He was instructed to get a prepaid cash card. The man did and called the person back, providing the card's numbers over the phone, Padilla said. The money was taken off the card.On Thursday, someone called another St. Paul man and claimed he owed Xcel Energy $300 and needed to make a payment immediately, Padilla said. The man went to a store, got a prepaid cash card and was getting ready to call the person back when he became suspicious.The man called Xcel directly a迷你倉d was told it was a scam, Padilla said. Police suggest people do just that if they get a call from someone trying to collect money or get information -- verify the legitimacy of the call by phoning the company directly. Xcel's customer service number is 800-895-4999.Police also ask people to report such scams to them. "Any little piece might be what we need to put this to a stop," he said.Xcel Energy issued a warning to Minnesota customers about billing scams during the summer, saying in July that more than 120 scams had been reported in the utility's Upper Midwest territory since January. 2013廣東（國際）電子商務大會舉辦期間，迷你倉昨日下午，省長朱小丹在廣州召開2013年廣東省加快電子商務發展座談會，與前來參加廣東電商大會的知名電商企業代表、專家學者等面對面，深入探討廣東電子商務發展的瓶頸與解決之道。會上，代表們以把握當前電商最新趨勢的超前思維，把脈廣東電商發展現狀，言辭犀利，敢想敢言，碰撞出不少思想的火花。有人直指廣東缺乏“互聯網思維”束縛電商發展，也有人為廣東支招如何幫助傳統企業觸網轉型，一“破”一“立”間，廣東未來電商發展的思路脈絡逐漸浮現。南方日報記者 吳哲 劉熠 實習生 張素傑 王厚�統籌 郭亦樂 謝思佳【焦點一】廣東應該有互聯網思維唯品會董事長兼CEO沈亞在會上表示，廣東作為製造業大省，傳統產業的電商意識十分欠缺，政府應對傳統企業加以關注。沈亞認為，很多傳統企業，對電商業務沒有足夠重視，把網絡稱為新興渠道部，“他們知道電商很厲害，但只看到網購占傳統零售市場份額的6.2%，沒注意網購每年以6000億規模增加。一些傳統企業仍處於很混沌的狀態，雖然對電商有概念，想學又不知從何入手。”因此沈亞建議，傳統企業學習互聯網思維的同時，政府應開設“電商班”，對企業進行系統地專業培訓，扶持和教會傳統企業互聯網思維模式，比如，請省內為數�多的傳統制造業集體入駐天貓，插上網購的翅膀，這樣在未來競爭中才不會倒下去。對於如何利用互聯網模式經營傳統產業，小米科技創始人，董事長兼CEO雷軍介紹，用電商模式改造零售環節後，可以節省20%-30%的成本，再用新媒體營銷方式替代傳統營銷模式，可以再省10%的成本，這樣一來，同樣的零售產品，價格能降到將近一半。在雷軍看來，如果廣東傳統的品牌廠商能夠全部上網，零售價能減掉三分之一，但利潤卻能增加50%以上。“我給廣東出個主意，可以複制小米模式。”雷軍說，小米只會專注于目前的產品市場，不會涉足過多品類，如果朝大而全方向發展，公司反應速度必將降低，就會失去競爭力，而互聯網有著共同的方法論，小米摸索出來的經驗，是虛擬經濟和實體經濟的結合，這對廣東省內大量的小家電等各種消費類電子企業，將很有幫助。【焦點二】廣東電商政策仍太保守會上，企業代表紛紛指出，與廣東電子商務迅猛的發展勢頭相比，電商政策仍然太過保守。沈亞舉了幾個例子，唯品會想發展互聯網金融，申請小額貸款公司的牌照，因不符合廣東要求連續三年盈利的硬門檻，始終拿不下來，但他們到重慶、天津，馬上就獲批了。同樣，廣州作為國家跨境貿易電子商務服務試點城市也是一樣，在國務院批下來的首批5家城市中，廣州沒有入選，很多企業就跑到了重慶去做跨境電商。“我認為廣東省在這些方面要想辦法突破，不能老用原來的思路想問題。希望政府在政策方面能想辦法積極幫企業解決問題，這樣企業更能一心一意在廣東把電商做好。”沈亞說。順豐集團副總裁、順豐優選總裁李東起說，快遞作為電商企業與消費者接觸的最後一個重要環節，對提升電子商務整體的服務水平起著至關重要的作用，但目前卻面臨最後一公里交通難的問題，例如現有條件下的城市禁摩禁電政策就為快遞服務帶來很大困難。建議政府能夠參照深圳經驗，在全省範圍內開展快遞企業交通特許經營，允許快遞的電動車進城提儲存倉快遞服務。易方達基金總經理劉曉豔也從行業的角度闡述了對互聯網金融的理解。“我們正處在歷史上最大的一次社會技術革命，互聯網對人類的影響將超過蒸汽化和電氣化。如果省政府能站在這樣的時代背景的高度上去布局廣東，三五年後廣東真的不得了，如果站的層次沒有這麼高，經濟結構的轉型可能會沒那麼順利。”劉曉豔認為，互聯網在本質上對各行各業的衝擊是商業模式和盈利模式、以及產業之間上下游之間的關聯模式的衝擊和顛覆。隨著技術的進步和監管理念的突破，比如說銀行的開戶非現場化，可以說滿大街的銀行網點都會失去價值，因為任何一家網上銀行都是身邊的銀行。對此，政府監管部門要有足夠的認識和超前意識。