●現象:手機信號突然消失,self storage然後接收到垃圾短信,隨後手機信號恢複正常●實質:不法分子組裝的短信發送平台,通常裝在出租房或汽車上,流動作案●注意:可以偽裝任意號碼發送信息,不法分子常常在銀行等場所發送轉賬類詐騙信息●防範:對一些自稱是銀行或其他機構發來的信息,應進行確認南國早報記者 張孟君 羅暘“請把錢打到這個賬戶……”,“某某公司提供代開發票服務……”少則一天三五條,多則十幾條,五花八門的垃圾短信讓人煩擾不堪,而穿著銀行官方號碼馬甲之類的詐騙短信更是讓人防不勝防(詳見南國早報10月20日A5版)。這些垃圾短信從何而來?記者調查發現,短信群發器、群發軟件在網絡上熱銷,而更具技術含量的偽基站也在南寧悄然出現,為垃圾短信推波助瀾1 調查: 短信群發工具 網上熱銷 據瞭解,大批量發送垃圾短信通常是借助短信群發器或群發軟件。10月24日下午,南國早報記者在通訊電子產品聚集的星湖路走訪時發現,櫃台上看不到此類設備,店主們也都表示“沒有這種東西賣”。不過網絡上的情況就大不相同了。記者在南寧本地一網絡論壇搜索發現,10月11日還有人發佈了一條銷售短信群發軟件的帖子。此外,還有人宣稱可以提供代發短信服務,兩萬條起發,每條0.05元,量大的話最低可到0.03元/條。其中一個帖子里寫到,此類服務主要是給便利店、髮廊、酒吧等向會員發送促銷短信的。但當記者以便利店負責人身份咨詢發帖人的時候,對方卻不願意接這單生意:“你的業務量太小我們不接,我們還沒見過哪家便利店或髮廊有幾萬的會員。”“發送會員提醒信息只不過是躲避查處的幌子。”淘寶網上一家銷售短信群發軟件的店主一語道破“天機”。在淘寶網上,搜索“短信群發”會無法返回搜索結果,但搜索“短信通知”、“短信”等,再在搜索結果中仔細尋找,就會找到一些偷偷銷售短信群發器或軟件的商家。一名店主表示,他們的短信群發器有插一張卡的,也有最多能插8張卡的,價格從200多到上千元。記者在一名店主的指導下下載安裝了一款群發軟件,使用店主提供的測試賬號登錄後,即可設置群發名單和編輯群發內容。充值後就可以發送短信,每條0.05元。該店主表示,如果需要精准投放信息,他還可以提供帶有個人信息的號碼表。他說,實際上此類軟件走的都是運營商正規通道,這些通道本來是便於公司群發通知短信,或商家向會員發送促銷信息的,但有人拿來發垃圾短信也很少有人管。2 遭遇:疑似偽基站發來垃圾短信採訪中,還有個別網絡商家透露,現在短信群發器和軟件都“過時”了,有種最新的偽基站發送目標更精准更先進,不過價格也更高。網友“俠仔”在南寧從事通信行業,對業內各種問題比一般人更為敏感。他親身經歷疑似偽基站是在今年8月12日。那天他和朋友約了在航洋國際城吃晚飯,當晚8時多,他正玩著手機,突然間,原本信號滿格的手機顯示完全沒有信號了,持續的時間有10多秒,他朋友的手機也是如此。然後幾乎同時,他們收到了一條同樣內容的垃圾短信,又過了10多秒,手機信號恢複滿格。這些“症狀”讓“俠仔”想到了偽基站。第二天,他特地通過運營商查詢了短信記錄,前一天晚上收到的那條短信沒有任何記錄,“而偽基站發送的垃圾短信不需要經過運營商的服務器,所以查不到記錄”。不過,記者按“俠仔”提供的線索,幾次到航洋國際城,並沒有出現他所說的手機沒信號等情況。商場營業員們表示,手機經常收到垃圾短信,但沒有留意到沒信號的情況。10月24日,“俠仔迷利倉告訴記者,這一兩個月仍經常收到疑似偽基站發來的垃圾短信。22日下午5時多在萬象城、23日中午在航洋國際城都收到過。他還總結出了這類垃圾短信的特點。例如,一般短信群發器發送的垃圾短信因為要通過運營商的網關,為防止被運營商屏蔽,短信中的“發票”、“六合彩”等詞語並不會直接呈現,而是中間會加上一些字符或進行其他處理,如“發票”變成“發***票”。與之相比,偽基站發送的短信內容因不受監控,內容都是毫無掩飾的。此外,這類短信的發送號碼也五花八門,如他收到的就有以“10-6”、“10066”等開頭的短信,這些都不是工信部分配的代碼。再者,向這些號碼回信息也都無一例外會顯示發送失敗,而通過正常網關發過來的短信是能夠回複的。3 部門:曾蹲守排查但未抓到現行10月24日,記者就偽基站問題詢問廣西移動、聯通、電信三大運營商,得到的回複均為:“暫時沒有接到過關於偽基站的投訴。”自治區通信管理局有關人士表示,該問題涉密,不便接受採訪。“南寧市曾經發現過偽基站,但沒有抓到人。”南寧市無線電管理處主任曹宇輝介紹,今年6月,明秀路一帶有手機用戶反映,他們的手機不斷接到推銷手機用品的短信,有的用戶甚至無法正常使用手機,必須重新開關機才恢複正常。通信公司收到用戶反映後,先進行了初步調查,判斷是偽基站後,向無線電管理處報案。監測人員經過多日蹲點排查,確定偽基站就在明秀北湖路口附近一棟商住樓A棟4樓一出租房里。“我們聯合相關部門去查處時,出租房里已空無一人,主要設備也被不法分子帶走了,只留下了架設在出租房外的天線”。4 應對: 發現疑似偽基站 應及時舉報 中國電信南寧分公司技術工程師張先生介紹,偽基站可以向特定區域手機發送信息,不法分子在銀行、商業中心等場所向周圍的用戶發送轉賬類詐騙信息,接收者受騙的可能性大。其另外一個危害在於,偽基站可以隨意偽裝任意號碼發送信息,比如“955××”等金融服務號碼等,很具有迷惑性。業內人士表示,偽基站設備成本不算高,只有幾萬元,發送短信又不要錢,作為一種新型的垃圾短信發送工具,更應引起重視。建議市民對陌生號碼發過來的短信提高警惕,例如剛好需要匯款給別人時,如果發賬號過來的手機號碼是不熟悉的,務必先打電話過去確認一下。對一些聲稱是銀行或其他機構發過來的信息,同樣不要輕信短信內容,而應先撥打官方客服電話進行確認。相關部門提醒,市民如懷疑遇上了偽基站,可以及時向通信運營商進行投訴、舉報。運營商和相關部門將進行調查、打擊。(網友“俠仔” 稿酬100元)[ 相關鏈接 ]什麼是“偽基站”偽基站設備是當前一種實施電信詐騙手段的高科技儀器,主要由主機和筆記本電腦組成。南寧市無線電管理處主任曹宇輝解釋,偽基站也稱圈地短信發送平台,不法分子用地下工廠生產的三無產品組裝而成,使用時通常裝在出租房或汽車上,流動作案。由於手機每隔幾秒會自動尋找質量更好的基站信號源,偽基站在覆蓋區域內(幾百米至幾公里不等)的發射功率遠高于正常基站,能自動騙取其覆蓋範圍內的手機登錄,然後強行向這些手機發送垃圾廣告或詐騙短信。這時,手機就與運營商正規基站的信號斷開,所以會出現短暫無網絡現象,無法進行正常通信。偽基站一般只發送一次就轉移,手機不久又可連接上正規基站的信號,而有的山寨機得重新開機才能有信號。這就是偽基站的典型特徵。由於偽基站隱蔽性強,發射時間和地點不固定,流動性強,很難現場實時跟蹤取證,查處起來比較困難。迷你倉

【本報記者郭文翰深圳報道】近年中國網上支付平台發展迅速,迷你倉尤其是阿里的「支付寶」與騰訊(00700) 「財付寶」競爭漸趨白熱化,市場關注會否對「刷卡」的傳統支付服務構成衝擊。從事生產及銷售電子支付銷售點(EFT-POS)終端機、全球排名第四位的百富環球(00327)深信,即使線上支付急速發展,亦不見有取代線下支付的趨勢。百富主席聶國明更表示,希望有機會與阿里及騰訊合作,惟目前沒有具體計劃。中國電子商務市場持續膨脹,對第三方支付的需要亦同步激增。以支付寶為例,每分鐘處理2.5萬個交易,即相當於每秒完成逾400宗支付,而每日處理的資金流高達200億元。聶國明則指出,雖然電子商務日漸普及,但也有不少消費者傾向使用「到貨付款」完成交易,而移動支付終端即可應付有關需求,故電商增長無形中亦為公司創造商機。資料顯示,百富環球因應不同客戶需求,提供多種第三方支付終端機, 包括具有GPRS 及WCDMA 等無線通訊功能、支援MasterCard PayPass及Visa paymini storageave的免觸式「刷卡」,以至支援手寫電子簽名的顯示屏等,而今年上半年共售出超過60萬台。過去數年線上與線下合計的第三方支付量,平均按年以三至四成幅度增長,總金額規模亦增一至兩成。聶國明估計,在宏觀經濟環境沒有重大變化下,相信未來兩年市場可維持相若增長。他解釋,中國市場相當龐大,但第三方支付(線上及線下)在三、四線城市滲透率仍然偏低,普遍仍是使用現金進行交易,故這個市場具有龐大潛力,發展第三方支付服務。截至今年6月底,百富手頭現金超過12億元,且公司零負債。聶國明表示對併購持開放態度,條件是對方擁有地域的領導性,以及產品能夠互補,目前沒有具體方案可作披露。百富昨日與中國電子信息產業公司海信集團簽訂戰夥合作協議,在產品、技術、市場等方面優勢互補,實現商業流通信息與金融支付行業的融合。同時間,雙方亦訂立採購協議,海信將向百富訂購10萬台支終端機。百富總裁蘆杰表示,雙方早於兩年前已磋商合作,而是次將以優惠價賣機,但不便透露具體銀碼,另相信海信未來將再向百富購買終端機。儲存

