasatt said. "This really lets you zoom in because people know what's in front of their house rather than someone20 miles away."Vatavuk has passed the website information on to everyone he can think of in the hopes of getting PennDOT's attention."I think it's a great thing," he said of the opportunity. "We thought if there's enough of a public outcry, we can maybe accomplish the same thing we accomplished the last time."The Somerset to Meyersdale stretch of highway was in the works for years, but came to a halt in 2005 when the federal government determined that toll credits could not be used to pay the state's20 percent share of the project.Toll credits were a longtime system used to allow states to earn credits for highway improvements made without federal help. In Pennsylvania, toll credits were earned through improvements to the turnpike.Through years of pressure, largely by Vatavuk and others from Somerset County, the federal law was changed to allow 100 percent of the project to be funded with Appalachian Highway funds. But the change included a clause eliminating 文件倉he special highway fund, which was set aside nearly 50 years ago to benefit the 13 states along the Appalachian range. While Pennsylvania still has about $300 million in the fund, about half has been targeted for a project to the east, county officials said.Maryland has targeted funding to complete the link to the Pennsylvania line, but money for the final leg in Pennsylvania is not available, state officials have said. The push to get the project onPennDOT's 12-year plan comes as work is getting underway on construction of an 11 mile four-lane limited access Route 219 from Somerset to Meyersdale. The work, expected to cost $305 million, being paid for with the federal Appalachian funds, will be completed in three phases with the new route to be open to traffic by 2018.Notice to prime contractor Joseph B. Fay, Co., of Tarentum was given byPennDOT for the first phase earlier this month and some initial work has already begun, said District 9 press officer Tara Callahan-Henry."The project is in construction," Callahan-Henry said. "Most people can't see it. The work isn't on the (current) 219 route, it isn't impacting traffic."A partnering meeting held Thursday involved designers of the highway, consultants and the contractor to iron out any last minute questions.Similar meetings likely will be held throughout the first phase, which involves site preparation for eventual paving of the route, she said."The contractor is still mobilizing, moving equipment in, water testing, construction of sedimentation basin," Callihan-Henry said.Work is now underway in Summit, Brothersvalley, Black and Somerset townships. Specifically, the areas of current work are Fogeltown Road between Golf Course Road and Crossroad School Road."When complete, the project will complete the northern end of the Meyersdale Bypass in Summit Township to the southern end of the existing U.S. 219 four-lane in Somerset Township," she said.Along with earthwork, this first phase will include construction of bridges.Bids for the two additional phases will be sought over the next few years. To be heardTo participate in PennDOT's online 12-year plan:--Go to penndotstc. metroquest.com--Select "prioritize" (orange tab) then under suggest another priority insert complete Route 219 as four-lane.--Go to teal tab under under "other choices" and insert highway needed at major intersections.Kathy Mellott covers transportation issues for The Tribune-Democrat. Is this man the king of funds
Source: Daily Mail, LondonSept. 28--He is probably the UK's most influential fund manager, but curious investors who log on to Invesco Perpetual's website to look up Neil Woodford will struggle to find him.His online biography simply reads: 'head of equities' and 'based in Henley-on-Thames'.But follow the links through to his investment fund sheets, and clues to his power begin to emerge. Two funds ? Income and High Income ? that he runs on behalf of retail investors are together worth a staggering pounds sterling 23.9bn. That's on top of another five funds he also manages or co-manages.The mountains of cash entrusted to him by hundreds of thousands of faithful followers mean he holds enormous sway at those companies in which he invests. These include Centrica, where Invesco has a 5pc holding. His funds also holds major stakes in GlaxoSmithKline, BT and BAE Systems. But he continues to favour a very low profile. He often prefers to share market insights directly with his fund backers instead, via monthly bulletins. So any major public statement tends to turn heads, and none more so than this week's outburst at Ed Miliband.During his conference speech, the Labour leader promised to freeze gas prices for two nearly years from May 2015 if he wins the next election. Centrica's share price tumbled by 5pc.Woodford's anger boiled over at what he termed 'economic vandalism'.And he has stuck himini storage neck out before on his beliefs, with huge ramifications for investors. In the 1990s, as the mania for technology, media and telecoms stocks blew into a major bubble, he turned his back on the froth. He backed companies in industry sectors shunned by others, such as cigarette manufacturers. For a time his funds' performance lagged. Then the bubble burst, and Woodford's bets on more traditional industries paying dividends paid off handsomely. However, his two flagship funds are putting in a very mediocre performance today. Out of 88 funds over the past 12 months, his two are ranked 47th and 50th according to Morningstar ? hardly the kind of performance to write home about. The real winners are those who invested ten years ago. While the average UK Equity Income fund has risen by 129pc, both Woodford's funds have rocketed by 210pc.Financial advisers who recommend his funds to investors remain wedded to his skills.Ben Yearsley, head of investment research at stockbroker Charles Stanley Direct, says: 'Investors have been questioning whether Woodford can carry on his stellar performance due to the amount of money he manages for about a decade now, but the amount he manages carries on increasing and the performance is still excellent.'Copyright: ___ (c)2013 Daily Mail (London, ) Visit the Daily Mail (London, ) at .dailymail.co.uk/home/index.html Distributed by MCT Information Services儲存

