運營商涉足 OTT大戰一觸即發
□本報記者 李陽丹本周一,自存倉中國電信與網易合作推出的移動即時通訊社交產品“易信”正式發佈。直接叫板微信的易信一出現便獲得廣泛關注。至此,面對通訊領域OTT(Over The Top,指互聯網公司越過運營商發展基於互聯網的視頻及數據服務)的挑戰,三大運營商均選擇了涉足其中。不過,先行一步的微信不僅在用戶上已經占據絕對優勢,還在5.0版本中嵌入支付功能,為商業化奠定了基礎。而中國移動和中國電信分別攜飛信、易信加入,意味著通訊領域OTT將迎來一場鏖戰。搶灘OTT避免“管道化”全球電信運營商都面臨來自OTT服務對其傳統業務的衝擊和挑戰。不論是Google Voice、Skype、Rebtel還是微信,隨著互聯網經濟的高速發展,這些基於數據流量的語音、文字通訊方式大大降低了用戶對運營商的依賴,在這一背景下,運營商的利潤也收到影響,其語音和短信業務的利潤都在持續下降,導致電信運營商身處全新的競爭格局中,運營商必須探索可能的方案,尋找新的利潤增長點。電信運營商面臨OTT的最早反應是本能抵抗。互聯網公司網絡電話(VoIP)業務剛剛興起時,電信運營商本能地感覺到了來自互聯網公司的威脅,開始採取限制或者差別定價的方式來阻擋互聯網公司提供基於電信運營商網絡的語音、短信、視頻等內容服務。微信在國內也遭遇了“收費”風波。但隨著該行業變得日益複雜和擁擠,運營商開始改變對OTT的態度和策略,以提供OTT服務的方式改變被淪為“管道商”的命運。中國聯通董事長常小兵表示,運營商和OTT公司都盼望隨著技術進步、市場需求的變化,能夠尋找到更好的服務方式,從這一層面上來看,運營商與OTT公司之間應該是相互依賴的魚水關係,而非水火不容。事實上,運營商早已在視頻領域切入OTT服務。中國聯通、中國移動、中國電信都已在多地�動試驗,與視頻內容提供商、OTT牌照方合作,推出高清機頂盒,向用戶收取一定功能費,爭搶廣電運營商的飯碗。上海聯通與樂視、百事通合作推出了沃TV,並重點針對10M以上寬帶用戶推出高清機頂盒,打造高清互聯網視頻;天津聯通展開試點,愛奇藝搭建高清內容平台,天津聯通提供管道,由天津聯通負責向其光纖寬帶用戶推廣,雙方分享OTT TV功能費。此外,中國移動也在積極尋求與OTT牌照方合作,醞釀推出高清OTT視頻。據業內人士介紹,隨著寬帶中國戰略落地,寬帶升級提速,OTT TV將是未來發展趨勢。當寬帶升級到10兆以上,基於原有網絡的OTT TV無論在成本還是開放性上更具優勢。據運營商相關人士介紹,除了投資更低,OTT TV產業鏈也更為完善和開放。OTT TV終端更為多樣化,可以電視、電腦、Pad、手機等多屏互動,機頂盒甚至可以置於電視機內。而在通訊領域的OTT服務上,聯通已經拔得頭籌,廣東聯通與微信聯合推出“微信沃卡”,對於此次合作,業內不少專家定義為國內電信運營商與OTT企業的關係首次“破冰”,評價頗高。而中國移動則曾打算整合飛信、飛聊,構建自己的OTT服務;此次中國電信與網易高調推出易信,顯示運營商應對OTT挑戰的策略已經由消極抵制改為積極出擊。商業化 OTT面臨考驗不論是微信、易信還是飛信,隨著三大運營商的深度介入,通訊領域OTT的戰爭已經越來越成為運營商之間的鏖戰。不過,OTT服務商都無法規避商業化的考驗。微信支付的推出已經為微信商業化奠定了基礎,而飛信和易信則需要在商業化的道路上繼續探索。用戶資源是OTT服務商重要的業務基礎,而吸引用戶的殺手�無非是“迷你倉新蒲崗價”甚至“免費”。此次易信的推出,也在“免費”上做足了文章。有體驗過易信的網友表示,對於易信而言,最大的亮點還是免費發短信的功能,即使用易信免費給手機通訊錄里的好友發短信,包括非易信好友,以及跨運營商的好友,這也是許多用戶選擇易信的原因。據翼信公司總經理張政透露,易信抗擊對手的武器是堅持免費,包括表情、通話和定向流量免費,以及打破特權,如群組人數上限等。此外,易信將年輕女性作為最主要的目標人群,同時吸引開發者和合作伙伴,易信將先開放音樂、遊戲接口。同時,易信還拉攏自媒體,稱微信公�號可以無縫接入易信。不過,承諾免費吸引用戶並不代表OTT服務商沒有盈利需求,即便有財大氣粗的運營商撐腰,OTT服務商仍然需要尋找合適的商業模式。事實上,運營商介入OTT無非也是想從OTT業務的收入中彌補通訊業務的利潤下降。中國信息經濟學會理事長楊培芳表示,OTT陣營和電信運營商的合作可能在移動互聯網領域要開�更大的藍海,因為互聯網和移動互聯網經濟正在變成新型的生產力,“而新型生產力和傳統生產力最大的區別,在於可以實現合作共贏。”據業內人士介紹,易信的誕生最重要的是與生俱來的運營VOIP的身份。在此之前,中國除了基礎運營商之外,其他企業均無權經營VOIP業務,但由於易信是中電信與網易的合資公司,且中電信占股超過70%,易信未來或許可以名正言順地推出這方面的業務,而這是微信也不具備的特權。中國社科院信息化研究中心秘書長姜奇平認為,運營商與OTT企業的合作空間很大,未來很有可能將會進入更多細分生活領域,如金融、網絡遊戲、在線視頻等領域,這些領域既不是互聯網強項,也不是運營商強項,而是新增長的領域。雖然不具備VOIP業務特權,但基於5億龐大的用戶,微信通過微支付已經找到了商業化的路徑,而後來者易信、飛信等恐怕還有很長路要走。流量減免 運營商的雙刃劍運營商介入OTT給用戶帶來的最大福利便是流量的減免。但在業內人士看來,對電信運營商而言,流量減免其實是“潘多拉之盒”。在廣東聯通與微信的合作中,廣東聯通便祭出了定向流量減免的“必殺技”。按照官方公佈的合作內容,“微信沃卡”用戶可以擁有群組特權、表情特權、支付特權、流量特權和遊戲5種特權,具體包括微信沃用戶可以把微信群組的人數上限從過去40人升級至60人、可以使用卡內獨享的專屬表情、將為用戶提供官微充值服務以及微信遊戲優惠等。而在用戶最為關心的定向流量優惠方面,“微信沃卡”用戶10元可包300M微信定向流量。而易信則更進一步,宣佈活躍用戶2013年底前每月都可免費領取60M流量,中國電信用戶使用易信所產生的無線流量費用全免。未來將根據業務發展情況,對於全國中國電信天翼用戶減免易信即時通信的定向流量費用。顯然,與聯通相比,電信雖然流量不再定向。不過,未來的減免數模糊不清,有邊走邊看的意思。業內人士指出,這表明電信心裡其實明白,流量減免雖然好用,但並不是一個好武器。流量收入是運營商繼語音、短信據之後的第三大收入來源,盡管目前在運營商的業績構成中並不占據主流地位,但其比例的不斷增長卻不容忽視。因而以減免流量的方式吸引用戶對運營商而言是一柄雙刃劍,一方面,在增加用戶數量上有其積極作用,但另一方面是以犧牲日益增長的數據收入為代價,其風險在於,一旦用戶形成了免費流量的使用習慣,再重新收費可能導致用戶反彈,將wifi作為主要移動網絡手段。而運營商僅依靠與互聯網合作獲得的OTT業務收益,將遠不足以彌補這部分損失。CFP圖片迷你倉出租

BRIEF: Burglars hit Lincoln stores for second time this month

Store workers reported the crime at 7 a.m., police and town officials said.An insurance company, F.A. The same victims were hit on Aug. 12, police said.The burglars left broken windows and other evidence in the businesses that investigators hope will lead to arrests, Sgt. Bridging the talent gap