Gansler said Thursday that in retrospect, he should have done more to intervene."Perhaps I should have assumed there was drinking in the home, and I got that wrong," Gansler said of stopping by the party briefly and then leaving. He said not investigating whether teens were drinking "was a mistake I made."Sometimes it is difficult, he said, to know how to do the right thing as a parent.Gansler spoke at a news conference he scheduled to respond to a report in The Baltimore Sun about his role in a senior week party in Delaware in June. He said firmly he will remain a candidate in the Democratic race for governor."We're in it. We're going to win it," he said.The article about Gansler's presence at the party at a South Bethany vacation house -- where participants later confirmed that teens were drinking -- sparked a vigorous debate on Baltimore talk radio about the responsibilities of parents to monitor the alcohol use of their underage children. The article also received coverage in national media such as CNN and MSNBC.Gansler was part of a group of parents who chipped in to rent a six-bedroom house and made detailed plans for a senior week party for their sons.Gansler was captured on video and in a still photograph at the house while the party was in full swing. Young people who were at the party told The Sun that many of the partygoers were consuming alcohol. Video clearly showed partiers dancing on the breakfast bar and on a table at the rental home.The attorney general told The Sun that he stopped by the Delaware beach house to talk briefly with his teenage son and then left. He said he does not remember whether he saw anyone drinking. But even if he had, Gansler said, it was not his responsibility as a parent or a high-ranking law enforcement official to intervene."Assume for purposes of discussion that there was widespread mini storagerinking at this party," Gansler said in the article. He has tackled many subjects, but his heart, pen and pick always seem to wander back westward in subject matter. That is what makes him such a natural fit for the Heber Cowboy Poetry Festival and Buckaroo Gathering, which takes place Oct. 31 through Nov. 2 in and around Heber City."I am honored to be asked back to Heber City," said Russell, speaking from his home outside El Paso, Texas. "It is a very deep honor for me to be asked to those festivals. I always show up and lean heavily on my cowboy material, and not try and get too artsy for 'em." He laughed. "Seriously, I totally respect this, and that crowd has always been loyal and kind to us."Russell is also in the midst of putting together what he believes will be a double album that will be a cowboy folk opera. The project will combine 10 Russell originals with classic cowboy tunes and full overture. He has been working with several artists, including Salt Lake City Western folklorist and musician Hal Cannon, at whose home Russell played a house concert a few years back. Russell also knows Cannon well from the latter's work as the founding director for the Western Folklife Center in Elko, Nev., and its Elko Cowboy Poetry Gathering. About 15 years ago, Russell