南都訊 記者蔣生 持多次往返澳門證件的市民要注意了，mini storage海關和公安正醞釀對以下三類旅客限制簽注：因走私被海關處罰兩次的，或被判刑的，或抗拒、阻礙海關執法被處罰的。記者昨日獲悉，拱北海關等尚未接到具體政策通知，但有關政策在珠海調研過。拒絕續證或取消簽注據廣東省海洋打私辦網站的消息，海關總署廣東分署對省政協委員提案答複中表示，經海關總署與公安部磋商，擬對以下三類旅客限制簽注：一是因走私被海關行政處罰兩次以上(含二次)的旅客；二是因走私被判處刑罰的旅客；三是在海關監管區抗拒或阻礙海關執法，被警方依照治安管理處罰的有關規定給予行政處罰，或者因妨害公務罪或故意傷害罪被追究刑事責任的旅客。在三類旅客中，因走私被海關行政處罰兩次以上的旅客數量最多。有聯建單位人士告訴南都記者，醞釀中的政策是公安部門拒絕再給上述三類人士續辦簽注。由於未有具體文件下達，目前尚不清楚會否嚴厲到當場取消簽注。這一政策被坊間戲稱為收緊“水客”簽証，但實際上影響的絕非“水客”群體。但是許多持多次往返證件的普通人士，在攜帶煙酒、食品等方面有可能超標，一旦抗拒或阻礙執法，均可能面臨嚴罰。對探親簽、勞工簽影響最大港澳居民天生享有多次往返的權利，這項處罰也難以向港澳居民執行。省打私辦網站上所述的“一簽多行”，針對的是持港澳通行證的內地居民。而在赴澳的內地人士中，主要是到澳門務工、探親、讀書的群體。目前澳門的勞工有十余萬，他們多在珠海居住。此外還有經商、訪問的多次往返簽注。一旦新政出台，這些群體在幫別人從澳門購物時，就需查清楚海關政策了。而受這項政策影響最大的還是“水客”群體。按澳門大學社會學一名教授論self storage觀點，該人群最高峰達數萬人。拱北口岸聯檢人士稱，撇除其中的澳門居民，持探親證、勞工證等多次往返證件的內地人“水客”總量最高可達上千人。其中，包括一些過關時偶爾受人所托帶一件商品，收取10元不等酬勞的非職業“水客”。據分析，持通行證的“水客”中以探親簽注最多，這類人士的影響將最大。三類旅客或被限制簽注經海關總署與公安部磋商，擬對以下三類旅客限制簽注：一是因走私被海關行政處罰兩次以上(含二次)的旅客；二是因走私被判處刑罰的旅客；三是在海關監管區抗拒或阻礙海關執法，被警方依照治安管理處罰的有關規定給予行政處罰，或者因妨害公務罪或故意傷害罪被追究刑事責任的旅客。拱北海關回應去年設“當天多次往返旅客專道”打擊水客未收到限制政策的消息？南都記者對拱北海關進行了書面採訪，但海關沒有具體回應。拱北海關表示自去年以來，海關和邊檢部門通過加強雙方的聯繫配合，採取設立“當天多次往返旅客專道”等措施，在提高口岸通關效率，規範口岸持續的同時，有效打擊“水客”的走私違法活動，取得了明顯成效。下一步，拱北海關將認真貫徹落實海關總署和公安部的有關部署。[提醒]多次往返客攜帶物品怎樣免稅？旅客當天第一次進境(從澳門進入珠海)攜帶規定數額(量)內的個人物品，海關免稅。旅客當天第二次進境攜帶物品，即進境攜帶旅途必需物品免稅；超過旅途必需範圍但是仍然在合理數量以內的個人自用物品，按照有關規定徵收進口稅；超出自用、合理數量的進出境物品的，應當按照進出口貨物依法辦理手續；對未向海關書面申報的，海關將按照規定處理。白天 多雲 高溫33℃ 無持續風向 微風夜間 多雲 低溫26℃ 無持續風向 微風迷你倉
