證照組高普考 最快明年初登場 確定增列11類科
「證照組高普考」今年確定來不及舉辦,自存倉最快明年初才會登場。考選部日前總算完成「證照組高普考」相關考試規則草案,上周雖經考試院會交付審查,但考選部長董保城表示,完成法制程序後,第一次「證照組高普考」會落在明年初。 公務人員考試法於今年初修正,同意將專技人員證照及工作經歷,列入公務員的應考資格之一,用人機構對於有經驗有證照的人才投入公職,有著極高的期待,考選部雖立即著手研修相關的規則及法令,希望能在11月加辦一次「證照組高普考」,但因為相關法規修改的時程過長,今年底已確定來不及。 董保城表示,現在最重要的高普考考試規則,已由院會交付審查,現在就等法案程序完備後進行公告,再請各用人單位報缺、準備考試。由於依規定考試舉行公告,要在考試前兩個月宣布,因此最快也要等到明年初才可能舉辦第一次「證照組高普考」。 第一次舉辦的「證照組高普考」,確定增列十一類科,根據考選部送請考試院審查mini storage高普考考試規則部分條文修正案來看,這十一類科分別是公職土木工程技師、公職測量技師、公職食品技師、公職醫事檢驗師、公職藥師、公職護理師、公職養營師、公職臨床心理師、公職諮商心理師、公職防疫醫師、公職醫事放射師。 考選部指出,近年來食品安全問題百出,醫護相關爭議層出不窮,因此相關公務部門,對有經驗人才的需求非常大,新增的十一項類科,其中兩項屬「衛生檢驗」,一項屬「藥事」,另外六項屬「衛生技術」類;與公共工程有關的則有兩項。 證照組高普考的應考資格,除了要有技師證書及領有執業執照外,還要求有工作經驗,必須要受聘公私立機關(構)且從事與證照相關工作兩年以上的經驗,有具公信力的工作證明文件才能報考。在考試內容部分,董保城指出,為了增加有證照及工作經驗人才的報考意願,證照組高普考筆試只要考兩科,專業科目及專業法規各一科,通過筆試後,再進行口試,筆試成績占80%,口試占20%,擇擾錄取。儲存

Source: Standard-Examiner, Ogden, UtahOct.迷利倉 04--OGDEN -- It's one of those rankings that -- at least in the current throws of a government shutdown -- tends to give city officials heartburn.In the entire country, the Ogden-Clearfield area is ranked as the sixth-most dependent on its federal work force.With about 24,000 people employed by the U.S. government, roughly 11.5 percent of the area's work force draws a paycheck from uncle Sam.Not particularly inspiring numbers when a certain rich uncle has suddenly decided to stop paying his employees."We like to be high in most categories," said Mark Johnson, chief administrative officer for Ogden city. "This isn't one of those."When the government shuts down, Johnson said, workers don't get pay checks. And workers who don't get pay checks tend to spend less money on consumer goods in, oh, say, Ogden."Probably 30 percent of our revenue comes from sales tax," Johnson said, "so anytime you have people not paid, that's a huge concern."Johnson said the local impact of the shutdown will depend on its duration."If it's shutdown a week, we can bide that time, but if it becomes two, three, four weeks -- that starts to be a significant impact."But Johnson says individual families may not even have that much time."Think about it. Most people live paycheck to paycheck. Whether that's good or bad, they do. All of a sudden, you don't get a paycheck or two paychecks. How much is that going to mess you up, and for how long?"Layton Mayor Steve Curtis echoes the frustration of many city officials over the shutdown.Asked by a television reporter what he would say to Utah Congressman Mike Lee if he were standing there, Curtis shot, "I'd say, 'Back off!' ""To play politics with people's lives doesn't need to transpire," he said. "The political games being played on Capitol Hill are hurting people."And it's not just the 22,000-plus civilian employees at Hill Air Force Base who are being hurt by the shutdown, either, Curtis said. If those employees aren't drawing a paycheck, they aren't spending money at local businesses.This is what economists call the multiplier effect."There are so many multiplier effects that affect an economy," said Layton Mayor Steve Curtis.Kent Andersen, economic development specialist for Layton city, said he is beginning to hear rumors of that multiplier effect."I've heard comments from businesses -- the closer they are to Hill, the more impact they're seeing," Andersen said. "Employees who usually leave the base for lunch, or to get a haircut, are now not on the base. They're