and his wife Nadine were married (with best men Ramblin' Jack Elliott and Ian Tyson in attendance) at the Elko Festival.Rancho operaRussell has tackled a historic concept album before, with his 1999 collection, "The Man From God Knows Where.""It was about my ancestors coming from Ireland and Norway," said Russell. "I used Norwegian and Irish musical artists, and it was sort of a staged musical. For this one, I want to tell a Western story."Russell's brother's wife grew up on a Spanish land grant ranch in California."She has a tremendous deep history in the West, going back a hundred years. She shot a bear in her kitchen about 20 years ago -- so, pretty exciting stuff. I am working her into this, thematically. And there is a man, a renegade cowboy, based loosely on my brother."As the cowboy and the real-deal California girl come together within the story, Russell wants to use traditional cowboy songs as backdrop."I'll have to work with stuff I can get permission for. I think I've got a Leadbelly song and a Tex Ritter song. And then, I've already recorded friends of mine -- Jimmie Dale Gilmore, Joe Ely, Augie Meyers and Eliza Gilkyson -- doing traditional cowboy songs that you will kind of hear in the background of this. I want it to be sort of a huge film on the West, with me writing the original story. I will have an overture, just as a Broadway show would, and it will contain strains of things like 'Old Paint' and 'Streets of Laredo.' I think it will turn a lot of people on to those old songs."Then I will also have the original songs that I have made for it. A lot of them have been written already. I will do some of these, to warm them up, in my show."He plans to record the record with the help of 31-member Norwegian Wind Ensemble, who he worked with previously on the album "Aztec Jazz," delivered earlier this year. The album, which is neither truly jazz nor Aztec, is a conglomeration of Russell's music and singing, orchestrated for the world-class ensemble. This was for a one-off performance, and Russell had not expected to release anything from it. But he ended up capturing three songs on video and the concert on album."It is odd for people, because I used the word jazz tongue-in-cheek. I named it for a painting, an Indian-looking guy playing a sax on the cover of the record. It is really not a jazz record. I write some Spanish stuff, some that sounds Tex-Mex. It is me, what I do in concert, with a wind ensemble beside me who does not overpower."He said they worked on the project to make it so the winds would just enhance Russell's tunes, rather than overwhelm it.Said Russell: "The semi-lush backing doesn't get in the way. It has become popular among the fans, and it was certainly exciting to do. It was almost like being in front of a jet plane -- there is so much power in back of you, pushing the song along, the melodies."Western countryRussell grew up in a musical America where what is called country today would not have passed muster. The genre was then called country Western for a reason."One of many things I am a big fan of is Western music, of that feel," said Russell. "That is just my trip."He is not, however, much of a fan of current songwriting."I grew up in an era where we had people who came before me, like Johnny Cash and Dylan -- the people who invented songwriting as we know it. And, I also grew up as a little kid on cowboy music and Broadway. There was