【焦點三】批發市場要儘快“觸網”作為傳統制造大省，廣東的批發市場很多很大，比如廣州就擁有很多發達的國際國內批發市場。但沈亞認為，現階段批發市場已經成為廣東發展的阻力。“批發市場佔用大量土地，沒有稅收，還沒有實現電商革命。”沈亞表示，在批發市場的經營和轉型方面，廣東可向義烏學習。在義烏，一整棟樓都叫小商品批發市場，裡面9萬個小商品批發市場，其中有6.8萬個有自己的網絡。而廣東傳統的批發市場很多沒有觸網，競爭力不足。因此，沈亞建議政府對此予以重視，去義烏等地調研和學習，借鑒其它地區好的做法，推動廣東批發市場轉型更新。批發市場如何借力電商轉型，實際是要推動和強化其往B2B電商發展。在國家信息化專家咨詢委員會常務副主任周宏仁看來，B2B電子商務向中小企業發展是一個重要趨勢，B2B供應鏈電子商務的發展對企業庫存的壓縮、經營成本的降低、競爭力的提升而言都意義重大，廣東省政府應將發展電子商務的注意力從B2C轉向B2B供應鏈電子商務，這一領域極具潛力，充滿了創新機會，廣東可在這一領域再當“領頭羊”。【焦點四】市場格局遠未定型與會代表們還以敏銳的市場眼光提醒道，不要看到國內電子商務的快速發展，就以為中國的電子商務已經沒什麼發展空間了，事實完全不是如此。以天貓和淘寶為代表的電子商務模式，還只是電子商務各領域中的B2C和C2C，亦即網絡零售業的一個範例。中國社科院財經戰略研究院副院長荊林波認為，目前全球最有前景的是C2B（消費者對企業）模式。一旦面對碎片化、個性化訂制的需求到來的時候，廣東要發揮製造大省的優勢，進一步挖掘和觸動傳統企業的潛能，用消費者需求驅動製造廠商。阿里巴巴集團副總裁張建鋒介紹，阿里集團一直在整合各個業務模塊，打造CBBS即消費者、渠道商、製造商、電子商務服務提供商的服務體系，把整個產業鏈打通。知名信息管理專家、《大數據》作者塗子沛建議，廣東省可率先發展G2C（政府對個人）模式，打造城市市民生活平台。市民可以通過平台辦證、交水電費、掛號、訂餐等，這個平台一旦搭起來，會出現大量新的商業模式，並湧生無數新的商機。【智囊團】周宏仁國家信息化專家咨詢委員會常務副主任雷軍小米科技董事長、CEO塗子沛知名信息管理專家、《大數據》作者沈亞唯品會董事長兼CEO荊林波中國社科院財經院副院長張建鋒阿里巴巴副總裁、天貓CEO吳宵光騰訊集團高級執行副總裁、騰訊電商控股CEO李東起順豐集團副總裁、順豐優選總裁劉曉豔易方達基金總經理凌風環球市場集團董事長迷你倉最平

The local faith community was also involved in state events, like the Moral Monday protests, and responded to a worldwide event, the election of Pope Francis. Here's a roundup of major faith news here in 2013:LOCAL BISHOP:The Rt. Rev. Anne E. Hodges-Copple, who had most recently served at St. Luke's Episcopal Church in Durham, was consecrated as bishop suffragan of the Episcopal Diocese of North Carolina, a jurisdiction that covers central North Carolina, including Raleigh and Charlotte. The ceremony was held at Duke Chapel. A bishop suffragan is a full bishop, elected by the diocese. Hodges-Copple said to a non-Episcopalian, it could be described as a type of assisting bishop. The Rt. Rev. Michael B. Curry is bishop diocesan of the Episcopal Diocese of North Carolina. Hodges-Copple has a lot of plans for her role, which involves leading and ministering in several ways."We may need some fresh and more bold ways to proclaim the gospel. Jesus' message is radical. All are welcome," Hodges-Copple said in June.RETIREMENTS:One of Durham's most prominent and visible religious leaders, the Rev. Joe Harvard, retired from First Presbyterian Church in May after 33 years. He was honored by the community at a farewell service at the downtown church, where Durham City Councilman Eugene Brown read a proclamation praising the work in front of and behind the scenes by Joe and his wife, Carlisle Harvard. N.C. Sen. Mike Woodard presented Harvard with the highest state award, the Order of the Long Leaf Pine."I'm looking forward to some down time," Harvard said upon his retirement. "I'm looking forward to finding out what my good friends