at home, saving money."Also, a shutdown puts the city behind in its business dealings with the federal government, 自存倉nderson said.For example, the city had to cancel a scheduled meeting about a proposed joint-use runaway between Hill and Layton. Engineers involved in the discussion were caught in the government shutdown."It affects our day to day conversations with the base," Andersen said. "It sets us and others behind on our conversations. There's work to be done."J.J. Allen, assistant city manager for Clearfield, said his city doesn't have a huge amount of retail business, so sales tax is less of a concern for officials. However, a number of defense contractors in the city are affected by the shutdown, and that could prove problematic."Nobody is pushing the panic button -- nobody is even close to the panic button," Allen said."Obviously, families are effected, and the impact on individual families is very real and very unfortunate. But the city itself does not face that kind of impact."Brandon Koford, assistant proffesor of economics at Weber State University, said that impact on individuals is the real story here."I think these things have a huge personal side, but my gut reaction is that they won't have a huge economic impact."The important thing is that (the shutdown) does have real and serious impact on lives. For people directly affected, it's a big deal."Economy-wise? Not so much.Of course, this could all depend on how long the shutdown continues."If it lasts a week, it's an economic blip," said John Stone, assistant professor of economics at WSU. "If it lasts a month -- who knows?"Koford said if the shutdown bumps up against the Oct. 17 deadline for razing the U.S. debt ceiling, things could get really bad, really fast."If we're still in shutdown then, I think you'll see the affects ramp up," he said.Another economic cost of the government shutdown could well be the impact on investor's expectations, said John Mbaku, WSU professor of economics."The economy runs a lot on expectations. If this (shutdown) continues, it can frighten people in terms of investment. ... If your trying to put confidence in the economy, this is not the way to do it."Still, WSU Economics Department Chairwoman Doris Geide-Stevenson says the government shutdown is not the result of economic pressures."I don't think it's an economics problem, it's a political problem," he said."The U.S. does not have an economic problem. 全市24個景區接待遊客98.26萬,儲存倉客流有所回落;延慶四園區國慶前三天遊客近20萬【開欄語】假日的北京,各處景點摩肩接踵,人潮洶湧。夜深人靜,緊張和忙碌暫緩,夜色掩映之下,卻有人在繼續著白日的勞頓。他們或許是公園里的清潔工或船工,或許是飯店服務員,他們來自各行各業,他們在別人的夢鄉里忙著一天下來的各種善後工作,也忙著自己的“北京夢”。即日起,本報將推出“北京一夜”專欄,呈現多彩北京背後,一個又一個的主人公。新京報訊 (記者杜丁 通訊員趙新忠)北京市假日辦介紹,昨日,大部分景區與前日相比客流有所回落。全市重點監測的24個景區共計接待遊客98.26萬人次,比前日減少11%,比去年同期減少4.3%。10月1日至3日,延慶縣四個園區和博物館共接待遊人19.48萬人次。昨天來自延慶縣的消息,地學旅遊已成休閒延慶的新熱點。故宮昨日接待11.85萬人北京市假日辦介紹,昨日故宮接待11.85萬人,比前日減少23%;頤和園接待10.71萬人,比前日減少1.3%;天壇公園接待9萬人,比前日減少9%;十三陵接待5.34萬人,比前日增長3.9%;北京動物園接待6.24萬人,比前日減少38%;八達嶺接待8.68萬人,比前日增長10%。豐台園博園接待遊客9.1萬人,比前日減少2.1%。此外,中心城區飯店平均出租率72.5%;近郊區飯店平均出租率57.2%;遠郊區飯店平均出租率48.9%。延慶地質博物館接待參觀者近1200人次今年9月9日,北京延慶地質公園成功入選聯合國教科文組織世界地質公園網絡名錄,被授予“中國延慶世界地質公園”稱號,包括千家店、龍慶峽、古崖居、八達嶺4個園區。據介紹,今年來龍慶峽的遊客多了一個去處——小型北方岩溶陳列室。通過影片、圖片和實物標本,瞭解典型北方岩溶地貌的特徵、形成的地學背景等相關知識。據不完全統計,該園區近3天接待遊客超3萬人次,較去年同期增加2000余人次。此外,“十一”黃金周的前3天,八達嶺長城共接待遊客13.86萬人次,較去年同期也略有增長。今年7月竣工的延慶地質博物館也成了不少市民延慶遊玩的新選擇,10月1日至3日,接待參觀者近1200人次。北京一夜10月3日,大黃鴨進駐頤和園第8天,12.79萬各地遊客湧入園內參觀,頤和園假期接待遊客量進入峰值。