Source: Cape Cod Times, Hyannis, Mass.mini storageSept. 08--EAST FALMOUTH -- In the middle of summer, a short, white picket fence is all that separated a clean cut lawn and trimmed bushes from the gnarled grass, blowing in the wind of the lawn next door.A small gap between the fence and the street revealed in close contrast the line where the owner mowed his lawn and stopped just short of the foreclosed property next door.Austin Heath, who lives in the same cul-de-sac at the end of Paddock Circle in East Falmouth, said that the property, which is in foreclosure, hurts the value of his own home nearby, which he works hard to maintain."You're paying for someone else's house. You shouldn't do that," Heath said.Heath sent letters to state senators, state representatives and town officials, protesting how the property is not only an eyesore but also dangerous -- at that point, there was no fence around the backyard pool. The letters called for ordinances that would allow town code enforcement officials to step in -- without those, they have no legal grounds to force properties to maintain their upkeep beyond basic sanitary standards.Falmouth does not have any such ordinance at this time, but town officials said they are working on possibly putting together something soon on the issue."People call them all the time about it," said Ollie Fitzpatrick, assistant zoning officer for the Town of Falmouth. "I know more and more people are getting upset about it, but I don't know what the solution is."Heath said that he isn't asking for much -- just for owners to cut the grass, pull some weeds and keep the bushes somewhat trimmed. He said his other neighbors have come to him complaining about the state of the house on the cul-de-sac, which sticks out in the gated community, which Heath described as an upper-middle class neighborhood.Part of the problem with neglected, foreclosed properties is that it can be near impossible to track down who actually owns them, said Paul Spiro, Sandwich's building inspector. After that, even if the inspectors can find the owners, there is often nothing they can do. "My name is Paul, not King Paul," Spiro said, referring to the amount of control he has over the issue.However, Spiro doesn't think that adding ordinances requiring homeowners to maintain their properties is the answerself storage He said it would be almost impossible to enforce because it is so subjective. Some owners cut their grass a couple times a week, he said, and others complain because their neighbor cuts their grass too much and are annoyed by the noise. It would be difficult to create a set of guidelines that would please everyone."It's hard to come up with a solution because the solution comes from being a good neighbor," Spiro said. "The solution isn't going to be another regulation, the solution is going to come from the banks or the foreclosure companies or mortgage companies becoming a good neighbor."Bank of New York Mellon Corp., the bank that owns the property in Heath's neighborhood, according to Registry of Deed records, could not be reached for comment about the property.Of the 15 towns on the Cape, Nantucket and Martha's Vineyard that responded to calls, 11 said that they did not have official ordinances regarding property upkeep, but five were looking into such measures upon community request. Bourne is instituting a pilot program within the next month in the downtown area of Buzzards Bay, which includes mostly commercial properties, but also has some residences."After it was passed, people asked why we didn't do for the whole," Town Planner Coreen Moore said.Barnstable's Town Council recently approved a ordinance that would prevent trash, debris and pools of water from accumulating on properties. There is another ordinance under consideration by the Town Council that specifically addresses foreclosures. The ordinance, if passed, would require owners to keep the property in repair and register vacant property with the town, so there is a record of possible problem properties in the town. The ordinanceIn the meantime, in East Falmouth, Heath said someone has come to mow the lawn around the offending property and put up a fence around the pool, which makes it safer for the children in his neighborhood. However, Heath added that he wish it hadn't taken so long for the property to get fixed by the bank."It shouldn't be neglected for a year before they do anything," said Heath. The lack of civil helicopters has since then attracted attention from authorities and the public,” Xiao said, noting that the government later requested the establishment of a national aviation emergency response and rescue system that mainly uses civil helicopters.The promotion of civil helicopters has since been substantially accelerated, with the government giving more investment and favorable policies to support the industry, he added.His words were echoed by Cai Yi, general manager of Avicopter, a subsidiary of the Aviation Industry Corporation of China, the nation’s dominant aircraft manufacturer.