Scoring a hit with composers
Online platform Windphony helps music composers to distribute or sell their sheet music. JASLENE PANG reportsTAN Siow Wee was an applications engineer for eight years before he made the leap to set up his own firm, an online platform that distributes sheet music for original compositions. He got the idea for Windphony when he saw that people were slowly but surely accepting eBooks. If people could ditch hard-copy books for their electronic versions, wouldn't they do the same for sheet music, he asked himself. His then-employer, when told about his idea, was supportive and wanted him to continue his work while setting up Windphony. But as it turned out, he was applying for a grant under Spring Singapore's Action Community for Entrepreneurship programme - which helps entrepreneurs by providing funding, mentorship and networking opportunities - and one of the contract requirements was that he had to make it a full-time venture. He quit his job.Making this mid-career change was not easy, especially since there was a possibility that Windphony would not take off."But then I thought, since I have the opportunity to do it now, why don't I just try and see what happens? At least I can tell myself, 'Been there, done that'."His sister, also a trained engineer, also quit her job to become Windphony's co-founder.Mr Tan says: "Unless you are in the sheet music industry, it is very hard for people to understand what it is about... In fact, not many people see this as a potential market." According to him, the market is worth US$9 billion globally. The siblings had to put up their own money before getting the grant, but they believe in the potential of Windphony because there are so many composers in the market and only so many publishers, he says. The composers here, however, took some convincing to get on board this new concept.Mr Tan says that already, composers take a long time to move from pen to computer; moving from computer to the act of distributing their music online is yet another jump they have to make.Composers are also finding it tedious to upload their works onto multiple sites online, for example, their own websites or video sites such as YouTube."So we told them they could just give us the link from their YouTube channel and we would manage it for them. After that, they were more receptive towards us," he says.Windphony now has more than 20 composers on board, and at least 40 works.Windphony lets composers decide whether to sell their sheet music for money or to distribute it free. In the last six months, it has sold about two dozen scores. But Mr Tan says he wants Windphony to be more than a purely transactional website."Windphony is also a talent-sourcing platform where new composers raise their visibility and exposure in the music industry, at the same time showcasing their works and making some revenue."We like to think about Windphony as a mix between eBooks and Britain's Got Talent," he says, referring to the British talent competition broadcast on television."We also want it to be a place where composers can mingle. The idea is to link people up so that迷你倉最平composers can come together and create beautiful works."Mr Tan says buyers have to submit some personal - but non-invasive - information, such as the country they are from. This is so that they can monitor the transactions made and know more about the people who listen to or buy their works, from where they can create their own fan bases.Being a musician himself - he plays the saxophone and used to compose his own music - Mr Tan knows most of the composers who have come to use Windphony. The challenge lies in finding buyers for the music."If I have so many works and no one buys them, the composers would run away."We also want to make our idea so easy that in the middle of the night, if you have insomnia, you can just go onto our website and listen and download the music."Windphony is making some headway with getting more local compositions on board. Mr Tan discloses that he has approached some schools. He says: "Many Singapore students go for overseas competitions. And there are actually lots of nice Singapore works, just that no one bothers to do them properly. So we thought, if we can arrange them nicely, we can get it distributed to these groups of musicians, who, when they travel overseas, can showcase Singapore."He says he does not want composers to feel that he is just another businessman. "Composers don't like to put a dollar value to music. So when they understand that we just want to spread their music and let everyone share the love (of music), they are sold by our idea."Another thing we learned is that composers want to spend more time writing than managing their works online. So we offer them an agreement under which they let us handle their music.Windphony does not hold the rights to the music like a publisher would. The moment a buyer appears for the works of a composer, the composer just needs to inform Windphony, which lets them "graduate" from the website.Moving forward, Mr Tan is planning to reach out overseas, particularly to China, where he says composers and publishers are waiting to be heard, but where transactions are done only between familiar faces. He said: "We want to help them bridge the gap. And in order to find more composers outside of Singapore, we try to go for events overseas."One of these was the Apec Start-Up Accelerator Leadership Summit this year, an invitation-only, two-day forum that brought entrepreneurs and corporate decision-makers together. To those who are contemplating becoming entrepreneurs, Mr Tan has this advice: Just do it."But you must be prepared to take the risk and fail; if it fails, what happens? If it doesn't, good for you. But do something different and think creatively: many of the things we think are mundane in Singapore can be grown into big ideas overseas."HAVE an interesting story on an SME to share?
mini storage

self storage