大黃鴨的家安在十七孔橋邊,這幾天,在岸上觀鴨的遊客從十七孔橋一直擠到新建宮門北側。湖中,即便方圓十多米的水域被隔離出來,大黃鴨還是像磁鐵一樣將水面蕩舟的遊客吸引過去;岸上,專為大黃鴨修的千米圍欄將摩肩接踵的遊人擋在離岸邊兩三米處,遊客掏出各式相機,留下大黃鴨的照片。清潔工13年撿垃圾壓凹肩膀張建華是園務科一支清潔班組的班長,她的班組有21人,平時,他們要保證頤和園南湖島到二龍閘約5萬平米的片區里“磚地不留土,土地不留髒”。大黃鴨到來後,人手不斷增加,現在,30余人的清潔隊伍需要輪番倒班。30余人一天清理200袋垃圾每天清晨5點,張建華從家騎10分鐘自行車到達新建宮門,借迷你倉最平晨光清掃前一天晚上剩下的垃圾,擦拭各式標牌和欄杆。傍晚,將近55歲的她開始一天中第二輪忙碌。一個五六斤重的鐵皮鬥掛在左肩,右手拿著一把掃帚,她要趕在天黑前清掃出更多的垃圾,以減輕第二天清晨的工作量。五六斤重的鐵皮鬥加上框內垃圾的重量,13年來,讓她的左肩凹下去了一塊,所幸沒有落下病根。同時,還有幾名工人將片區內各個垃圾桶的垃圾集中起來,用小推車送到清理點。這些天,片區一天會產生約200袋的垃圾。頤和園內沒有路燈,天黑後,她就放下清掃工具,去公廁檢查隊員們的清潔工作,一直忙到六七點鐘才能回家。遊客較多時只能手撿垃圾十一期間遊客多,掃帚揮不開,她和同事們只能提著垃圾袋、拿著夾子將散落在地面的垃圾一個個收起來。“有時夾子不好使,還得用手清理。”最擠的時候,他們只能放下手中的活,當起交通疏導員。張建華覺得自己生活得挺幸福。遊人的不配合已經激不起她的情緒,“無所謂,都習慣了。”工作外,每天回家都能吃到老公做的飯,兒子年底就結婚,這幾天,准兒媳婦都會開車接送她上下班。她盤算著,等有了孫子,就退休回家帶孩子。提起大黃鴨,張建華說,我還真說不上來喜不喜歡,我來早的時候給它照過相,但還沒和它合過影,家里人看了說挺可愛,準備讓他們過完十一再來看。充電工守護船隻的守夜人下午6點,在文昌閣附近的三號碼頭,一名工作人員站在棧橋邊,揮舞著手中的長�,指揮陸續駛回的小船靠岸。開著快艇的工作人員前往湖中央,向意猶未盡的遊客喊,“收船了,往回開”。頤和園的水域面積大約225公頃,園內共有8個碼頭,其中有十余艘大型擺渡船,300余艘手劃、電動和腳踏船。黃金周期間,遊船出租率達到100%,在高峰期排隊租船的時間一度達到一小時。船工們除了打掃、檢修大小船隻外,還要為電動船充電。李鐵奎就是一名充電工。他是頤和園的守夜人之一。每天下午5點半,他來到文昌閣2號碼頭,等待所有的電動船歸港,為它們一一檢修後,就開始長達14個小時的充電。最近幾天,所有的船都要在晚上充電,而平時,小船們只需兩天充一次電。碼頭邊的小屋里放了7台如洗衣機大小的充電機,每台機器連接著大約7只船。李鐵奎需要每90分鐘查看一次機器上的儀表,當電流低於10安時,他需要調大輸出,以保證所有的船能按時充好電,並做好記錄。早上8點半,李鐵奎完成工作後,才能交班回宿舍休息。他說,大黃鴨來後“船用得多了,壞得多了,充電也多”。每年的10月底到11月初停船,他的假期也開始了,一直等到次年2、3月份湖面解凍,開春上班,“比大學生放的假還長。”在頤和園他一干就是15年。過幾天人少了,他準備叫家里人從唐山老家過來看看大黃鴨。聊起中國夢,“我的願望就是漲漲工資唄。”他笑言。本組稿件採寫/新京報記者 趙力 本版攝影/新京報記者 高瑋天色漸暗,在沒有路燈的情況下,幾輪打掃後,清潔班組的班長張建華在檢查各個角落。夜幕降臨,大黃鴨附近仍有遊人意猶未盡,頤和園有關工作人員出動摩托艇,提醒遊客上岸。遊船充電工李鐵奎向記者介紹充電的各項指標。儲存

13名黑客組織成員涉嫌攻擊美國政府被起訴

By Friday, when residents belatedly celebrated the new project with a harvest luncheon, a four-year waiting list to move in had already accumulated."I watched Stonecrest being built," said one lucky applicant -- now resident -- Mary Roberts on Friday. "I lived right around the corner on Oak Ridge Drive, and when I applied, they asked me if I wanted to be on the waiting list. I said, 'yes, definitely,' and it's the most wonderful thing that I could have imagined. I love the sunny windows and the gardens and the big closets, and most of all, the people."Greg Payne of the Portland-based Avesta, northern New England's largest nonprofit housing developer, said the list has 125 people or households on it. Stonecrest Phase II added 25 federally subsidized units to a 12-unit community built more than 30 years ago in Standish, and the new apartments were filled less than four months after the doors opened in early March."That speaks to an incredible amount of demand and the absorption rate in this area," Payne said.Unlike the more common Section 8 federal housing voucher program, in which the U.S. Department of Housing and Urban Development provides low-income individuals stipends of certain amounts they can put toward housing expenses anywhere, Stonecrest housing is subsidized by the U.S. Department of Agriculture Rural Development office.Under the USDA subsidy program, the federal allocation stays with the unit, not the renter. Qualifying low-income applican儲存s under the program pay 30 percent of their income -- however much that income is -- toward the housing and the federal subsidies cover the rest.That's a key difference, said Avesta President Dana Totman, whose organization owns or manages 71 housing properties -- consisting of 1,900 units -- the overwhelming majority of which are in Maine."Our