“Ten years ago, China produced less than 20 helicopters a year, and after a decade of development, the annual output has increased by 10 times, with nearly 200 being delivered to our clients last year,” Cai said at the Second China Helicopter Expo, held in Tianjin from Thursday to Sunday.Wide range of useCivil helicopters have been used in a wide range of roles, including law enforcement, forest fire patrols, the inspection on power lines and oil pipelines, as well as maritime rescue, according to Cai.Chen Ping, deputy head of the promotion center for emergency assistance under the Ministry of Civil Affairs, said almost 40 percent of people who die in accidents go into cardiac arrest before an ambulance arrives, and 10 percent on the way to hospital, showing the importance of prompt medical assistance.He said the fastest and most efficient rescue vehicle is a helicopter.“After the 迷你倉agnitude-7 earthquake struck Ya’an, in Sichuan, in April, four helicopters sent by the People’s Liberation Army made 132 flights and transported 385 injured people. He said the center has performed several operations in which injured people were transported to a hospital by helicopter.He noted that the center is negotiating with Beijing police’s aviation squadron on cooperation on a helicopter emergency medical service.“Helicopters have been used by Beijing police since April 2007, when the squadron was formed,” said Yang Dongfeng, chief of the aviation squadron under the city’s public security bureau.Sober attitude urgedTo boost the country’s civil helicopter sector, the Aviation Industry Corporation of China has integrated its three manufacturing subsidiaries and one research institute into Avicopter and is implementing a series of favorable policies to recruit talent, according to Lin Zuoming, chairman of AVIC.“We have established an after-sales service system that can cover the entire lifespan of our helicopter products,” Lin said, adding that the company will allocate more funds and resources to solve the heavy dependence on imported engines that has long haunted China’s helicopter industry.Though the prospects for China’s civil helicopter market are promising, Cai suggested that local governments and private businesses should take a sober attitude and avoid blindly investing in this field.“It seems like many local governments and companies can’t wait any longer to plunge into the industry, but it will lead to cutthroat competition and a waste of resources,” Cai warned.儲存倉

Source: Albuquerque Journal, N.迷你倉價錢M.Sept. 08--Let's face it, computers have become such a vital part of our lives that the prospect of losing valuable data, getting infected with a virus or crashing altogether is enough to make us consider doing things that we might later regret.Like giving a scam artist remote control of your computer, thereby allowing that person to access your passwords, credit card numbers and other personal financial information.The so-called "Microsoft scam" -- variations include individuals posing as Dell, McAfee and Norton employees -- has been around since 2010, which is when Microsoft became aware of it and began cautioning computer owners to be wary of these bogus calls.And based on recent media reports, it seems to be making a comeback across the country, including here in New Mexico.Just ask Judy of Albuquerque, who has become somewhat of an expert in fending off these calls over the past two years.By her count, she has received eight phone calls -- all from the Washington, D.C., area code -- from someone masquerading as a Microsoft Windows technician who insists her computer is infected.To make matters worse, based on the sound of his voice and general disposition, she is convinced it's been the same person every time.The first time he called, she says, she was sitting at her computer."I'm with Windows," he told her. "We're getting signals from your computer that there's a problem with a virus or something."At that point, he encouraged her to take a number of steps that would give him remote access to her computer in order to fix it.Judy was familiar with that process, having relied on a brother in Philadelphia to help her deal with problems in the past.So her initial thought was just that: He wants access to her computer to remove the virus."Then it dawned on me," she says. "Wait a minute. There's something phony here."That's when she decided to end the conversation."I said, 'I'm not going to do this. I don't think this is legitimate.'"End of story?That's what she thought until he called right back in what she described as "a very angry voice."The more they talked, she says, the more she realized it was a scam.But even that didn't prepare her for the half-dozen calls that would follow over the next two years.One time she told him she had three computers and wanted to know which one had the problem. Another time she said there just so happened to be a computer repairman at her home. Yet