I think we'll be down again in August, but down by less."The combination of fare increases and slow job growth are reflected in the decline, said Chuck Brook of Express Travel in Medford."The economy is recovering, but not enough to the point where people don't have to be careful about what they spend," Brook said. "People are still being pretty frugal about their discretionary spending."Brook said there was no indication travelers were merely jumping into their cars and mini storageriving to larger airports in search of cheaper flights."I do a daily search of San Francisco, Sacramento, Oakland, Portland and Medford, where people are flying to Hawaii, and it doesn't pencil out to drive from Medford," he said. "Either coming or going you're going to have to stay in a hotel, and gas hasn't gone down a whole bunch."United Express activity plummeted 27.8 percent to fewer than 15,000 passengers last month. Allegiant Air tumbled 25.5 percent to 7,669 passengers.Alaska Air Group unit Horizon Air, the airport's biggest player, saw a 14.5 percent jump to 33,048 passengers, while Delta Connection flights to Salt Lake City were up 4.1 percent, with a head count of 7,045.Case said Delta is popular, but its working relationship with Alaska Air to fly passengers through Portland and Los Angeles siphons some passengers who are headed east."Salt Lake City is their hub, and their other hubs are a long ways away," he said.Brook thinks the slump won't be prolonged."I wouldn't say it's a trend," he said. "I'm not sure what the future holds, but I don't see airline prices going down either. I think we're still seeing growth in the Jackson County area as far as people traveling."Case said the Justice Department's move to block the pending US Airways-American Airlines merger slowed talks about resumption of flights to Phoenix Sky Harbor International Airport, once handled by America West Express."Philosophically I think there have been too many mergers," Case said. Source: The Santa Fe New MexicanAug.新蒲崗迷你倉 15--The state of New Mexico might have a subtle message for unemployment applicants who lack English proficiency and computer skills: Go away.That is the basis of a civil-rights claim by the New Mexico Center on Law and Poverty against the state Department of Workforce Solutions, which launched a new online unemployment insurance claims system in January.The complaint filed with the U.S. Department of Labor documents several cases of people who may have been denied their rightful unemployment benefits because of deficiencies in English or access to the Internet. "The Department requirements that the unemployment application be done in English and online have a negative impact on several protected classes," claims the Albuquerque-based center.Tess Wilkes, a Center on Law and Poverty attorney, said the state of Minnesota has a similar system and makes paper applications easily available in Spanish, Somali and Hmong. New Mexico, with the highest percentage of Spanish speakers