Hong Kong's lofty reputation in the tourism world has been dealt a double blow.迷你倉價錢 The occupation of the luxury cruise ship Costa Victoria by disgruntled passengers was unprecedented. Cruise tours elsewhere are mostly civilized. Passengers in Europe, for example, normally attend formal onboard functions in tuxedos and evening gowns. The TV footage of Democratic Alliance for the Betterment and Progress of Hong Kong lawmaker Ann Chiang Lai-wan and others shouting and screaming bodes ill for the SAR's efforts to promote itself as a cruise hub. Public sympathy doesn't go to the passengers. Chiang was an "accidental heroine," as she happened to be among the passengers on the voyage to Hainan and Vietnam. So being the only lawmaker on board, she became the spokeswoman. However it's been argued that the case was simple. It was wrong to occupy the ship, and equally wrong to affect the innocent passengers on the next sailing. If there was any message the wrongful act has sent, it would be that people can get whatever they want by resorting to dubious means. If Chiang was legitimate in endorsing the occupation, does it mean her political foes can also get what they want in democracy by occupying Central? Hong Kong is a lawful society with plenty of avenues to seek redress. People can complain to the Consumer Council, the Travel Industry Council, or the Tourism Commission. Failing that, they may also go to the courts. What happened was a mockery of the rule of law. While Miramar Travel, a unit of the publicly-listed Henderson迷你倉最平 Land group, found little problem in compensating each passenger HK$1,000, would small investors agree to it? The concern is that if it's allowed once, it could happen a second and third time. If the cruise beating was unfortunate, there was another one even more so. Two People Power lawmakers called for a HK$100 land entry tax. Even if Albert Chan Wai-yip and Ray Chan Chi-chuen didn't come out and say it was aimed at mainlanders, this couldn't be clearer. Both knew there was zero chance for Financial Secretary John Tsang Chun- wah to agree to their radical tax call. But they still made it anyway, because they couldn't lose in the current atmosphere - taking advantage of the localist movement that is polarizing society. Former security secretary Regina Ip Lau Suk-yee said the government had studied a land exit tax - similar in nature to a land entry tax - some 10 years ago but found it infeasible. It's ironic that more than a decade later, there is support for a similar idea - not for the sake of public finance, but merely a political objective. Yesterday, the Costa Victoria returned to the SAR from Vietnam with 1,000 passengers from the mainland. At least in front of TV cameras, the passengers appeared to be more accommodating than Hongkongers. It's shameful that locals were seen as more uncouth than the mainlanders they are so scornful of. The People's Daily published an article saying mainlanders have improved their behavior while overseas. Perhaps it's time for Hong Kong people to clean up their own act. 迷你倉