There is scope for industry bodies and insurance companies in Singapore to help narrow the gap, reports TEH SHI NINGTHE mismatch between skills and the insurance sector's manpower needs is a global one, but it is felt more keenly here in Singapore, which has fewer people to begin with, and where the industry's expansion has been rapid.新蒲崗迷你倉And Paul Faulkner, chief executive officer of MSIG Singapore, says that there is scope for industry bodies and insurance companies to help narrow the talent gap, even as Singapore begins to realise its ambitions of being a regional hub for insurance."Even with the M&A that's taken place in recent years, we've still got 37 general insurance companies here. We've got the MAS (Monetary Authority of Singapore) encouraging people to set up, so there are more regional players now too. The Lloyd's syndicates are coming in. We've got reinsurance companies, reinsurance brokers setting up here. So, the pull on talent continues to get bigger, on a small country," he says.However, globally, the insurance industry faces many pressures, some of which loom larger than human capital, for now.In Insurance Banana Skins 2013, the latest edition of a biennial global survey of risks facing the industry produced by the Centre for the Study of Financial Innovation and PwC, the top three risks cited by 662 practitioners polled across 54 countries were the burden of regulation, poor investment performance and the uncertain macroeconomic environment.Human resources slipped from the sixth most pressing risk in 2011 to rank 19th on the latest report, though the quality of management has become a greater challenge, which ranked seventh, up from 15th in the 2011 report.But in the "Far East and Pacific" region - which includes responses from Australia, China, Hong Kong, Indonesia, Malaysia, New Zealand, Singapore, South Korea, Taiwan and Thailand - human resources still ranked as the 10th most pressing concern, while the quality of management ranked a higher fifth.The talent gap is particularly pronounced in Singapore, in Mr Faulkner's view, and shows up in three areas.First, insurance companies seek talent for leadership and management positions, roles which are not always best filled by employees who rise through specialised technical ranks. "You can have very strong technical experts, but they may not want to manage people, they may not be very good at managing people," he says.Meanwhile, it is for roles requiring specialised technical skills - such as underwriting and claims - that Singapore's skilled workers are in shortest supply."There's a recognised gap in the industry from a talent point of view - we have older talent coming up to retirement age, and then there are a lot of younger people beginning to come into the industry, but there is a gap, and it's quite a difficult gap to fill," says Mr Faulkner.Third, there are the processing roles, which involve simpler skills, and there remains a scarcity of willing workers. Younger workers "don't want to sit down and process all day", while older workers find it difficult to switch to newer computer systems each time the industry upgrades.Mr Faulkner sees the global financial crisis of 2008 as indicative of the fact that too many sectors in Singapore are fighting for the same, small talent pool."In those few years, we found that we were able to recruit many people with a banking background into general insurance and most of them stayed. We were also mini storageble to recruit fresh graduates for a couple of years, we weren't fighting with the banks," he says.What can be doneMr Faulkner thinks that the insurance industry can do with some sprucing up. "It is a professional business. General insurance is very important, essential, for socio-economic progress. Without general insurance, it would be difficult for industries to operate. It would be nerve-wracking for people to buy a car, or go on holiday."Insurance is crucial to an economy's growth and progress, Mr Faulkner says, gesturing to the view