本報記者 章文秀《 人民日報海外版 》( 2013年08月09日 第 03 版)第四批優秀國產動畫片名錄,迷你倉設在福州軟件園內的我市兩家動漫企業——福建神畫時代數碼動畫有限公司製作的《逗逗虎》和福建育港信息技術有限公司製作的《健康智多星(上部)》榜上有名。莆仙戲是福建的古老劇種之一,莆田市為發揚莆仙戲,成立莆仙劇院,投入300萬元購置音響、燈光等設施,聘請當地老藝人和國內專業知名導演,挖掘瀕臨失傳的劇目和傳統的表演方法,讓這種古老的藝術在傳承中得到升華。圖為小演員在莆仙戲《雀兒樂》里的扮相。林劍冰攝(新華社發)文化資源豐富,歷史底蘊深厚,八閩文化為福建文化產業的發展奠定了堅實的歷史文化基礎。近年來,福建省認真貫徹中央和省委、省政府決策部署,圍繞“建設文化強省”和“打造全國重要文化產業基地”的目標,以強有力的舉措推動文化大發展大繁榮,文化產業迎來新一輪的跨越式發展。1力促支柱產業成型近年來,福建深入實施文化產業提升工程,扎實推進“310行動計劃”,(即培育10個重點文化產業園區、打造10強文化骨幹企業、建設10個重點文化產業項目),文化產業規模化、集約化、專業化水平不斷提高,對經濟增長貢獻率持續增強,蓬勃發展的文化產業已經成為福建經濟發展的新引擎。2009至2012年,全省文化產業增加值以平均每年29.5%的速度遞增,2012年突破達1002.36億元,比2011年增加約200億元,增長24.9%,文化產業增加值占地區生產總值的比重為5.1%,對經濟增長的貢獻率達9.3%。全省5.9萬家文化產業單位完成主營業務收入3757.72億元,資產總計3114.82億元,吸納就業人員95.74萬人。今年上半年,全省文化產業實現增加值占比超過5%的階段性目標,支柱性產業逐步形成。堅持優先發展新興產業、改造提升傳統產業和打造特色產業相結合,福建大力發展十大重點文化產業。“文化+旅遊”、“文化+科技”、“文化+金融”等產業模式,使文化產業迸發出1+1>2的聚變效應。2012年,福建重點發展的文化創意、動漫遊戲、文化會展、廣告、工藝美術、報刊服務、出版印刷發行、廣播影視、演藝娛樂、文化旅遊等十大文化產業,實現增加值784.85億元,占全省文化產業的78.3%。工藝美術業形成雕塑、珠寶玉飾、古典工藝家具、油畫框業等10多個產業、100多個品種,2012年完成工業產值543億元,居全國第3位;動漫遊戲業2012年實現業務收入102.3億元,獲播出許可動畫片44部2.35萬分鐘,居全國第4位;出版印刷發行業正向多媒化、網絡化、數字化和國際化轉型;報刊業形成了以黨報為骨幹、都市報唱主角、專業報各具特色的發展格局;廣播影視業衍伸出多媒體廣播影視、網絡廣播影視、手機廣播影視等新興業態。2政府當好“後援兵”通過加強科學規劃、項目運作和招資引資,福建大力推動文化產業園區成為文化企業的孵化器、優勢項目的集聚區、資金人才的集中地。經過幾年的建設和發展,各地逐步形成了一批形態多樣、特色鮮明、功能互補的產業園區,集聚了較多具有關聯性的文化企業,成為地方招商引資的新平台。目前,全省有閩台(福州)文化產業園核心區等十大重點文化產業園區,各縣(區、市)都有重點建設的文化產業園區,在促進產業集聚、完善孵化平台、延伸產業鏈條等方面發揮帶動作用。福建省閩台文化產業文件倉獲評國家級文化產業示範(試驗)園區,廈門軟件園二期動漫園區、福州軟件園影視動漫產業基地分別獲評“國家動畫產業基地”和“國家影視動漫實驗園”,福建網龍計算機網絡信息技術有限公司等8家單位獲評國家級文化產業示範基地。通過創新體制機制、延伸產業鏈和加強資本運作,福建著力培育一批有實力、有活力、有競爭力、能夠引領本行業加快發展的大型企業和企業集團。