rents are reduced compared to the market regardless, but it's still too much for a lot of people, even if they do have vouchers," he said.Stonecrest is designated for people who are 62 or older, or are living with disabilities. According to documentation provided by Avesta, about a quarter of the residents now living in the community were previously homeless or living in unsafe conditions. All were living unsustainably, said Totman, often spending half to three-quarters of their limited incomes on rent, leaving little for food, medication or utilities.Almost as important as the financial help, said Totman, is the community atmosphere the organization attempted to instill at Stonecrest. A community garden is open to all residents at the complex, and many residents have gathered to start activities such as movie nights and BINGO games."I've lived here for only four months, and I've met so many nice people here," said resident Avis Goodwin, one of the lucky applicants to earn a slot. "Happy people walking their dogs, people waving to you from their cozy little porches. New housing program in Balto. Co. aims to shorten shelter stays

The pregnant 23-year-old was working at the checkout lane at Food Lion, but her part-time wages weren't enough."It didn't work out the way I planned," said Poff, 23, who slept in motels before she ended up at the Sarah's Hope at Hannah More Emergency Shelter for women and children in Reisterstown.Now, with a 2-week-old baby boy, she's hoping to move into a Cockeysville apartment with the help of Front Door, a program that started in the city and recently expanded to the suburbs, where experts say poverty is growing. The program is aimed at providing more than just food and shelter, by teaching financial planning and other skills and quickly moving residents into housing where rent is covered for a time."Homelessness has a new face and new place," said Mark Furst, president of the United Way of Central Maryland, which helps to fund the program.Experts say across the country, jurisdictions such as Baltimore County increasingly need the types of social services traditionally concentrated in cities to keep up with growing suburban poverty. The population of poor people the Baltimore suburbs grew 58 percent between 2000 and 2011, compared to 4 percent in the city during that time, according to the Brookings Institution, a national think tank."Often, suburbs don't have the same sorts of infrastructure and supports in place to meet the needs of a growing poor population," said Elizabeth Kneebone, a fellow with the metropolitan policy program at the Brookings Institution. "If you can't afford a reliable car, it can be difficult to connect to those kinds of opportunities."County officials estimate that 550 people stay in shelters in the county nightly, and another 200 are sleeping on the streets."We get calls every day and we have to turn people away," said Toni Boulware, director at Sarah's Hope at Hannah More. "Every day, Baltimore County is inundated with calls from people who are looking for shelter.""Now, more poor live outside the city than in," Kneebone said.The poverty rate in Baltimore City is higher than in its suburbs -- 25 percent compared to 8 percent -- but the total number of suburban residents living below the federal poverty line, defined as an annual income of about $23,500 for a family of