in the United States and a Hispanic governor, does not make filing in Spanish as easy, she argues."We feel if Minnesota can do it, then New Mexico should be able to do it," Wilkes said.Among the cases raised in the filing:-- A foreign-born Mandarin and Cantonese speaker with a valid work authorization who was unable to apply for unemployment in April, 2013 because he cannot read English and was unable to use a computer-- A foreign-born Spanish speaker who received two written letters from the state in English requesting more information from her in order to process a claim-- A farm worker in a part of New Mexico with a lot of Spanish speakers who visited a Department of Workforce Solutions field office because he needed help and was told he could only file online-- An elderly farm worker who applied for benefits but had to pay a notary to fill out an online application because he does not read or write in English"The online unemployment system is not accessible to seniors in our state, especially Latino seniors. This potential age discrimination is yet another reason why the department's online system in unacceptable," said the civil rights claim.Wilkes said the center started meeting with the Department of Workforce Solutions in July 2010 to try and resolve some of the issues and has been told the state is not required to provide language access, nor does it have the money to do so. Most recently, the New Mexico Center on Law and Poverty met July 3, 2013 with Marshall Ray, general counsel at the Department of Workforce Solutions and Tammy Keating, assistant general counsel.But Wilkes said Workforce Solutions has even not even made simple and practical changes such as instructing field offices that there is Spanish-language help available for callers who need it. "There are some people who speak Spanish at the call center. We don't have confirmation that anyone has gone through that process. It's not clear that is being told to the field offices," she said.The new $48-mini storageillion computer system has been a one-stop shop for businesses who certify their employment numbers each month and make payments into the insurance system, which is then tapped by those who lose their jobs and qualify for benefits. When the system went up in January, it was plagued with long wait times for those filing new claims as well as business owners who tried to access their accounts. Some of the problems were attributed to new log-on and security requirements, which the state claims has reduced fraud and input errors.An audit of the new system was presented to the Legislative Finance Committee in July and concluded, "The overall functionality of the system works for normal operations. However the complexity of the new system can be cumbersome to use. The initial intake process for a claimant can now take up to an hour and the maximum call wait time remains long."A spokeswoman for the Department of Workforce Solutions said the new system actually makes it easier