another time she told him she didn't own a computer.Each time, he responded just as angrily as the first."What puzzles me is why he keeps calling my number," she says.While Judy's experience may seem a bit extraordinary, that's not necessarily the case.The Sentinel of Carlisle, Pa., reported last month that an Upper迷你倉Allen Township woman received three phone calls within a 24-hour period claiming that her personal computer was susceptible to a cyberattack -- and that she needed to fork over $249 to fix it.Last fall, the Federal Trade Commission filed a complaint against six "massive" operations, most of them based in India, that were in the business of conning computer owners into buying services they didn't need or surrendering control of their computers and the sensitive data within them.In this case, the scammers promised their unsuspecting victims that they would rid their computers of viruses or malware for a one-time cost ranging from $49 to $450. Once they agreed, they were conned into visiting a website and downloading software that gave the callers remote access to their computers.How common is this scam?At the time of that complaint, the FTC reported that it was aware of more than 40,000 complaints -- though an official suspected the real number of victims to be "substantially higher" -- that may have resulted in consumer losses in the millions of dollars.So here are the two important things to remember if you get a call from someone posing as a Microsoft technician:Microsoft says it does not make unsolicited phone calls offering to fix your computer or seeking personal or financial information.If you receive such a phone call -- or an email message instructing you to click on a particular link -- hang up the phone or delete the message.No good deed goes ...Two weeks ago, you may recall, I wrote about a popular scam brought to our attention locally by Bill Ormerod of Albuquerque, this one involving scam artists who promise to lower the interest rates on your credit cards for a substantial fee.Suffice to say, they don't read the Journal .Ormerod called me recently to say that he had received yet another one of these bogus calls -- two days after the column appeared.And an Albuquerque woman called a few days later to inform me that she, too, had received calls of late offering to lower her credit card rates.Remember: If you want to lower the interest rates on your credit cards, call the customer service number on the back. Deval Patrick for more than four months has finally scheduled a vote on the deal.The Joint Committee on Economic Development and Emerging Technologies is slated to vote Tuesday in executive session on the compact, which would pay the state anywhere from 0 to 21 percent of gross gambling revenue from a Taunton casino based on the level of competition in the commonwealth, Eileen Brooks, a spokeswoman for state Rep. Joseph Wagner, D-Chicopee, co-chairman of the committee, said Friday.The committee heard testimony at a daylong hearing in May. The compact -- the second of its kind for the tribe and Patrick -- was filed with the Legislature in April. The first compact, signed in July 2012, was rejected in October that same year by the federal government.If the committee votes favorably on the new compact, it still must win support of the full House and Senate. That could be a tough sell, since the first compact reached would have paid the state 21.5 percent of gross gambling revenue no matter the level of competition.That deal was rejected by the federal Bureau of Indian Affairs for being too lucrative for the state without enough concessions to the tribe.State Rep. Randy Hunt, R-East Sandwich, said the compact faces stiffer odds now that the Massachusetts Gaming Commission is accepting applications from commercial companies to bid for a license in Southeastern Massachusetts. The deadline for applications is Sept. 30."The more time that passes, the more opportunity these commercial proposals have to put together their numbers," Hunt said. "We're going to see an especially stout defense against the 迷你倉新蒲崗ompact by the South Coast reps and senators. Now they can point to other things that are promising to come along that could be more advantageous to the state."State Rep. Robert Koczera, D-New Bedford, an outspoken critic of the compact and a member of the committee that will vote Tuesday, could not be reached for comment Friday.Proponents of the compact are likely to point out that if the tribe succeeds with getting its land in Taunton and Mashpee taken into trust by the Bureau of Indian Affairs, it could open a casino and provide no revenue to the state, Hunt said.The Gaming Commission has gotten "several inquiries" in Southeastern Massachusetts, known as Region C, for the commercial license, spokeswoman Elaine Driscoll said. The commission does not expect to receive any applications or the $400,000 fee until the deadline, she said.At least one company, KG Urban Enterprises, is on record as saying it will