so much in there. Now, I don't think there is a lot in there. I want to throw that Western stuff back into the popular framework with this thing I am working on."Russell writes for the Western-themed journal "Ranch & Reata." The current issue includes his piece on Ramblin' Jack Elliott, and he is finishing one on Johnny Cash's Western music. "One thing I say that is relevant, is that they called country music country Western back then儲存 because half of it was Western! Look at 'El Paso' -- huge hit."But then, in the late '70s and early '80s, they cleansed it -- bleached the Western right out of the title. Then Garth Brooks crossed it over to pop. The old songs, those were great songs, heroic songs, and, what they replaced it with, from my standpoint as a fan, has not nearly been as good."You doubt it? Russell suggests taking a gander at the country charts from 1950 through the present."Look at what were the top 10 songs," he said. "You can decide which ones you know by heart, and are great songs, and which you have forgotten. Of the last 10 or 15 or 20 years, how many can you say are great, memorable, will stand the test of time? The answer is none, for me. And the voices rarely sound authentic. There is a falsified twang."When Johnny Cash or George Jones sang, you knew who these people were and where they came from. You knew where Hank Williams was coming from. School board members have to have a long-term vision of the future and be willing to listen to all ideas and be open to new ways of doing things.Q: What kind of experience have you had in developing and balancing a budget outside your household? Be specific, including amount.A: Before I went back into academics, I worked for a company by the name of Baker Hughes, which was a big Fortune 500 oil and gas field services company in Houston, and I was responsible for various kinds of departmental budgets in human resources, I have been responsible for some budgetary things with our department of management, we have various programs in different areas, and so to that degree I've been responsible there, and certainly have overseen budgetary things with things like the MSC OPAS committee and different organizations that I've been on board with.Q: Track record working on behalf of schools and students?A: I sat on the College Station ISD rezoning committee in 2010, was asked by the principal of the school to do that, and then just various things in and out.Q: What are three of the problems the district faces, but more importantly, what do you think are the solutions?A: Number one is growth in the city. I honestly believe that our current board and administration has done a very good job of planning for that growth. Having sat on the rezoning committee, I was able to see the complications and myriad issues that go into when you have to make decisions long-term about where growth is going to happen and where schools need to get built. I think our second issue will almost always be funding. Again, I think the school board has done a pretty good job of maintaining our budget. For instance, the school district has run a deficit for the past couple years, but one of the reasons why we haven't seen tax rates fluctuating wildly as a result of that is the fact that that was something that was planned for and we have a surplus in the past years to handle that. I would say that the third major issue is probably accountability. To the