from MSIG's boardroom of the port, the roads being built and buildings under construction.Unfortunately, the spotlight often falls on claims that are not paid, rather than the good.Existing industry initiatives such as the Global Internship Programme - launched by the General Insurance Association of Singapore with support from the MAS in 2008 - have helped to create awareness of insurance as a "socially responsible industry" among young undergraduates.But individual companies have a responsibility to better manage and retain the talent they attract, says Mr Faulkner.Less poaching of talent from competitors and more developing and nurturing of talent internally, could help alleviate the talent shortage situation industry-wide. "We can't keep pinching from each other, because you do get a situation of very expensive musical chairs, which everyone loses from at the end of the day. More needs to be done in terms of giving people opportunities," he says.This is especially so for new entrants into the industry, many of whom will want to see where their careers may take them. "They want to see the different parts of the business, they want to be able to work overseas . . . These are things that can be done by companies," Mr Faulkner says.Yet, there remain facets of this challenge that are out of the control of industry players, such as the attitude of a new generation of graduates entering the workforce. The lack of a full-time insurance degree on offer at the local universities is less of an issue than graduates' willingness to learn. A degree, any degree, is but a starting point, says Mr Faulkner."As long as people come in with the right attitude and are willing to learn, willing to get their hands dirty, there's no reason why they can't excel."After all, he does not hold a degree in insurance either. The biology graduate started his career with an accounting firm and moved to Singapore 23 years ago, before joining an insurance company as a chartered accountant in a regional finance role. He has stayed in the sector for the past 16 years now.Still, there is room for Singapore's insurance companies, industry associations, policymakers and educational institutions to "get together and plan ahead" for future manpower needs. This could include plans for more training to enable talented individuals to switch from other fields of expertise into the insurance sector mid-career.After a few rounds of integration in the past few years, Mr Faulkner thinks that the insurance sector has now stabilised and can focus on long-term growth, for which tackling the talent gap will be a priority."We can continue for the next couple of years and do nothing, but that would be a mistake. We need to be looking further ahead. Over the next five to 10 years, it must be among the top three challenges we have to deal with, if the insurance industry wants to be sustainable," he says.tshining@sph.com.sgself storage

How will Al Jazeera play in Philly

Requests for interviews of Al Jazeera officials were unsuccessful. The network is based in New York City, and the channel has 12 bureaus in the United States and 900 journalists and staff.The marketing challenge the Qatari media network faces in endearing itself to the Philadelphia audience somewhat mirrors the challenge it faces nationally in building an audience, say media experts familiar with the Philadelphia market and Al Jazeera.Philadelphia tends to be "less receptive to new ideas," Jaroff said. For example, at one point 6ABC, in a marketing redo, tinkered with its famous Action News theme song. Not a popular move."The blowback was phenomenal," he said.It may