and colleagues do Sunday mornings," he said.Harvard was pastor of a church outside Atlanta, in Decatur, Ga., before coming to Durham in 1980. "Thirty-three years later I've enjoyed every year of it," he said. "You know, there was been a real good spirit among the religious folk in Durham -- clergy and laity -- about working together."When Harvard arrived in Durham in 1980, so did Rabbi John Friedman, to lead Judea Reform Congregation. The two friends frequently worked together in the community over the years. In August, Friedman announced his upcoming retirement in 2015, after a year sabbatical beginning the summer of 2014. Like Harvard, Friedman will remain in Durham."I love Durham and plan to keep living in Durham. Jimmie Hawkins of Covenant Presbyterian Church in Durham was a leader in the Moral Monday protests at the N.C. General Assembly, organizing the clergy response at the June 10 protest in Raleigh. When Pope Francis first addressed the crowd gathered in St. Peter's Square at Vatican City, Italy, he asked the people to pray for him.Bishop Michael F. Burbidge, who leads the Catholic Diocese of Raleigh, said it was a humble gesture."That's just who he is, not just a gesture. He's a humble man," Burbidge said.Burbidge said the challenge for Pope Francis would be new evangelism, and bringing back Catholics who have left. "I wouldn't mind doing this again."Ed Camargo, 44, said his nonprofit High Desert Devils youth baseball club fed almost 70 people near the river on Monday afternoon."I challenged my kids to give $5 to help with the folks down by the river," said Camargo, who also is Adelanto's mayor pro tem. "Next thing I know, they collected $195 in order to bless the community."Camargo said players and parents served a meal that consisted of ham, turkey, stuffing, homemade cookies, chips, peanuts and drinks."Our kids were amazed when they saw this one big guy, about 6-foot-5-inches tall, start crying like a baby when he got the food," Camargo said. "Some of the cookies were decorated so beautifully that nobody wanted to eat them."Ryan Thurlow said he signed up his son, Cody, on the team after he saw how the team embraced serving the community as well as solid baseball fundamentals."I was excited when I saw the faces of the people down there being serself storageed," said Cody Thurlow, 10, whose duty it was to pass out drinks. "After seeing these people and how they lived, I learned how grateful I should be that God has given me a lot."Camargo said many of his players have a strong Christian faith and have served the homeless at other venues, including in Los Angeles."It felt good to feed them," Zachary Viramontes, 8, said.