2013年5月,在第九屆中國(深圳)國際文化產業博覽交易會期間,中宣部等單位發佈第五屆中國“文化企業30強”名單,莆田集友藝術框業有限公司首次成功進入。省屬重點文化企業集團持續拓展領域,延伸產業鏈條,發展速度加快,不斷做大做強。省廣電網絡集團在完成全省網絡整合、實現全省“一張網”之後,以雲媒體數字技術為核心,積極謀劃福建下一代廣播電視網絡建設,著力提高競爭實力和規模化、集約化運營水平,加快打造成為集公共傳播、信息服務、文化娛樂於一體的大型骨幹文化集團,躋身2012年度全省十強文化企業行列。2012年度福建省文化企業十強,戶均主營收入、稅前利潤、淨資產分別為8.88億元、1.28億元、9.75億元,與上屆十強企業相比分別增長38.5%、88.2%、117.1%。3勇敢“走出去”福建也積極創新文化“走出去”模式,打造對外文化交流品牌,提升福建文化產業對外開放的層次與水平。比如,發揮對台“五緣”優勢,通過辦好海峽兩岸圖交會、藝博會等文化展會,推動閩台文化產業深度對接。海峽兩岸文博會已成功舉辦五屆,累計簽約金額900多億元,是大陸同類型文博會中台灣展商數量最多、規模最大、覆蓋面最廣的展會。閩港文化產業在資本、項目、企業、人才等方面的深層次合作深入推進,與香港貿發局簽訂《關於促進閩港文化產業戰略合作框架協議意向書》,赴港開展文化產業招商推介活動共簽約22個項目,總投資21.91億美元,引進外資16.6億美元。全省已認定23家“文化出口重點企業”。2012年,福建省文化產品進出口額為19.53億美元,比2011年增長44.4%,居全國第4位。4百花爭豔各吐芬芳在省里引導下,各地依托特色文化資源,發展具有示範帶動效應的文化產業項目和園區,呈現“千帆競渡”的良好勢頭。在省會城市福州,突出產業集聚,新興文化產業發展成效顯著,閩台文化產業園區、國家廣告示範園區等一批園區文化企業集聚,發展勢頭好。2012年福州市原創動畫作品產量列全國第四位,福州動漫基地生產能力居全國第三位,獲得國家廣電總局推優國產動畫片數量占全省57.1%。莆田市突出特色提升,強化文化產業發展整體規劃布局,大力發展古典工藝家具、金銀珠寶、油畫框業等優勢產業,2012年莆田市實現文化產業增加值101.50億元,占地區生產總值的8.4%,文化產業已經成為莆田市經濟支柱性產業。南平市突出融合發展,大力發展文化旅遊產業,積極推進中國武夷(建陽)朱子文化旅遊度假區、下梅文化旅遊綜合體建設;立足旅遊資源發展影視傳媒產業,成立朱子影視文化發展有限公司等多家影視公司,陸續推出一批影視作品。龍岩市突出招商引資,以園區為載體,以項目為龍頭,大力發展文化旅遊業,依托龍岩文化創意產業園、福建土樓永定客家文化旅遊產業園等平台集聚效益,初步形成“紅色文化之旅”、“客家文化之旅”和“生態文化之旅”等特色文化旅遊產品,成為旅遊總收入全省第五個“破百億”的設區市。存倉

王碧薇《 人民日報海外版 》( 2013年08月09日 第 07 版)寧靜悠長的石板路順著山勢蜿蜒而上,迷你倉新蒲崗依山而建的秀麗庭院似江南卻又別具韻味,山腳下的舞陽河扭動著輕盈的身姿嫋娜流過……這裡是鎮遠古鎮,一條舞陽河橫跨城區,又被稱為“東方威尼斯”。近日,由國務院參事室、中央文史館、貴州省人民政府主辦的“中華文化四海行——走進貴州 品鑒黔東南”活動走進了這座歷史文化名城。讓許多專家親身感受到了鎮遠這座古鎮多元文化交融的魅力。作為黔東南的主要政治中心,也是兵家必爭之地,鎮遠古鎮自古以來是個十足的“移民城市”,苗族、侗族、漢族的融合在許多建築上得到充分的體現。