also be a tough sell to get area advertisers to buy time on Al Jazeera, said Jon Seitz, managing director of Mayo-Seitz Media Inc., in Blue Bell, a company that buys advertising time and space."The top 10 advertisers in Philadelphia wouldn't even buy Howard Stern," said Seitz, hastening to add that he wasn't comparing Al Jazeera to Stern.But, he said, advertisers, in Philadelphia and elsewhere, shy away from the controversial. Al Jazeera will be long dogged by its controversial willingness to give Osama bin Laden an international media platform.Who would advertise on Al Jazeera? Brewer man convicted of child porn possession fires lawyer, sentencing delayed until new attorney appointed

Wilson also told Anderson Tuesday that since he was indicted in the spring of 2012 his DJ business has dropped off 90 percent and he has had to begin collecting Social Security.Wilson, 62, of Brewer on May 23 pleaded no contest to one count of possession of sexually explicit material, a Class C crime, as his jury-waived trial was about to begin.No-contest pleas result in convictions.Michael Roberts, deputy district attorney for Penobscot County, said Monday that he would recommend that the judge sentence Wilson to between 2 1/2 and three years in prison with all but between six and nine months to serve. Roberts also said he would urge the judge to impose two years of probation.Wilson's attorney, Jeffrey Silverstein of Bangor, said last month that he would like to see Wilson sentenced to probation but no jail time. "My position is that this case doesn't require a long jail sentence," the attorney said. "Mr. Wilson already has su儲存倉fered a loss of respect in the community and he poses no threat to the community."Silverstein also said that Wilson visited child pornography websites but did not download, share or chat about videos or photographs of children engaged in sexually explicit activity.The attorney also said in May that Wilson's position in the community prior to his indictment is more likely to hurt than help the DJ at sentencing next month.Wilson remains free on $1,000 unsecured bail with conditions that include having no contact with children under the age of 16.Wilson was indicted June 27, 2012, by a Penobscot County grand jury on a charge of possession of sexually explicit material. He initially pleaded not guilty on Aug. 8, 2012.The investigation into Wilson began in February 2011, Brewer police Detective Sgt. Jay Munson said on the day Wilson was indicted."We found no evidence of any local children or what appears to be local children [on Wilson's computer]," Munson said last year.Wilson has a disc jockey business and has provided music for dances sponsored by Brewer Parks and Recreation and area schools for many years, Munson said.Monitoring of child pornography sites by law enforcement officials outside Maine led to an Internet address belonging to Wilson, according to a previously published report.Wilson was inducted into the Maine Sports Hall of Fame in May 2012 for his basketball feats at Bangor's Husson College, where he graduated in 1974. That honor was revoked May 29 by the hall's board of directors, according to a previously published report.He faces up to five years in prison and a fine of up to $10,000 on the charge. County Council to meet Aug. 27 to discuss 911, radio projects