for those in need to reach a customer-service agent because the vast majority of callers can now file and manage claims without help."There has always been two ways for people to file -- online and through the operations center," said spokeswoman Joy Forehand. "That center does have Spanish-speaking customer service agents that can assist people." She said the number of agents depends on the call volume, but there are as many as 18 who speak Spanish.She said the department is looking into data that will determine how many claimants have filed in Spanish or re-certified in Spanish.Wilkes said the state of Florida also thought it was doing enough, but eventually agreed to make changes to both its website and its filing process to make it easier for Spanish, Creole and other English language learners.In its findings presented to Florida, the U.S. Department of Labor said if further changes are not implemented, then enforcement actions may include, "referral of the matter to the Attorney General with a recommendation that an appropriate civil action be instituted" and that may include suspension of federal assistance from the Department of Labor, in such areas as unemployment and job training.Wilkes said there has been a 31 percent drop in the number of people who have received their payments on time since the new system has gone online in New Mexico. "Claimants should know their rights, and apply in the language of their choice and be able to apply any way they want -- phone, in person, or Internet," she said.The complaint will now be investigated by the Labor Department, a process that may take six months to a year. 信息來源於四川新聞網 / Cited from .newssc.org/儀隴縣金城鎮。儀隴縣金城鎮篆刻。金城鎮金粟書岩。（圖據網絡）　　　　大巴山深處的千年古方州??儀隴縣金城鎮，迷你倉沙田地處儀隴縣西中部，又名城關鎮，從南朝梁天監元年（公園502年）至2005年9月都為縣署所在地，屹立于金城山巔已有1500年曆史，總人口近15萬人，城鎮常住人口近11.7萬人，轄24個行政村，10個社區，轄區總面積50.24平方千米，南北最大距離7.84千米，東西最大距離6.33千米，是名副其實的西南第一大鎮。　　盛夏之際，少有的涼風吹拂臉頰、金色的光芒，照耀在巴南高速上。從南充市出發過了儀隴縣城 20 多分鐘後，展現在眼前的是一座依山而建、綠色和諧、錯落有致的生態宜居山城--金城鎮。規劃先行 推進城鎮有序化發展　　回顧我國城市化發展的歷程，個別城市盲目圈地擴城，導致城市發展“紊亂”的現象屢見不鮮。如何讓金城鎮走出“造城運動”的怪圈，打造新型城鎮化標杆，提高城鎮發展的質量，金城鎮黨委領導班子在經過反複調查研究及討論後，決定將城鎮化的工作重心轉移到城鎮人口權益的市民化上來。根據相關資料顯示，我們國家人戶分離的人口數量近3億，其中流動人口就將近2.36億，讓這部分人口的權益得到保障是不能忽視的問題。“我們的城鎮化不僅要‘廣度’，更需要的是‘深度’。”該鎮領導班子達成的共識。　　在經濟發展方向上，金城鎮堅持以商貿服務產業、教育產業為基礎，農業產業化發展為主導，第三產業優先發展，逐步建立起以農副產品集散、生態農業產業化、居住服務、商品集散和社會文化綜合發展的綜合型城鎮。同時以市場為導向，夯實農業基礎，發展生豬、兔肉、優質糧油、水果、蠶桑為特色的綠色農業。建設教育、商貿服務、旅遊為主導的綜合城鎮。　　在城市發展方向上，金城鎮始終堅持“規劃一張圖、審批一支筆、建設一盤棋、管理一張網”的原則，加強城鎮規劃、建設和管理，注重協調發展，著眼統籌兼顧，走新型城鎮化之路，成功創建了省級衛生鎮和省級生態鎮。在規劃擴張城鎮面積的同時，更注重舊城區改造項目的實施，有序推進優質商住樓開發項目在金城落戶。民生為本 打造良性發展的新型城鎮　　‘城鎮化’的快速擴張，必然會進入‘城市病’的多發時段，走新型城鎮化之路，更需要我們在城鎮交通、環境、教育、衛生等各方面統籌安排，協調城鎮良性發展。“城鎮化不能為‘房地產化’代言，我們需要的是全方位、多元化發展的新型城鎮”金城鎮鎮長王光明在與華西城市讀本記者交談中表示。　　近年來，金城鎮緊緊圍繞實現“住有所居、勞有所得、病有所醫、老有所養”的民生藍圖，更加注重堅持以人為本和改善民生，並大力推進社會保障事業的健康發展。自2011年開始，全鎮投入近3千萬元加快廉租房、公租房建設，解決城鎮普通和困難的“夾心層”人群住房問題。並投入專項資金新建養老院，使五保老人得到集中供養。　　三年間，通過努力，金城鎮每年幫助近4100名下崗失業人員和困難人員實現再就業。每年培訓農民工達1000余人次，對外輸出勞動力近10000人，勞務產值高達2億元。此外，還落實城鎮和農村低保5260人，五保戶152戶，辦理失地農民養老保險1280人，為2000多名殘疾人進行“量體裁衣”服務，年均日常貧困救濟200余次，發放各種民政資金700萬元，各項惠農資金300余萬元。