citizens of College Station, how can we show that we're doing the right things in terms of educating our kids and preparing them to go back into society, whether that's in higher education or straight out of high school into the work force? I think, in the long run, we have to continue that push toward figuring out other ways where we can be accountable over and above state mandated kinds of things.Q: One of the main issues for a school board is to evaluate a superintendent: How is Dr. Coulson doing as the top administrator of the district? What does he need to work on? How would you measure his success?A: I think by any clear metric that Dr. Coulson has done a superlative job, I believe he has the respect of the people that work for him, I believe that we are known as one of the top school districts in the state of Texas, and I think that is partly due to him. I'm not sure 迷你倉here's anything that I would say that Eddie needs to change, except perhaps to the degree that I think that we could be more open about the positive things that we're doing in the school district, and I know he tries to do that, but I see that as one of the major goals of a school board member as well, which is be an advocate for the school district and sing the praises of what we're doing well, as well as try to look at the things that perhaps aren't working. But I'm a pretty big Eddie Coulson advocate to be real honest with you. I think he's focused on the right things, I think his focus on leadership and putting the right people in positions to do things is a good one.Q: What do you think the highest predictor of success is for a student?A: I would say we're finding more and more that determination is, from a research perspective, ... the largest driver of those people that are successful in school and once they get out of school ... the people that have the ability to do that, and I believe these things can be taught at an early age, have the ability to be successful, not only in school but outside as well.Q: Where do you land on teaching evolution in the schools? What about sex education (what grades, etc.)?A: I believe yes, both of those should be taught in the school district.Q: How do you think the district is handling growth and what can it be doing better?A: I think the district is handling growth extremely well, having sat on that committee. Sometimes the district is forced into making decisions that they know are coming down long-term, but when they make those decisions they create short-term issues that people that are closer to things at the moment are forced to deal with. So sometimes people have to be able to overcome those short-term dilemmas in order to achieve long-term objectives, and I think our school district has done a very good job of that.Q: Why should voters pick you over your opponents?A: The school board fits right into my wheelhouse, I believe that I look at things differently than the other school board members that are up there, I think we already have some business folks and small business owners, we've got accountants and lawyers, I have dedicated my entire career to education. I'm passionate about it, I believe in it, and although I have chosen to spend the majority of my time at the university level does not mean that I'm any less passionate about educating kids.Q: Thoughts on the different pieces of the bond package? Anything you'd change? Add?A: No, I don't think so.