apply to build a casino on the New Bedford waterfront.Meanwhile, the tribe has reported no progress on its federal process in months, even though it proclaimed loudly in May that a key decision was imminent in the first half of 2013.Judith Goetz, a spokeswoman for the tribe, wrote in an email Friday that Mashpee Wampanoag leaders would have no comment on the legislative committee's coming vote.Once a compact is approved at the state level, the Bureau of Indian Affairs has 45 days to act. "We've beaten (Barnstable) three of the last four years. We had one hiccup last year. This was just a great effort all around."No denying that. Senior quarterback Spencer Tyler served notice this will be his season, shredding Barnstable for 251 passing yards and two TDs and running for 118 yards, including a 50-yard score with 38 seconds left in the second quarter that sent D-Y to the locker room with a 23-7 lead.Tyler also said the coaches may not have mentioned last year, but to the players it was front and center."We used last year as motivation a lot," Tyler said. "In the locker room we talked about it. Even at halftime, we said we had to remember what they did to us last year. Use that as motivation not to let up in the second half."I knew it was going to be a battle tonight. But we worked hard in practice and all over the summer. We expected to win. We prepared to win."The Dolphins defense dominated Barnstable, not allowing an offensive point. Barnstable scored on a Derek Estes 47-yard interception return for a score in the second quarter to tie the game at 7, and was given a safety when backup QB Michael Dunn intentionally ran out of the end zone on fourth down with 5:08 left in the game to make it 37-9.It was a game of big plays for the Dolphins, one of the biggest coming on Barnstable's opening third-quarter drive. It was the punch to the gut that knocked Barnstable to the canvas, never to recover."We were starting to do what I feel we're capable of doing (before the fumble)," Barnstable coach Chris Whidden said. "This doesn't make me think we're a bad team. We just had a bad night. When you get a call like that it puts you down a little bit but we just bounced back and got the touchdown back."Tyler called the pick six he threw early in the second quarter a "bad throw." The Dolphins came right back to get a 27-yard field goal from Drew Tardiff. After the D-Y defense forced yet another punt, Tyler hooked up with Pawlina on a 24-yard TD toss with 1:44 left in the half and a 16-7 lead.Barnstable went for it on fourth-and-9 from the D-Y 37, but Liam Matheson broke up the pass play.Tyler hit Anderson for 13 yards to midfield, and Tyler struck again, this time running 50 yards for a score and a 23-7 lead.Tyler went out with leg cramps in the third quarter, but backup Dunn came in and scrambled 55 yards for a touchdown and a 30-7 lead with 3:11 left in the third. A little over a minute later, after a Drew Smith fumble recovery, Cory Desimone ran 26 yards for another touchdown. "That was cool."OK, so what if the people waving were the drunks on the porches and other miscreants hanging outside at that particular hour on a notorious stretch of Pacific Ave. anchored by a liquor store, low-rent strip club, and a lot of people drinking out of paper bags on a warm post-Labor Day afternoon.There they go!"They thought it was the Rose Parade," one observer remarked. And, in a way, it was.Let it be said: Last week, Atlantic City from top to bottom, powerful to powerless, winners to losers, Borgata to Atlantic Club, penny slots to strip-club bouncers, was all on the same side of the line: Miss America, she's ours again."She's like a little Queen of the State," said Lisa Arrigo, 25, a self-described entrepreneur, "up all night, sleeping all day."Friend Diana Simmons, 30, said: "When they look at you, they point at you. It's nice. It makes you feel good. They're like little princesses."The return of the long-lost ladies of the pageant and their appreciative Instagram diaries hit this town like an IV hookup in the ER. And there's still another week before the Sept. 14 parade and the ABC-televised pageant Sept. 15 at 9 (good seats still available).Small town that this is, the Miss America adrenaline shot through the entire town, restoring bonds honed over the first pageant life span in Atlantic City, which stretched from 1921 until 2004, when the Las Vegas idea was born of desperation and high labor costs. Now, back in A.C., everyone was doing the high-heeled hustle.The town, as it had always been, was all in.Once again, police officers were reporting to work and finding their assignment was to hang out with a small group of very beautiful women. In 2004, an A.C. police officer protected Miss Massachusetts and ended up marrying her. He's still an A.C. cop. She lives in Absecon and plays kickball."What're your guys' first names?" asked the young officer hopefully, of two Miss A's in his charge. "Or do we just refer to you by your state?"First names were