Sixth St., and will begin at 3:30 p.m., County Clerk Doug Smith said.County Council was expected to take votes on each issue at its Aug. 13 meeting, but the panel instead tabled the related ordinances.Several council members said they still had questions about how the initiatives will work, how much they will cost, and what local emergency responders think of the projects.Council is considering setting aside $464,420 for the Northern Tier Telecommunications Project, which involves multiple counties and features new telephone equipment, information-sharing technology an存倉 an Internet-based fiber optic network.The radio system study, if approved, would pay a consultant to help the county determine the best way to launch what's known as a "next generation" radio system.The new radio network, which would likely cost millions of dollars, would allow local emergency responders to communicate on common frequencies.Todd Geers, the county's public safety director, has been pushing hard for both projects. Inventors say 'iCan'

With more than $200,000 of their own money in the venture, the father-son team of transplanted Chicagoans hopes to raise some $95,000 to complete the first production run, introduce the product to distributors and manufacturers, secure licensing agreements and ultimately bring the iCan to the worldwide market."We have put our hearts and souls into this," said Brian Bettis, a former boxer who has been inventing and developing products for the last 30 years. "I truly believe this is the logical next step for aluminum drink cans."Based on the body of today's typical aluminum drink can, the iCan's revolutionary features are in its top -- a closable opening with flow control and no removable parts."Have you ever had your beer or soft drink go flat after you opened it?" the elder Bettis asked rhetorically. "Have you ever knocked it over and spilled it? Have you ever been enjoying an outdoor picnic or sporting event only to have a bug or dirt get into your can?"The iCan eliminates all those things."Instead of a flip tab, which can pop off, the iCan top has a center mouthpiece that can be turned one way for beverage flow and the other way to seal."The one-piece design means there is no tab for children or animals to accidently swallow or cut themselves on, thus eliminating a lot of liability," Bettis said. "It will also keep the product fresh longer and help prevent foreign objects from getting into the can."The goal in production is to create a better product while keeping the costs and weight per unit close to existing standards, he said, adding that Savannah will be home base for the project."We moved to Savannah two years ago because we wanted to be in a more lmini storageid-back, creative atmosphere. We've met so many interesting and talented people here, including SCAD students who have helped us put together a video for the Kickstarter site," Bettis said.Launched in 2009, Kickstarter is a funding platform for creative projects. Everything from films, games and music to art, design and technology is considered.Each project is independently created and crafted by the people behind it, who have complete control and responsibility over their projects.The project developers spend weeks building their project pages, shooting their videos, and brainstorming what rewards to offer backers. When they're ready, creators launch their project and share it with their community.Every project is required to have a funding goal and deadline. If people like the project, they can pledge money to make it happen.If the project succeeds in reaching its funding goal, all backers' credit cards are charged when time expires.If the project falls short, no one is charged. Funding on Kickstarter is all-or-nothing.Backers are not considered investors, as they get no equity stake in the business. A lot of them are simply rallying around a friend's project or strongly believe in the product.