four, is higher than in the city.St. Vincent de Paul Baltimore began the Front Door program in the city in 2009 at its Sarah's Hope Mount Street shelter, funded by federal stimulus dollars, said Mary Rode, senior vice president of program services for the organization. That money dried up, but the program's current form took shape in January with the help of funding from the United Way, the city and private donors.The county program differs slightly from the city version, but both focus on "rapid rehousing." During stays that average 90 days, clients receive case management, job-readiness training, and can attend a host of classes o儲存倉 topics such as financial literacy, parenting and nutrition. They can also get help setting up a savings account."The whole focus of this program is moving families from dependency to self-sufficiency," Rode said.When clients find housing, they sign the lease, but St. Vincent de Paul acts as the guarantor, giving landlords "some confidence in renting to families that have a history of homelessness, who have poor financial records," Rode said."The family, from day one, begins building credit," she said. "It's their lease, and their place to live."St. Vincent de Paul initially pays the rent, then gradually decreases aid. It also provides help with security deposits and furniture. And clients may get help paying off debt, such as unpaid utility bills, that had been barriers to building credit."We have some money for families to help clear up those issues," Rode said.The program can also help some residents with the day-to-day challenges of parenting.For Brittany Branch, a resident at the Reisterstown shelter, finding day care for her 4-year-old son Malik has been a major obstacle to finding a job and a permanent home. The 24-year-old was scheduled to start the Front Door program this month."My son is going to Head Start, so that will give me a chance to go look for jobs," said Branch, who hopes to find housing in the county.About $165,000 from the county and the United Way helped launch the county program.Last year, the Reisterstown shelter received about $800,000 from the county. This year's countywide budget also includes $650,000 in emergency funds for needy families to help with expenses such as medical and utility bills, up from about $507,000 two years ago.Kneebone said while the recession played a part in driving up the number of poor people in suburbs, the trend predates the downturn.Suburbs have grown more economically diverse as they have gained population. Kneebone also noted that most foreclosures have happened in the suburbs, and "some of the most suburbanized jobs are those that pay low wages," such as those in the retail and service industries.The changing demographics have created friction. Many people have misperceptions about homelessness, especially in the suburbs, said Mary Anne O'Donnell, director of the community services division at Catholic Charities, which recently opened Hosanna House, a program for homeless women in Edgemere.Some residents had tried to fight the program, even taking the case to the county Board of Appeals, which ruled in favor of Catholic Charities this summer."Most people -- I think more typical in some of the counties -- have this view of a homeless person being a drunk, being someone who doesn't want to work, and that's not necessarily true," O'Donnell said.
