Source: The Telegraph, Alton, Ill.存倉Aug. 09--EDWARDSVILLE -- Authorities have filed an unusual criminal complaint against a former Alton landlord with a long history of unusual legal battles.The Madison County State's Attorney's Office filed a charge of attempted unlawful clouding of title against Paul S. Schneider, 66, of St. Charles, Mo., who has served time in federal prison for fraudulently posing as an electrical contractor using a reference from a non-existent Grafton bank.The most recent charge alleges that Schneider attempted to file a claim for a lien against US Bank, formerly Alton Banking and Trust Co., with the intent of claiming $400,000 from the bank. The charge is a misdemeanor.State's Attorney Tom Gibbons praised Recorder of Deeds Amy Meyer and her staff for catching the fraud. Schneider hand-delivered the allegedly false document to the Recorder's Office.The charge alleges that Schneider filed the claim "knowing that the theory upon which the purported cloud on title was based is not recognized as a legitimate theory by the courts of Illinois or the United States."Gibbons said that the fraudulent claim was caught immediately and never actually filed. The case was turned over to the Madison County Sheriff's Department, which investigated and brought the misdemeanor charge.Schneider has a long history of representing himself in court cases and losing.Between 1995 and 1999, the city of Alton filed more than 150 property ordinance violation cases against Schneider. One of his properties was an illegally operating boarding house, which was supplied with electricity by an extension cord connected to an adjacent property.Schneider often has asserted in interviews and in court doc自存倉ments that many of the officials who have prosecuted him have plotted against him.He filed a document in 2008 that stated: "We the Schneiders and other similarly politically disfavored persons cannot obtain due process, fair trials, justice, fairness, honest administration, impartial enforcement and equal protection of the rule of law from our court, judicial law enforcement and public officer corps of Southwestern Illinois."In a 2004 case, a judge issued an order preventing Schneider from filing documents in a case to which he was not a party. In another case on file at the Madison County Courthouse, a judge dismissed one of his pleadings on the basis that the case had been dismissed eight years prior.In his claim, Schneider claims to be an attorney. His allegedly fraudulent claim states in part:"That on and about the 20th day of November 1980, the claimant(s) made a contract with said bank and property owners, which said bank used this said contract to falsely convict and defraud we claimant(s) of #9 Frontenac Place, Godfrey Illinois, 529 E. Seventh St., located in Alton, Illinois, and multiple other properties in collusion with City of Alton and County of Madison rogue officials."I, Paul Schneider Jr., certify and state on oath with full knowledge of the laws that prohibit and punishes people for filing false statements and false lien claims that the above statement and claims true in fact.