截至目前，金城城鎮居民的基本醫療保險覆蓋率達100%，老百姓看病貴、看病難的問題得到持續好轉。　　“省市級示範高中”、“省市重點小學”、“省級示範幼兒園”，在教育資源上，金城鎮作為全縣教育基地的聚集點，全鎮校園占地面積27萬多平方米，建築面積15萬多平方米。儀隴一中、二迷你倉價錢、三中三所高級中學全部落戶金城鎮，吸引了來自日興、土門、馬鞍、新政等城鎮的學子前來求學，在校學生數量超過1萬人。有朱德總司令曾經任教過的金城小學，以及省級示範幼兒園。“以教育產業為引導，商貿、旅遊、餐飲等產業也將隨之得到發展。除教育產業外，城鎮里健全的醫療衛生體系為服務居民提供了強有力的支撐。轄區里有儀隴縣人民醫院金城院區、中醫院金城院區、婦幼保健院等各級醫療衛生機構14個，門診部（所）48個，超千張床位；固定資產總值9160萬元。專業衛生人員932名。其中執業醫師335人，執業助理醫師162人，註冊護士435人。截至目前的統計數據，今年上半年所有的醫療機構（門診部）完成診療人次就超過46萬。產業支撐 讓居民留得住，留得下　　讓從鎮里走出去並還“漂”在其他城市的農民工回到家鄉，使他們能在城鎮里能留得住，留得下是他們對未來所構想的美好願景。　　“一年小變樣，兩年大變樣，三年樹形象，打造一流大鎮。”王光明介紹說，金城鎮在今後一段時期，將因地制宜，繼續推進兔業、果蔬菜業及特色農產品為主的農業發展，同時在工業、商業等方面尋求突破。按照“農業產業創特色、商貿物流建重鎮、教育旅遊樹品牌、園林宜居聚人氣、黨建民生促和諧”的工作思路，不斷提升鎮域經濟綜合實力，著力實施新型城鎮化建設，改善城鎮及其所轄鄉村面貌，推進一體化發展。　　“境內的多條省道、縣道及”村村通公路“使得交通四通八達，如今南巴高速也正式開通，更為我們的產業發展造就了不小的機遇，在建的化馬場至電廠河的快捷通道更將使發展如虎添翼”談起城鎮未來產業的發展，該鎮負責人表示將對快捷通道兩旁進行統一規劃，統一打造，培育壯大新興產業，逐步引導人口和生產要素向城外轉移集聚，形成城鄉統籌發展的生動局面。　　近些年來，金城鎮的經濟保持著良好發展勢頭，商貿流通型小城鎮建設也取得了初步成效，行走在金城鎮的街頭，人流、商品流、車流相互交織。人氣商機旺盛。金城鎮財政所有一筆數據：去年，金城鎮國稅收入2500萬余元，地稅收入2800多萬元，近年來保持持續遞增的態勢。鎮商會統計：全鎮僅代理商就200個，面向全國各地上千廠家進貨。眼下金城代理商的業務輻射半徑，與過去縣城功能時一樣。巴中茶壩、下八角；本縣大寅、馬鞍、觀紫、土門、日興等地的商家，依舊習慣性的來這裡配貨。該鎮分管經濟的負責人講，“建立一個多元化發展的產業鏈條，讓居民在城鎮里也能取得較高的收入，為家鄉發展作出貢獻，這應該是新型城鎮化達到的目的之一，也將是我們一直追求的目標”。文化領航 用特色拒絕千城一面　　建設新型城鎮化，不是盲目的克隆和模仿。每個城市，每個城鎮都有自己獨特的文化底蘊，都擁有自身需要傳承和發揚的文脈。城鎮發展需要形成自身的特色，發揮自身優勢，拒絕千城一面。　　金城鎮因鎮政府駐金城山腰而得名，是儀隴縣老縣城所在地，擁有1500年的縣治歷史，被稱為千年古方州。剪紙、篆刻、書法藝術文化在金城這座老城里隨處可見，有中國民間藝術之鄉的美譽。城鎮所在的金城山山頂上的金城山篆刻，至今保留有世界上最大的石刻單字“德”；長800多米石刻，610多幅書法作品的金粟書岩也保留至今。此外占地400多平方米各種字體的“百德園”和作為全國愛國主義教育基地的朱德銅像紀念園，更為金城這座山城增添了獨特的歷史厚重感，民間文化活動、群�性體育活動蓬勃發展……　　“歷史文化是一個城鎮發展，不能丟棄的靈魂。這些應該得到我們的繼承和保護，並使之在城鎮未來的發展過程中得到傳承。我們要堅持自己的歷史文化底蘊，堅持自己的特色，創造一個有深度、有歷史感的現代化新型城鎮。”金城鎮一位老領導坦言。華西城市讀本記者 陳俊君 劉治海 攝影 陳峰迷你倉庫

香港文匯報訊（記者 劉雅艷）「為食一族」翹首以待的第24屆香港美食博覽昨日開鑼，迷你倉除了成為本港每年一度的盛事，博覽亦揚名內地，吸引大批內地旅客拖著大大小小的行李箱和手拉車，在攤位間穿梭購物，場面極為「墟�」。多種1元超筍價貨品一如以往成為市民瘋搶對象，當中包括被視為「全場最有噱頭」的「一鏟花膠」、手掌般大的鮑魚，及特級官燕盞等，旋即售罄。由於場內展銷品平均較場外便宜逾10%，一眾消費者均爽手闊綽，揚言「不設上限，想買甚麼便買甚麼」，消費額大多以千元計。港人主打蔘茸海味、湯包、麵食、熟食等；內地訪客則以零食、健康補充食品、中成藥等為掃貨目標。　由香港貿易發展局舉辦、為期5天的「香港美食博覽2013」昨日在灣仔會展揭開序幕。今年的搶購焦點，最先落入「1元產品」上。早於早上10時開場前，場外已有過百名市民等候入場。排頭位的鄧氏姊妹前晚11時到場守候，並鎖定名額僅得10個的安記海味「1蚊一鏟花膠」為目標。首十名排隊人士均獲發「鏟花膠證」，他們都未進場便先興奮。動員10親戚入場 1人1個箱　展廳開放之際，拿到籌號的市民慢慢步至攤位，用地盤鏟鏟起約1斤原價需800元的花膠筒。拿不到的，則放眼金蘭公司推出的每日限量10罐的「1蚊手掌般大的西澳鮑魚」，及鴻星集團推出每日限量50盞的「1元一個印尼特級官燕盞」，如箭般飛奔至攤位排隊，全部秒速沽清。亦有人提早2小時排隊，搶購10元100包的烏冬、88元全隻乳豬等。　海味是主婦們的掃貨目標。安記董事總經理潘權輝表示，花膠有美容效用，大受年輕人追捧，最近3年成為最受歡文件倉的海味，本地銷量增加逾30%；其次則是即食鮑魚。他說：「近年內地因政策變動而需求減少，令花膠價格有所下降，故預計花膠在美食博覽內會大賣，預計整體生意可攀升20%至30%。」　市民一邊逛街，一邊供奉「五臟廟」。很多人出手闊綽，不設限地購買心頭好，當中以冬菇、湯包、麵食最受歡迎，人均消費額均以千元計。馬小姐進場不消1小時便花近1,000元購買即食麵、通粉、湯包。吳女士動員親戚10人，一人拉一個行李箱，大灑5,000元「掃平貨」。蔡小姐則以20元購買60包烏冬及1元買下1個印尼特級官燕盞而戰績彪炳，她揚言「要買88元全隻乳豬作午餐」。廣州團掃貨 開心買放心食　美食博覽亦吸引不少內地旅客慕名而來。有廣州旅行社推出120元的「港之旅．美食節」即日來回團，首天最少有4團出發。團員黃先生大讚香港美食節遠勝內地，規模龐大、產品包羅萬有，「很多內地人都知道美食節，在這裡，我買得開心、食得放心。花費近萬元買補藥、零食都是物超所值的！」來自惠州的楊女士則主攻蔘茸海味及零食，她笑言「單是試食已經可以填飽肚子」。中醫藥與茶同展 多國參與　今年美食增設晚市門票，市民於晚上6時後進場，門票只需10元。昨晚，展銷商推出除45元1包和牛粒，還有5元2個杯麵，較市面杯麵動輒10元左右便宜得多。而聯同第5屆「香港國際茶展」及第12屆「國際現代化中醫藥及健康產品展覽會暨會議」同期舉行，3項展覽共匯集來自26個國家及地區，超過1,520家參展商，帶來各式各樣的珍饈百味、名茶及最新的中醫藥產品，當中柬埔寨、關島及沙特阿拉伯均是首次參與。存倉