位於鎮遠城東的青龍洞是我國為數不多的佛、道、儒三教合一建築遺址,整個廟宇依山而建,卻沒有採用漢文化建築中的平地基,而是將下部架空,巧妙地借用了苗家吊腳樓的設計,既美觀又不破壞山體。中央文史館館員舒乙在參觀後說到:“鎮遠古鎮依山而建的建築很有特色,充分利用了有限的空間,在景觀上和建築布局上都充分體現了多元文化的特色。” 中央民族大學教授楊聖敏說:“鎮遠古鎮的多元文化是文化發展大趨勢的一個縮影。”鎮遠在文化上的特色吸引了來自世界各地的遊客。“我從小長在鎮遠,眼瞅著鎮遠的旅遊一步步被開發,遊客一天天多起來。”一家旅舍的老闆張先生說。憑著旅舍,他的年收入已經10萬有餘。張先生是鎮遠古鎮百姓的典型代表,很多當地人依靠旅遊業發家致富。2005年,黔東南州通過了《黔東南苗族侗族自治州鎮遠歷史文化名城保護條例》,2006年,鎮遠縣確定了建設“文化旅遊新縣”的目標。與別的景點不同,“鎮遠古鎮不收門票,走的是服務業迷你倉出租動經濟發展的路子,事實證明我們的路走對了。”鎮遠縣縣委宣傳部副部長郭蘇明介紹說,“現在旅遊業收入占我們全縣總收入的35%左右。因為旅遊業的發展,百姓的收入多了,生活的幸福指數也提高了。”在很多人看來,開發與保護有著不可調和的矛盾。“鎮遠搞旅遊開發,最怕的是太商業化,丟了文化的鮮明特點。沒了文化,還能靠什麼發展?”郭蘇明強調說。為了保護多元文化,鎮遠縣專門從同濟大學聘請了阮儀三教授做古鎮維護與開發的規劃,對古鎮中的老建築進行搶救性修復,對已經毀壞的文物借助老照片和文字記載,在多方考證後進行恢複性重建,力求保留古鎮原貌。最近,縣政府正在著手對先前的規劃進行重新修訂,確定新的發展目標。在保留原汁原味古鎮風貌的同時,鎮遠還積極申報非物質文化遺產,保護傳統文化。開展文化傳承人講座、拍攝傳統文化影像、整理民族文化檔案……鎮遠縣的文化保護活動開展得有聲有色。據瞭解,鎮遠古鎮已有一處國家級重點文物保護單位和7處省級重點文物保護單位。以龍舟賽為代表,鎮遠縣著力開發了一系列有當地特色的節慶活動和社區文化活動。“鎮遠的賽龍舟很有民族特色,而且保留了完整的民族風俗。我們每年都會舉辦盛大的龍舟文化節,這個節日不僅吸引了�多遊客,全國各地以及日本、韓國的民族學家也會慕名前來。”鎮遠縣縣委宣傳部部長蔡忠菊說道。把傳統文化的破壞全部歸咎于旅遊開發未免也有失公允。楊聖敏教授認為,鎮遠古鎮旅遊業的開發有利於吸引更多專家學者的關注,這種關注會帶來更加科學、行之有效的文化保護方法。事實上,鎮遠古鎮為文化多樣性的研究提供了很好的樣本,也為探究不同文化間的交流和融合提供了理想的“實驗田”。儲存倉

Officials in both cities fear that applying the strict requirements to the nonprofit board would hamstring its efficiency."This is an entity that Comcast or others, AT&T, could consider a competitor, and we don't really want the public accessibility of the meetings turned to private gain," said Urbana Alderman Eric Jakobsson.Until now, the $30 million UC2B project has received most of its funding from the federal government.