provided -- who are we kidding?Health-care administrators like Tony Boccaforni of Egg Harbor Township were taking two weeks off work to do volunteer security for the pageant, herding the contestants like kids on a field trip.Bartenders at Chickie's & Pete's were lining up Shirley Temples, waters, and unsweetened ice teas for a line of tiaras sidled up to the bar, where the contestants pregamed for an equally sober outing to Boogie Nights.They got noticed on Pacific Ave. and beyond.Nell Bawer, an 84-year-old tourist from South Carolina who happened upon the Miss America traveling show during their freebie-blitz at the PierShops at Caesars was moved to tears -- tears! -- after finding Miss South Carolina, Brooke Mosteller, at the entrance to the Brookstone Store. (Others stood transfixed by the site of the uninhibited contestants trying out massage chairs, their tiaras jiggling right out there for all to see.) They shared hugs. "It feels like family," Mosteller said generously."My mother has not been as alive as she was last night in ages," Carol Bawer said.One person was heard bragging that he was in the presence of the "Miss Pageant People thing."Do those tiaras really have such magic powers?Will this group of pretty, young, ambitious, friendly, grateful, and poised women now clad in True Religion jeans, who represent something relatively positive and wholesome, make a difference in a town where 300 people were laid off from two casinos even wh迷你倉出租le the Miss A's discovered crab fries?Put another way, can Miss Arkansas, Amy Crain, save Arkansas Avenue or just learn to pronounce it like a native (ar-KANsas)?Last week, they seemed like the town's true religion."It's like a 500-ton weight hanging over Atlantic City has been lifted," said loyalist Pinky Kravitz. "Everything is so bright."But is the faith in this group of typically uninhibited 19- to 24-year-olds obsessed with their phones a little overstated? Recovering from Sandy and Snooki, has the town rushed back in to throw good money after, well, what? Does anyone really care?On the barricades watching the Boardwalk arrival ceremony Tuesday, Colleen Nash of Blackwood brought her two children, daughter Dylan, 7, and Jimmy, 4, to see. But to see what, exactly? "I've been trying to explain."At the PierShops, Joseph Siuda, 11, of Bergenfield, was ecstatic when Miss Hawaii and Miss Kansas signed autographs. "I'm so lucky," he said."They're not just beauty," his mom, Sheila, wanted him to know. "They're brainy. They have good things to say."But the locals' faith in the trifecta of swimsuit, evening wear, and STEM scholarships is unwavering. The state and other authorities are propping up the pageant with $7.3 million over three years. They predict 200,000 parade-watchers, $40 million in economic impact.Needy merchants at the struggling bank-owned luxury PierShops, those still in business anyway, kicked in more than $50,000 in freebies in a public-relations Hail Mary to get the social-media reverberations from the gang with the free Michael Kors sunglasses.Tourists like Doug and Darlene Winch of King of Prussia would certainly vindicate them. Lured by the pro volleyball tournament in town, they were tickled by the tiaras. "Miss Louisiana, how are you?" Doug called out as she exited True Religion."Better now!" she answered."We're 30 seconds from a casino in Valley Forge," said Winch, who works for a computer company. "Based on what I've experienced, I'd rather be here."If nothing else, the historic return to Atlantic City was a reminder of this: There is at least one place where the Miss America pageant still matters. It tried to move on, but never did.On the island, if you're not singing in the parade, the contestants are showing up at your gala fund-raiser or in your jitney. This year, it was a clambake at Trump Plaza beach bar sponsored by the Chamber of Commerce. Back in the heyday, the interns at what was then Atlantic City Memorial Hospital were stationed at the foot of the runway: on guard for any Miss America falls or twisted ankles.It's all so close together. Go to dinner at Angeloni's and at the table next to you, law enforcement are discussing pageant security over pasta. There is a long history of the pageant as the winning trick, of all-in for Miss America."Atlantic City is and should be a full menu of entertainment," advised an approving Josh Oliver, a bouncer outside Delilah's Den on Pacific Avenue behind Boardwalk Hall, as he waited for the police-escorted jitney parade to pass by once again.Nearby on their porch, Abu Rasheed, 20, and his sister Zakiyyah, debated whether the temporary touchdown of Miss America would make a true dent in their city. Rasheed had seen the waving the day before as the tiaras passed by in the windows of the jitney. But noting the more loosely organized daily parade of sketchy street characters they watch from their porch in the shadow of Boardwalk Hall, Zakiyyah wondered: "What is Miss America compared to what goes on here?"Contact Amy S.
